RESOLUTION
On the Program for Enacting Laws and Ordinances in 2005
Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the National Assembly, tenth session;
Pursuant to the Law on the Organization of the National Assembly and the Law on Enacting Legal Normative Documents;
After considering the Report No. 278/UBTVQH11 dated October 26, 2004 of the Standing Committee of the National Assembly regarding the proposed Program for Enacting Laws and Ordinances in 2005 and the opinions of the National Assembly deputies,
RESOLUTION:
Article 1:
The National Assembly hereby adopts the Program for Enacting Laws and Ordinances in 2005 as follows:
A. THE OFFICIAL PROGRAM
I. Draft laws
1. At the seventh session (expected in May 2005):
a) To submit to the National Assembly for approval: 11 draft laws
Civil Code (amended);
Commercial Law (amended);
Vietnam Maritime Code (amended);
Drug Law;
Vietnam Railway Law;
Law on Signing, Joining and Implementing International Treaties;
Defense Law;
State Audit Law;
Education Law (amended);
Law Amending and Supplementing Certain Provisions of the Customs Law;
Law amending and supplementing some Articles of the Military Service Law.
b) To submit to the National Assembly for comments: 11 draft laws

Article 2:
Add the following items to the Program for Enacting Laws and Ordinances of the National Assembly during the 11th term (2002-2007):

Technology Transfer Law;
Tax Administration Law;
Vocational Training Law;
Labor Export Law;
Anti-Corruption Law;
Complaint and Denunciation Law (amended);
Foreign Exchange Ordinance;
Family Planning Ordinance;
High-Tech Industry Ordinance;
Basic Construction Investment Ordinance.
Article 3:
1. The Standing Committee of the National Assembly is instructed to direct the implementation of the Program for Enacting Laws and Ordinances in 2005.
2. Drafting agencies and agencies submitting draft laws and ordinances shall have plans to organize specific implementation to ensure that all drafts are submitted on schedule, with quality, and timely issuance of guiding documents.
3. The National Ethnic Council and relevant Committees of the National Assembly shall have plans to proactively coordinate with drafting agencies and related agencies to improve the quality of drafts, prepare audit reports, and assist the Standing Committee of the National Assembly in incorporating and revising draft laws and ordinances; strengthen supervision over the issuance of guiding documents for laws and ordinances.
4. The Government shall take measures to promote the dissemination and introduction of laws to ensure that all agencies, organizations, and citizens understand and implement them uniformly.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, 11th term, sixth session, on November 25, 2004./.
