JOINT CIRCULAR

VRegarding amendments and supplements to certain points in Circular Joint Circular No. 2076/TTLT-BQP-BLDTBXH-BTC dated July 8, 1998 of the Joint Ministries of National Defense, Labor, Invalids and Social Affairs, and Finance guiding the implementation of certain policies for Border Guard Forces

To implement Decree No. 02/1998/NĐ-CP dated January 6, 1998 of the Government detailing the implementation of certain provisions of the Border Guard Ordinance, the Ministry of National Defense, the Ministry of Labor, Invalids and Social Affairs, and the Ministry of Finance issued Joint Circular No. 2076/1998/TTLT-BQP-BLDTBXH-BTC dated July 8, 1998 guiding the implementation of certain policies for Border Guard Forces. After many years of implementation, some points now require amendment and supplementation to be consistent with the economic and social development conditions in some localities and the requirements of the Border Guard Forces.

Following the agreement of the Ministry of Home Affairs in Official Letter No. 377/BNV-TL dated February 23, 2004, the Joint Ministries of National Defense, Labor, Invalids and Social Affairs, and Finance guide the amendment and supplementation of certain points in Joint Circular No. 2076/1998/TTLT-BQP-BLDTBXH-BTC dated July 8, 1998 of the Joint Ministries of National Defense, Labor, Invalids and Social Affairs, and Finance (hereinafter referred to as Joint Circular No. 2076/1998/TTLT) as follows:

1. The remote island areas entitled to long-term service allowance at border and sea-island regions under Article 1, Part II, of Joint Circular No. 2076/1998/TTLT shall be amended and supplemented as follows:

- Remote islands located in Vietnam's maritime zone (excluding 15 islands: Tu Chan, Cat Ba, Cat Hai, Cai Bau, Dinh Vu, Con Den, Con Luc, Con Vanh, Island Ne, Island Ngu, Island Son Duong, Hon La, Hon Tre, Binh Ba, Bich Dam).

2. Add the list of particularly difficult and arduous areas eligible for social preferential treatment according to the regulations stipulated in Joint Circular No. 2076/1998/TTLT (Annex attached).

3. The application subjects, allowance rates, and payment methods shall be implemented according to the regulations stipulated in Joint Circular No. 2076/1998/TTLT.

4. This Circular takes effect fifteen days after its publication in the Official Gazette.

In case of any difficulties during implementation, units shall report back to the Joint Ministries for consideration and resolution.
