the Amended Origin Procedure Rules and Specific Product Rules under the Harmonized System version 2007
in the Goods Trade Agreement within the Framework Agreement on Comprehensive Economic Cooperation
between the Association of Southeast Asian Nations and the People's Republic of China

Pursuant to Decree No. 189/2007/NĐ-CP dated February 27, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Decree No. 44/2011/NĐ-CP dated June 14, 2011 of the Government amending and supplementing Article 3 of Decree No. 189/2007/NĐ-CP;
Pursuant to Decree No. 19/2006/NĐ-CP dated February 20, 2006, promulgated by the Government detailing the Law on Commerce regarding the origin of goods;
The Minister of Industry and Trade promulgates this Circular amending and supplementing Circular No. 36/2010/TT-BCT dated November 15, 2010 of the Ministry of Industry and Trade to implement the Amended Origin Procedure Rules and Specific Product Rules under the Harmonized System version 2007 in the Goods Trade Agreement within the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China as follows:
Article 1. Supplementing the name of the Organization issuing the Certificate of Origin (C/O) according to the list authorized by the Ministry of Industry and Trade at Appendix 4, Point 3.d issued together with Circular No. 36/2010/TT-BCT dated November 15, 2010 of the Ministry of Industry and Trade to implement the Amended Origin Procedure Rules and Specific Product Rules under the Harmonized System version 2007 in the Goods Trade Agreement within the Framework Agreement on Comprehensive Economic Cooperation between the Association of Southeast Asian Nations and the People's Republic of China as follows:

Article 2. Effectiveness
This Circular takes effect from January 10, 2013./.
