PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Ministry of Transport (report No. 385/TTr-BGTVT dated November 19, 2008 on the Strategy for Vietnam's Transportation Development until 2020 and with a vision to 2030,
DECISION:
Article 1. Approve the adjustment of the Strategy for the Development of Transportation until 2020, with a vision until 2030, with the main contents as follows:
I. DEVELOPMENT VIEWS
- Transportation is an important component of economic and social infrastructure, requiring priority investment for rapid and sustainable development ahead of other sectors to create a foundation for economic and social development, ensuring national defense and security, and serving the cause of industrialization and modernization of the country.
- Maximizing the advantage of geographical location and natural conditions, especially marine potential, to develop a reasonable transportation system that saves social costs.
- Developing transportation infrastructure in a coordinated and rational manner; combining gradual and steady development with breakthroughs towards modernization to form a complete, interconnected network among various modes of transport, regions, urban and rural areas nationwide, while attaching importance to maintenance work to ensure efficient and sustainable operation of existing infrastructure.
- Developing transportation towards modernity, high quality at reasonable costs, safety, minimizing environmental pollution and energy consumption; applying advanced transportation technologies, particularly multimodal transport and logistics.
- Combining new investments with renovation, upgrading, and deepening investments to enhance the efficiency of existing transportation industry facilities, quickly updating and adopting advanced technology with high localization rates, especially in shipbuilding, automobile manufacturing, and locomotive production for domestic use and export.
- Developing the external transportation system closely linked with the internal transportation system to proactively cooperate and integrate regionally and internationally.
- Rapidly developing fast and large-scale transportation methods (railway transportation) for major cities (initially Hanoi and Ho Chi Minh City); developing urban transportation primarily through public transportation systems that are modern, safe, and convenient; developing static traffic systems and access for people with disabilities; controlling the increase in private vehicles; resolving traffic congestion and ensuring urban traffic order and safety.
- Vigorously developing local transportation to meet the requirements of agricultural and rural industrialization and modernization, connecting local transportation networks with the national transportation network to ensure continuity, smoothness, and reasonable transportation costs suitable for the majority of the population.
- Socializing investment in the development of transportation infrastructure. Mobilizing all resources, prioritizing domestic resources, for the development of transportation. Users of transportation infrastructure have the responsibility to contribute usage fees for maintenance and reinvestment in transportation infrastructure.
- Allocating reasonable land for the development of transportation infrastructure and ensuring safe transportation corridors. Land planning for transportation infrastructure must be consistent and closely coordinated, implemented in a synchronized manner among ministries, sectors, and localities.
II. STRATEGY FOR TRANSPORTATION DEVELOPMENT UNTIL 2020, WITH A VISION TO 2030
1. Orientation for transportation development until 2020
By 2020, the country's transportation system will basically meet the diverse transportation needs of society with rapid growth, ensuring increasingly higher quality and reasonable costs; controlling and gradually reducing traffic accidents and environmental pollution. Overall, a reasonable transportation system between different modes of transport and main transport corridors for major goods with large volumes will be formed.
Roadways: The national highway and provincial road systems must reach technical standards; expanding and constructing new highways with high transportation demands; building expressway systems. International border roads must meet regional road technical standards. Establishing a Road Maintenance Fund to meet capital needs for maintaining the road infrastructure system.
Railways: Completing the renovation and upgrading of existing railway lines to national and regional technical standards reaching speeds of 120 km/h; constructing new high-speed and very high-speed railway lines; prioritizing the construction of a high-speed railway from North to South at 350 km/h. Quickly developing railway transportation in cities, including intra-urban and suburban railways, as the backbone of public passenger transportation, initially focusing on implementation in Hanoi and Ho Chi Minh City.
Maritime: Developing the national maritime port system, including international transshipment ports at Van Phong, international gateway ports, deep-water ports in three key economic zones capable of accommodating new-generation container ships, general-purpose ports, specialized ports, and passenger ports to meet the requirements of economic and social development and international integration. Investing in the comprehensive development of maritime port infrastructure, including berths, channels, access roads, and post-port service systems.
Inland Waterways: Completing the upgrading of main inland waterway routes to specified technical standards; focusing on renovating and improving critical sections; increasing the length of managed river segments. Deepening, upgrading, and constructing new key ports, cargo and passenger terminals, especially in the Red River Delta and the Mekong Delta.
Aviation: Completing the expansion and construction of airports to international standards; concentrating investments on international airports in the Hanoi and Ho Chi Minh City regions; researching and implementing new international airport projects with scale and quality comparable to major international airports in the region. Increasing the capacity of airport operations to 3.0 to 3.5 times by 2020.
Urban Transportation: develop reasonably the urban transportation infrastructure system and public transport; ensure that land allocated for urban transportation accounts for 16-26%. For large cities, strongly develop the bus system; quickly invest in building large-scale public transport routes such as elevated railways and metro systems in Hanoi and Ho Chi Minh City to achieve a public passenger carrying rate of 35-45%.
Rural Transportation: develop rural transportation roads for motorized vehicles to reach all commune centers or clusters of communes, ensuring year-round connectivity. The ratio of paved and asphalted roads should reach 60-80%. Emphasize the development of inland waterway transportation, particularly in the Mekong Delta region.
Shipbuilding Industry: build new ships with a capacity up to 300,000 DWT; repair ships with a capacity up to 400,000 DWT; meet domestic demand and produce export products; strive to increase localization rates to 70%.
Construction Vehicle Industry: cooperate with mechanical manufacturing, metallurgy, chemical industries, etc., to form a construction vehicle industry; rapidly increase localization rates to over 60%. Focus on assembling and manufacturing passenger cars, buses, heavy trucks, agricultural utility vehicles, and some types of construction vehicles to meet economic and social development needs; strive to produce automobiles bearing the Vietnamese brand name capable of competing internationally.
Railway Industry: build new modern passenger and freight carriages equipped with sufficient amenities and diverse types for domestic use and export. Manufacture some spare parts and assemble modern locomotives.
Aviation Industry: enhance aircraft maintenance and repair capabilities, including engines and specialized equipment; by 2020, ensure self-sufficiency in providing maintenance and repair services for domestic airlines, and gradually expand services to foreign airlines; cooperate in manufacturing aircraft components, spare parts, and specialized technical equipment.
2. Vision until 2030
By 2030, complete the national transportation network and international transit corridors. Transport quality must meet international standards: smooth, fast, safe, and rational intermodal connections, especially between long-distance passenger transfer points and urban passenger transportation.
Complete the construction of high-speed north-south expressways and railways. Vietnam's road and railway systems must be synchronized with technical standards, facilitating convenient connections with ASEAN and Greater Mekong Subregion road networks and the Trans-Asian Railway.
Port systems must adequately meet demands for import-export and domestic cargo throughput, including the international transshipment port of Van Phong entering its effective operational phase, gateway ports in key economic zones linked to distribution center systems, and transportation networks ensuring the formation of a modern, efficient logistics infrastructure network on par with regional countries.
Continue to construct and improve the national airport network with modern scales meeting international standards; Long Thanh International Airport will have a role and scale equivalent to major international airports in the region.
Develop urban transportation based on the perspective: "Looking far ahead, aiming for civilization and modernity; quickly narrowing the gap with other capital cities." Gradually establish large-scale passenger transport routes in Class I cities. Develop large-scale passenger transport above ground and underground in Hanoi and Ho Chi Minh City to ensure that the public passenger transport rate in these two cities reaches 50-55%.
3. Development Goals by 2020
a) On transportation
- Reasonably develop various modes of transport
+ Road transport mainly handles cargo consolidation, creation of cargo bases, short and medium-distance cargo and passenger transportation.
+ Rail transport mainly handles long and medium-distance bulk cargo and passenger transportation, intercity passenger transportation, and public passenger transportation in large cities.
+ Sea transport mainly handles long-distance ocean cargo transportation, coastal routes, especially North-South routes, coal imports for thermal power plants, crude oil transportation for oil refineries. Increase market share in import-export cargo transportation to 25-35%. Develop coastal and island passenger transportation routes.
+ Inland waterway transport mainly handles large-volume bulk cargo (coal, cement, fertilizers, construction materials, etc.) at low cost, oversized and overweight cargo, and intermodal transportation serving agriculture and rural areas.
+ Air transport mainly handles long-distance and international passenger transportation, and high-value cargo. Develop air transport into a safe, common, and convenient mode of transportation aligned with open markets, closely tied to regional and global air cargo markets; launch new medium and long-haul international flights, increasing the share of international passenger transportation handled by domestic airlines.
- Develop transportation means
Roadways: develop motorized transportation means suitable for road transportation infrastructure, ensuring safety and environmental technical standards, appropriate for cargo types and passenger categories. Gradually limit the growth rate of motorcycles and control the increase in personal cars in large cities. By 2020, the country will have approximately 2.8 to 3 million vehicles of various types, including 1.5 million passenger cars, 0.5 million passenger buses, and 0.8 million trucks.
Railways: develop high-specialized railway transport means with a reasonable structure; innovate traction and carrying capacity towards modernization, cost reduction, and price lowering, focusing on developing high-speed train sets; apply advanced technology in transportation and new means construction to enhance train speed. By 2020, Vietnam's railways will have approximately 1,100 to 1,200 locomotives and 50,000 to 53,000 various types of carriages, including 4,000 to 5,000 passenger carriages.
Maritime: focus on developing specialized trains such as container trains, large bulk cargo trains, oil tankers, liquefied gas carriers, Lash barges... rejuvenate the fleet to an average age of 12 years by 2020. Study and develop high-speed coastal passenger ships and cruise ships. By 2020, the national fleet will have a total deadweight tonnage of 12 to 14 million DWT.
Inland Waterways: In the Red River Delta region, use push-pull trains from 1,200 to 1,600 tons, self-propelled vessels up to 500 tons, and passenger trains from 50 to 120 seats; in the Mekong Delta region, use push-pull trains from 600 to 1,200 tons, self-propelled vessels up to 500 tons, and passenger trains from 30 to 100 seats. For short coastal routes, use self-propelled vessels from 500 to 1,200 tons. Develop specialized transport means (containers, bulk cement, oil products...). By 2020, the inland waterway fleet will have a total deadweight tonnage of 10 to 12 million tons, total horsepower of 12 to 13 million HP, and total passenger capacity of 0.8 to 1 million seats.
Aviation: Short-haul passenger aircraft use models from 65 to 80 seats and from 150 to 200 seats; medium-range aircraft use models from 250 to 350 seats; long-range aircraft use models over 300 seats. Develop suitable cargo aircraft. Utilize helicopters and small specialized fixed-wing aircraft for aerial firefighting, search and rescue operations. By 2020, the national fleet will have approximately 140 to 150 aircraft of various types.
b) On the development of transportation infrastructure
North-South Axis
Complete upgrading and expansion of National Highway 1A from Friendship Pass to Ca Mau; connect and upgrade the entire Ho Chi Minh Highway from Cao Bang to Mui Bai; construct North-South expressways, coastal roads; complete upgrading of the Thunghiem Railway, reaching national and regional technical standards; implement construction of the North-South high-speed railway; develop North-South sea passenger transport routes.
Northern Region
Develop transportation infrastructure in the Northern region with a focus on the Red River Delta economic zone, concentrating on the following tasks:
Construct new expressways belonging to two economic corridors and one economic ring between Vietnam and China, sections of the North-South expressway, some central routes with high traffic volume, and ring routes around the Hanoi capital area. Connect and upgrade all northern ring roads and coastal roads; complete construction of border ring roads; complete construction of flood avoidance bypasses when building Son La hydropower plant; complete upgrading and bringing remaining national highways to appropriate technical standards.
Construct new high-speed railway lines from Hanoi to Vinh within the North-South high-speed railway corridor; construct new high-speed railway lines belonging to two economic corridors and one economic ring between Vietnam and China, lines connecting to seaports, major economic zones, and upgrade existing railway lines.
Complete expansion of Haiphong and Quang Ninh seaports; build international gateway port Lach Huyen capable of receiving ships up to 80,000 DWT; prioritize development of container terminals and specialized ports; build passenger ports in Haiphong and Quang Ninh areas.
Complete upgrading and ensure 24/7 train operation on important inland waterway routes; upgrade and expand key ports such as Ninh Binh-Ninh Phuc, Da Phuc, Viet Tri, and Hoa Binh; construct new Phu Dong container port; build main passenger ports in Hanoi, Haiphong, and Quang Ninh; consider converting Hanoi Port's functions mainly to serve tourism while combining clean cargo handling.
Continue developing international airports Noi Bai and Cat Bi; upgrade Dien Bien and Na San airports; construct new airports in Quang Ninh and Lao Cai.
Central Highlands Region
Develop transportation infrastructure in the Central Highlands region with a focus on the Central Economic Zone, concentrating on the following tasks:
Construct sections of the North-South expressway; upgrade and construct roads belonging to the East-West economic corridor and crossroads connecting coastal regions with Central Highlands provinces, linking Vietnamese seaports with neighboring countries like Laos, Thailand, and Cambodia; connect and upgrade coastal roads; bring remaining national highways to appropriate technical standards; construct border road corridors and western road systems in Central provinces from Thanh Hoa to Quang Nam; construct Eastern Ho Chi Minh Road from Da Nang to Lam Dong.
Construct sections of the North-South high-speed railway, Vung Ang-Cha Lo (Mu Gia) railway, and railways connecting Central Highlands provinces; construct railways serving aluminum-alumina exploitation and production in Central Highlands provinces and linking them to seaports.
Complete investment in constructing and operating two initial berths at Van Phong transshipment port, laying groundwork for establishing a regional and international transshipment port; continue constructing, upgrading, and expanding ports such as Nghi Son, Cu Lo, Vung Ang, Da Nang, Dung Quat, Qui Nhon; construct specialized ports serving thermal power plants and aluminum exports; select and construct international passenger ports in Hue-Da Nang and Nha Trang areas.
Rectify and upgrade some important river sections; focus on increasing the length of managed and exploited rivers.
Develop international airports in Danang, Phu Bai, Cam Ranh; continue upgrading Chu Lai airport into an international cargo transit hub; upgrade and expand Vinh, Dong Hoi, Phu Cat, Tuy Hoa, Lien Khuong, Pleiku, Buon Ma Thuot airports to meet domestic international standards; develop Lien Khuong airport into an international airport when conditions permit.
Southern Region
Develop transportation infrastructure in the southern region with a focus on the Southern Economic Zone, concentrating on the following tasks:
Construct expressway segments belonging to the North-South Expressway, expressways from Ho Chi Minh City to provinces and cities, and ring roads in the Ho Chi Minh City area; upgrade and construct new main axes, connect and upgrade coastal national roads; complete the upgrading and bring remaining national roads up to technical standards.
Complete the upgrading and ensure 24/24h vessel operation on major inland waterway routes from Ho Chi Minh City to southwestern provinces. Upgrade the coastal route from Ho Chi Minh City – Ben Tre – Tra Vinh – Soc Trang – Ca Mau; construct and upgrade inland waterway cargo and passenger ports.
Construct the high-speed railway from Ho Chi Minh City to Nha Trang (part of the North-South high-speed railway), the Bien Hoa – Vung Tau railway; construct the Di An – Loc Ninh railway to connect with the Trans-Asian Railway. Construct the Ho Chi Minh City – My Tho – Can Tho railway.
Renovate, upgrade, and construct four port clusters in the Southeast region:
- The Cai Me Port Cluster, Binh Dien Sao Mai – Vung Tau: serving as the international gateway port for the southern key economic region;
- The Ho Chi Minh City Port Cluster: including the Hiep Phuoc port zone capable of receiving vessels up to 50,000 DWT, the Cat Lai port zone capable of receiving vessels up to 30,000 DWT, and the Sai Gon and Nha Be port zones capable of receiving vessels up to 20,000 DWT. Complete the plan to relocate inner-city ports to the Cat Lai, Hiep Phuoc, and Cai Me, Thit Vai areas; convert the function of the Sai Gon port in accordance with the city's planning;
- The Dong Nai Port Cluster: comprising the Dong Nai, Phu Huu – Nhon Trach, Phuoc An – Go Dau port zones;
- The Ba Ria – Vung Tau Port Cluster: comprising the My Xuan – Phu My and Song Dinh – Vung Tau port zones.
Construct a new channel for vessels with a full load capacity of 10,000 DWT and reduced load capacity of 20,000 DWT entering the Hau River via the Quan Chanh Bo Canal, in conjunction with expanding and upgrading the Can Tho – Cai Cui port cluster to become the central port cluster in the Southwest region.
Invest in constructing the Long Thanh International Airport to become a competitive passenger and cargo hub; continue developing Tan Son Nhat International Airport to support operations for Long Thanh International Airport. Continue investing in upgrading and constructing the Can Tho and Phu Quoc International Airports; construct the Vung Tau Airport for service flights and general aviation activities; upgrade and expand the Cà Mau, Rach Gia, and Con Dao Airports.
c) On urban transportation development
- Prioritize the development of public passenger transport, particularly fast and large-capacity public passenger transport modes. Control the development of motorcycles and private cars, especially in Hanoi and Ho Chi Minh City;
- Implement several urban rail projects above ground or underground in Hanoi (Ngoc Hoi – Yen Vien, Nhu Quynh; Noi Bai – Thua Ding; Cat Linh – Thua Ding – Ba La; Nhon – Hanoi Railway Station – Hoang Mai; Dong Anh – Me Linh; South Ha Tay – Hoa Lac) and Ho Chi Minh City (Ben Thanh – Suoi Tien; Tay Ninh Bus Terminal – Thu Thiem; National Highway 13 – Cay Go; Binh Binh Bridge – Nguyen Van Linh; New Can Guoc Bus Terminal – Sai Gon Bridge; Ba Queo – Phu Lam Roundabout);
- Organize urban traffic management scientifically, using modern technology and equipment such as signals, control centers, camera systems, intelligent transportation systems (ITS)... ensuring smooth, safe traffic and environmental protection. Upgrade and expand the two traffic control centers in Hanoi and Ho Chi Minh City and invest in similar centers in other cities when needed.
d) On rural transportation development
- Maintain, consolidate, and upgrade the existing transportation network according to rural road technical standards, meeting the requirements of agricultural mechanization. Renovate and construct bridge and culvert systems to meet technical standards;
- Complete the construction of new roads to the centers of communes, commune clusters without roads, forest farms, industrial points. Continue building inter-village and commune road systems to form a continuous rural transportation network; link the rural transportation network with the national transportation network. Gradually build underpasses and overpasses at intersections between expressways, national highways, and local roads, ensuring traffic safety;
- Study the use of materials, structures, and prefabricated components suitable for the conditions and climate of each region;
- Use transportation means reasonably, develop small mechanized vehicles suitable for rural transportation infrastructure conditions and the living standards of the majority of people.
d) On ensuring traffic safety
- Contain traffic accidents, striving to reduce traffic accidents across all three criteria: number of incidents, number of deaths, and number of injuries;
- Complete the legal system, improve the organization of traffic safety management from central to local levels towards sustainable traffic order and safety;
- Enhance the effectiveness of propaganda, dissemination, education combined with strengthening enforcement of laws on traffic order and safety;
- Develop transportation infrastructure must ensure safety corridors, must be evaluated for traffic safety in conjunction with the construction of intersections, civil culverts, and handling black spots on the route;
- Improve the quality of training, examination, and management of vehicle operators; the quality of inspection of mechanical vehicles.
- Strengthen rescue and emergency response operations to minimize losses caused by traffic accidents;
e) On sustainable development and environmental protection in transportation
- Complete standards, guidance documents, and regulations on environmental protection in the field of transportation. Strengthen propaganda, dissemination, education, and enforcement of environmental protection laws;
- Enhance the quality of monitoring and managing environmental protection in transportation. Conduct strategic environmental assessments from the strategy formulation stage, planning, and environmental impact assessments from the project investment preparation stage. Strictly monitor the implementation of environmental protection regulations in construction projects and transportation industry facilities to minimize negative impacts on the environment;
- Transportation works and transport means must meet technical standards and quality requirements consistent with environmental protection criteria.
III. MAJOR SOLUTIONS AND POLICIES
1. Solutions and policies for developing transportation
- Encourage all economic sectors to participate in transportation business and supporting services; establish state-owned transportation corporations to serve major routes such as the North-South route, public urban passenger transportation, transportation serving remote areas, islands, and other urgent tasks when necessary.
- Support passenger transportation enterprises and transportation serving remote, difficult areas through various forms such as credit preferential treatment, post-investment purchase subsidies, or price subsidies. Encourage the use of domestically assembled vehicles for public passenger transportation through deferred payment, installment sales, and preferential policies on the importation of spare parts and equipment that are not yet produced domestically...
- Establish a reasonable fare and fee system among different modes of transportation to enable the State to act as a macro-regulator.
- Develop diverse types of transportation and supporting services ensuring quality, speed, safety, convenience, and cost-effectiveness. Strengthen multimodal transportation and logistics services in cargo transportation.
2. Solutions and policies for capital generation to develop transportation infrastructure
- Increase annual state budget investment in transportation infrastructure to reach 3.5 ÷ 4.5% of GDP.
- Mobilize all resources, focusing on domestic resources, create favorable conditions to attract investment from all economic sectors in building transportation infrastructure through various forms, especially Public-Private Partnership (PPP), Build-Operate-Transfer (BOT), Build-Transfer (BT), Build-Test-Operate (BTO)... both domestically and internationally. Apply the form where the State invests in constructing transportation infrastructure for units or individuals to lease and operate, thereby securing funds for maintenance or investment in other projects.
- Quickly establish a fund for maintenance and development of transportation infrastructure, initially focusing on the Road Maintenance Fund. Incorporate planned road maintenance into an indispensable task in rural transportation development, fulfill maintenance commitments for infrastructure construction and upgrade projects in rural areas.
- Rapidly construct modern urban transportation infrastructure, prioritizing the establishment of systems to support large-scale public passenger transportation and static traffic systems to address traffic congestion and reduce environmental pollution in major cities, particularly Hanoi and Ho Chi Minh City.
- Pay attention to creating reasonable land funds for transportation infrastructure development, especially urban transportation infrastructure; combine the rational development of various models of public passenger transportation on ground, underground, and elevated systems to effectively utilize land; re-plan urban space distribution to create additional land for urban transportation development.
- Develop and implement county and commune-level transportation planning to ensure planned, harmonious, and reasonable rural transportation development, and integrate it with the national transportation system. Improve organizational structure and perfect management mechanisms for rural transportation.

Enhance regular management and inspection of vehicle quality and transportation service quality, particularly for passenger transportation. Develop organizations and associations to protect customer rights.
3. Solutions and policies for developing the transportation industry
- Encourage and create all conditions for transportation industry enterprises to expand joint ventures and collaborations both domestically and internationally to raise capital, transfer technology, exchange management and operational experiences, and implement localization programs.
- Establish financial leasing companies with state guarantees to facilitate enterprises' access to financial resources, new technologies, and technical equipment.
4. Solutions and policies for international integration and competition
- Develop synchronized external transportation infrastructure and transport equipment, loading and unloading devices meeting regional and global technical standards. Prioritize capital and resources for the development of modern maritime fleets and aircraft while improving service quality standards to ensure international competitiveness.
- Continue to amend and supplement the legal system, institutional framework, and policies to align with the regulations of the World Trade Organization and other international organizations of which Vietnam is a member.
5. Solutions and policies for reforming organizational management and administrative reform
- Reorganize management units according to functional models, clearly distinguishing between state management functions of government agencies and production and business management of enterprises. Develop economic group models in the transportation sector.
- Reform administrative management in the transportation sector using information technology applications and international standards (ISO); strengthen transportation planning management work.
6. Solutions and policies for applying new science and technology
- Establish and complete standards, procedures, norms, regulations... in surveying, designing, construction, acceptance, maintenance, materials, and technologies used in the transportation sector. Encourage the application of new technologies and materials.
- Modernize transportation means and loading and unloading equipment; apply advanced transportation technologies, particularly multimodal transportation and logistics services.

7. Solutions and policies for human resource development
- Expand training and retraining methods; socialize training activities to improve the qualifications and capabilities of management cadres, civil servants, employees, and workers; implement open recruitment through examinations and probationary periods.
- There shall be wage policies and preferential regimes for workers under special working conditions in the transportation industry, particularly for maintenance work on traffic infrastructure in remote areas, arduous and dangerous labor...
- There needs to be focused investment to enhance the capacity and equipment of training and instruction facilities, especially for pilot training, officers, and seafarers, to improve the quality of human resources. Strengthening cooperation and integration between companies utilizing human resources and training institutions to ensure practical needs are met and trained personnel are effectively utilized.
Article 2. Implementation
1. The Ministry of Transport shall take the lead and coordinate with relevant ministries, sectors, provincial people's committees, and centrally governed city people's committees to implement the "Transport Development Strategy until 2020 and Vision until 2030"; regularly update, propose, and adjust it to align with national development requirements.
2. Within their respective functions, tasks, and authorities, ministries, sectors, provincial people's committees, and centrally governed city people's committees shall cooperate with the Ministry of Transport to carry out the tasks and objectives of the transport development strategy, ensuring consistency and synchronization with the implementation of economic and social development plans at both the sectoral and local levels.
Article 3. This Decision shall take effect 45 days from the date of issuance.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
