THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS
Pursuant to Decree No. 106/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Pursuant to Decision No. 135/2009/QĐ-TTg dated November 4, 2009 of the Prime Minister promulgating the Regulations on Management and Direction of Implementation of National Target Programs;
Pursuant to Decision No. 1203/QĐ-TTg dated August 31, 2012 of the Prime Minister approving the National Target Program on Prevention and Control of Drugs for the period 2012-2015;
Considering the proposal of the Director of the Anti-Social Evils Department,
DECISION:
Article 1. Attached herewith is the Set of Indicators for Monitoring and Evaluating the Project "Improving the Effectiveness of Drug Rehabilitation Work, Post-Rehabilitation Management, and Research, Implementation, and Application of Medicinal Formulas and Medical Methods in Treatment and Functional Recovery for Drug Addicts during the Period 2012-2015" (Project 5).
Article 2. Implementation
1. The Anti-Social Evils Department shall be responsible for leading and coordinating with relevant agencies and units to organize guidance for agencies implementing Project 5 at the central and local levels to implement this Decision; organizing the evaluation of the implementation of the Set of Indicators and compiling reports (annually, mid-term, and at the end of Project 5) as prescribed.
2. Agencies implementing Project 5 at the central and local levels shall be responsible for monitoring and evaluating indicators according to this Decision; implementing regular reporting systems (annually, mid-term, and at the end of Project 5) and submitting special reports as required.
Article 3. The funding for implementing this Decision will be allocated from the budget of Project 5 - National Target Program on Prevention and Control of Drugs for the period 2012-2015 of ministries, sectors, central agencies, and other legitimate sources. The management and use of funds shall comply with current laws.
Article 4. This Decision takes effect from the date of signature.
Article 5. The Head of the Ministry's Office, the Director of the Anti-Social Evils Department, and the Heads of agencies implementing the Project at the central and local levels and related units are responsible for enforcing this Decision./.
