Issuing National Technical Regulations on Safety for Industrial Explosive Products - Differential Electric Detonators

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Management and Use of Weapons, Explosives, and Auxiliary Equipment dated June 20, 2017;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; Decree No. 105/2024/NĐ-CP dated August 1, 2024 of the Government amending and supplementing certain articles of Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade; LAW trade; and Decree No. 26/2018/NĐ-CP dated February 26, 2018 of the Government on the Charter of Organization and Operation of Vietnam Electricity Corporation;Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain articles of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Product Quality; Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain provisions regarding investment and business conditions in the field managed by the Ministry of Science and Technology and certain provisions regarding specialized inspection;The Minister of Industry and Trade issues this Circular to issue National Technical Regulations on Safety for Industrial Explosive Products - Differential Electric Detonators. This Circular is promulgated with National Technical Regulations on Safety for Industrial Explosive Products - Differential Electric Detonators.

This Circular takes effect from July 1, 2025.The Director of the Ministry's Office, Heads of Departments: Industrial Safety and Environmental Technology, Chemicals; Heads of the Department of Science and Technology; Directors of Provincial and Municipal Departments of Industry and Trade under the Central Government; Heads of agencies, organizations, and individuals related to the implementation of this Circular are responsible for its enforcement./.The number of Articles of the Law on Product Quality; Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing some provisions on investment and business conditions in the field of state management by the Ministry of Science and Technology and some provisions on specialized inspection. The Minister of Industry and Trade issues the Circular promulgating the National Technical Regulation on safety of industrial explosive materials - electric delay detonators.;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

Attached to this Circular is the National Technical Regulation on safety of industrial explosive materials - electric delay detonators.

Article 1. Issuance of the National Technical Regulation

Code: QCVN 12-28:2024/BCT.

This Circular takes effect from July 1, 2025.

Article 2. Effective Date

The Heads of the Office of the Ministry, Directors of the Departments of Safety and Environmental Technology, Chemicals; Heads of the Department of Science and Technology; Directors of Provincial Industrial and Trade Departments under central cities; Heads of agencies, organizations, and individuals related to this matter are responsible for implementing this Circular./.

Article 3. Implementation Organization

The Head of the Ministry’s Office, Directors of the Departments of Safety and Industrial Environment, Chemicals; Heads of the Science and Technology Department; Directors of Industry and Trade Departments of provinces and centrally governed cities; Heads of agencies, organizations, and individuals related to this Circular shall be responsible for its implementation./.
