Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on the Consumer Protection Law dated November 17, 2010;

On the basis of Decree No. 99/2011/NĐ-CP dated November 27, 2011 of the Government detailing and guiding the implementation of certain provisions of the Law on Consumer Protection;

At the proposal of the Minister of Industry and Trade,

The Prime Minister issues this Decision to amend and supplement Decision No. 02/2012/QĐ-TTg dated January 13, 2012 of the Prime Minister on issuing the List of Goods and Services That Must Register Contracts According to Model Terms and General Trading Conditions.

Article 1. Amending the names of some goods and services in the List of Goods and Services That Must Register Contracts According to Model Terms and General Trading Conditions issued together with Decision No. 02/2012/QĐ-TTg

1. At item number 2: Amend "Supply of clean water for daily use" to "Supply of drinking water".

2. At item number 4: Amend "Fixed-line telephone subscription" to "Landline telephone service".

3. At item number 5: Amend "Postpaid mobile phone subscription" to "Mobile terrestrial information service (payment method: postpaid)".

4. At item number 6: Amend "Internet connection" to "Internet access service".

Article 2. Supplementing the List of Goods and Services That Must Register Contracts According to Model Terms and General Trading Conditions issued together with Decision No. 02/2012/QĐ-TTg

1. Add at item number 5: Mobile terrestrial information service (payment method: prepaid).

2. Add item number 10: Issuing domestic debit cards, opening and using payment account services (applicable to individual customers), personal loans (for consumption purposes).

3. Add item number 11: Life insurance.

Article 3. Effectiveness

This Decision takes effect from October 15, 2015.

Article 4. Transitional Provisions

1. Within 90 days from the date this Decision takes effect, organizations and individuals currently applying model contracts and general trading conditions for the goods and services mentioned in Article 2 of this Decision must comply with registration requirements under consumer protection laws.

2. For contracts already signed and effective before the date this Decision takes effect:

a) This Decision does not apply to model contracts and general trading conditions for the goods and services mentioned in Article 2 of this Decision that were concluded or applied to consumers prior to the date this Decision takes effect.

b) In case of changes to the contents of the model contracts and general trading conditions referred to in Point a Clause 2 of this Article, business organizations and individuals must complete the registration procedures and can only apply them to consumers once the registration is completed in accordance with the regulations.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the central government, and related organizations and individuals are responsible for implementing this Decision./
