DECREE

Regulations on the multidimensional poverty standard for the national period from 20262030

Pursuant to the Law on the Organization of the Government No. 63/2025/QH15;

Pursuant to the Law on the Organization of Local Administration No. 72/2025/QH15;

Pursuant to the Law on Household Registration No. 68/2020/QH14 (amended and supplemented by the Law on Juvenile Justice No. 59/2024/QH15);

At the proposal of the Minister of Agriculture and Rural Development;

The Government promulgates this Decree on the multidimensional poverty standard for the national period from 2026 to 2030.

Article 1. Scope of Regulation and Applicability

Article 1. This Decree stipulates the multidimensional poverty standard for the national period from 2026 to 2030.

a) Households as defined by the Law on Household Registration.

b) Relevant agencies, units, and organizations.

Article 2. National Multidimensional Poverty Standard for 2026

1. Continue implementing the multidimensional poverty standard for the period 2022-2025 as prescribed in Article 3 of Decree No. 07/2021/NĐ-CP dated January 27, 2021 of the Government on the multidimensional poverty standard for the period 2021-2025 (hereinafter referred to as Decree No. 07/2021/NĐ-CP) from January 1, 2026 to December 31, 2026.

2. The poverty standard prescribed in Clause 1 of this Article serves as the basis for measuring and monitoring the degree of income deficiency and access to basic social services of citizens; it is the foundation for identifying beneficiaries for poverty reduction policies, social security, and other economic and social policies in 2026.

Article 3. National Multidimensional Poverty Standard for the Period 2027-2030

1. Criteria for measuring the national multidimensional poverty standard for the period 2027-2030:

a) Income criteria:

In rural areas: the average monthly income per person of a household is 2,200,000 VND/person/month.

In urban areas: the average monthly income per person of a household is 2,800,000 VND/person/month.

b) Dimensions, indices for measuring the degree of deficiency in accessing basic social services:

The dimension of employment deficiency includes: employment index, dependent persons in the household index.

The dimension of health deficiency includes: health insurance index, nutrition index.

The dimension of education deficiency includes: adult education level index, children's schooling status index.

The dimension of housing deficiency includes: average living space per person index, housing quality index.

The dimension of information deficiency includes: telecommunications service usage index, basic digital service usage index.

The dimension of clean water, sanitation, and environmental deficiency includes: clean water source index, hygienic toilet facility index, waste disposal index.

c) Measurement regulations for indices of deficiencies in accessing basic social services are set forth in the Appendix attached to this Decree.

2. Poor households and near-poor households:

a) Rural poor households are those residing in rural areas with an average monthly income per person of 2,200,000 VND/person/month or less and lacking access to three or more indices of basic social services.

b) Urban poor households are those residing in urban areas with an average monthly income per person of 2,800,000 VND/person/month or less and lacking access to three or more indices of basic social services.

c) Rural near-poor households are those residing in rural areas with an average monthly income per person of 2,200,000 VND/person/month or less and lacking access to fewer than three indices of basic social services.

d) Urban near-poor households are those residing in urban areas with an average monthly income per person of 2,800,000 VND/person/month or less and lacking access to fewer than three indices of basic social services.

Article 4. Organization of Implementation

1. Ministry of Agriculture and Rural Development

a) Take the lead and coordinate with relevant ministries and agencies to guide the review and identification of poor and near-poor households in 2026 based on the multidimensional poverty standard for the period 2022-2025 and reporting forms.

b) Take the lead and coordinate with relevant ministries and agencies to issue guidance documents on the procedures and methods for reviewing and recognizing poor and near-poor households according to the multidimensional poverty standard for the period 2027-2030 and reporting forms.

c) Direct, train, and guide localities to implement annual reviews and recognition of poor and near-poor households according to the multidimensional poverty standard for the period 2027-2030 at the initial review point at the end of 2026 and report regularly and continuously as required.

d) Aggregate and publish the results of annual reviews and recognition of poor and near-poor households according to the multidimensional poverty standard for the period 2027-2030.

đ) Apply information technology in the work of reviewing, recognizing, and collecting, managing the database of poor and near-poor households annually according to the multidimensional poverty standard for the period 2027-2030.

e) Annually inspect, monitor, and evaluate the implementation of the multidimensional poverty standard for the period 2027-2030 in localities; organize a comprehensive review of the implementation of the multidimensional poverty standard for the period 2027-2030 in 2030.

2. Ministry of Finance

a) Supplement the system for collecting data on dimensions and indices of deficiencies in accessing basic social services according to the multidimensional poverty standard for the period 2027-2030 in the annual survey of living standards to serve the tracking and evaluation of multidimensional poverty conditions nationwide and in localities.

b) Annually publish the multidimensional poverty rate (updated consumer price index) and measurement results of indices of deficiencies in accessing basic social services according to the multidimensional poverty standard for the period 2027-2030 nationwide.

c) Balance and allocate the budget to implement poverty reduction policies according to the multidimensional poverty standard for the period 2027-2030.

3. Ministry of Health shall prescribe standards and technical regulations on clean water and hygienic toilet facilities.

4. Relevant ministries and agencies

a) Coordinate with the Ministry of Agriculture and Rural Development to issue guidance documents on the procedures and methods for reviewing and recognizing poor and near-poor households according to the multidimensional poverty standard for the period 2027-2030 and reporting forms.

b) Based on the results of the review, recognizing annual national poor households and near-poor households (announced by the Ministry of Agriculture and Rural Development) and decisions approving the results of localities, relevant ministries and agencies propose to the Government and the Prime Minister policies for poor households without labor capacity, measures impacting programs, projects, and special policies to improve income and access to basic social services, especially in areas with high multi-dimensional poverty rates.

5. Request the Central Committee of the Vietnam Fatherland Front to strengthen supervision over the implementation of identifying beneficiaries and the process of implementing support policies and programs for beneficiaries as stipulated in this Decree to ensure transparency and compliance with regulations.

6. Provincial People's Committees

a) Direct the review and identification of poor and near-poor households in 2026 according to the multi-dimensional poverty standard for the 2022-2025 period, compile and report to the Chairman of the provincial People's Committee for approval of the review results; report to the Ministry of Agriculture and Rural Development in accordance with prescribed models, forms, and timeframes.

b) Direct and issue plans to implement the multi-dimensional poverty standard for the 2027-2030 period within their jurisdiction.

c) Announce the results of the review and recognition of poor and near-poor households annually according to the national multi-dimensional poverty standard for the 2027-2030 period within their jurisdiction.

d) Organize the implementation of measures to support poor and near-poor households to increase income and effectively access and utilize basic social services.

đ) Based on actual conditions, provinces and cities may establish higher multi-dimensional poverty standards than the national multi-dimensional poverty standard for the 2027-2030 period (raising income criteria, adjusting and supplementing dimensions, indices of basic social service deficiencies, provisions for measuring indices of basic social service deficiencies) as a basis for implementing special poverty reduction programs and policies within their jurisdiction.

e) Report to the People's Council at the same level to balance and allocate local budgets to implement poverty reduction policies according to the multi-dimensional poverty standard specified in point đ above and specific characteristics of the locality.

Article 5. Effective Date

1. This Decree takes effect from February 15, 2026.

2. The standard for households with a moderate living standard as stipulated in point c Clause 2 Article 3 of Decree No. 07/2021/NĐ-CP continues to be implemented from January 1, 2026 until the Government issues different regulations to replace it.

3. Criteria and procedures for reviewing and identifying low-income workers under the National Target Program for the 2021-2025 period as stipulated in point d Clause 3 Article 1 and Clause 4 Article 1 of Decree No. 30/2025/NĐ-CP dated February 24, 2025 of the Government amending and supplementing certain articles of Decree No. 07/2021/NĐ-CP cease to be effective from January 1, 2027.

4. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees directly under the central government, and related agencies and organizations are responsible for implementing this Decree./.

REGULATIONS ON MEASURING INDICES OF BASIC SOCIAL SERVICE DEFICIENCIES IN THE NATIONAL MULTI-DIMENSIONAL POVERTY STANDARD FOR THE 2027-2030 PERIOD

Dimensions of Deficiencies

Index of Basic Social Service Deficiencies

Threshold of Deficiency

1. Employment

Employment

Households where at least one person does not have employment (people of working age who are capable of working, willing to work but unable to find employment); or have wage employment but do not have a labor contract*.

(*) Consider regular, steady, stable or relatively stable employment.

Dependent persons in the household

Households where the ratio of dependent persons to total population exceeds 50%. Dependent persons include: children under 16 years old; elderly or disabled persons receiving monthly social assistance.

2. Health

Nutrition

Households where at least one child under 16 years old suffers from height malnutrition or weight malnutrition for their age.

Health Insurance

Households where at least one person aged 6 to 75 years old currently does not have health insurance.

3. Education

Adult Education Level

Households where at least one person aged 16 to 30 years old has not participated in training courses or does not hold educational certificates corresponding to their age [People aged 16 to under 18 years old are currently attending or have completed junior secondary school; people aged 18 to 30 years old are currently attending or have completed senior secondary school or vocational training at the intermediate, advanced, or college level; or people aged 16 to 30 years old are recruited by enterprises and certified for on-the-job vocational training].

Children's School Attendance Status

Households where at least one child aged 3 to under 16 years old is not enrolled in the appropriate grade or level of education (children aged 3 to under 6 years old are enrolled in preschool education, children aged 6 to under 12 years old are enrolled in primary education, and children aged 12 to under 16 years old are enrolled in junior secondary education).

4. Housing

Housing Quality

Households residing in houses/apartments that are not durable (in the three main structures of foundation-foundation, frame-wall, roof, at least two structures are made of non-durable materials).

Average Per Capita Living Space

The average per capita living space of households is less than 8 square meters.2.

5. Information

Usage of Telecommunication and Basic Digital Services

Households where no member uses internet and basic digital services.

6. Domestic Water Supply, Sanitation, and Environment

Domestic Water Supply

Households that have not been supplied with domestic water according to standards.

Sanitary Latrine

Households that do not use sanitary latrines meeting standards and regulations.

Waste Management

Households that manage waste unsanitarily (do not use waste collection services).
