DIRECTIVE
On Coffee Harvesting and Export
Coffee products are among the valuable agricultural export items.
To ensure the full harvest of coffee for the state's export plan, the Prime Minister requests provinces with coffee plantations and coffee-growing farms to strengthen management measures to prevent theft, smuggling, and illegal trading of coffee beans.
People's Committees of provinces growing coffee, central cities, and related sectors shall implement the following regulations.
1. Mobilize workers from coffee-growing farms, cooperative members, and farmers with coffee gardens to intensify cultivation and harvesting of coffee beans, including fallen beans, for sale to the state. Private individuals are prohibited from trading in coffee beans. For production units that exceed their export coffee plan due to strict management, rewards shall be given according to the export encouragement policy issued by Decision No. 227-CP dated June 21, 1979 of the Council of Ministers. The foreign trade sector needs to actively influence planting, fertilization, harvesting, and delivery of exported coffee.
2. Provinces with coffee must enforce inspection and control measures on illegal trading and transportation of coffee along routes and transport vehicles, including private cars; private individuals are not allowed to transport coffee beans out of the province. All types of military vehicles must also comply with these controls (when inspecting military vehicles, provinces need to coordinate with military police forces). The Ministry of National Defense orders military police forces in coffee-growing provinces to cooperate with local authorities in implementing this directive.
3. Provinces and centrally-administered cities should review the business activities of restaurants and cafes within their jurisdictions with the spirit of conserving coffee consumption to reserve it for state exports. The Commerce Department and localities should study measures to assist coffee shops in changing their business direction.
4. Strictly prohibit the sale of coffee in all forms (beans and powder) in all provinces and cities. Illegally traded coffee, including that of state officials and military personnel, will be confiscated. Confiscated coffee must be handed over to the foreign trade agency for export and may not be consumed internally.
5. For coffee used for hospitality and specified needs, utmost conservation and limitation are required, and such usage must be recorded in the national plan distribution index. The Ministry of Foreign Trade must direct the General Corporation for Import-Export Timber and Agricultural Products to distribute coffee for specified needs according to the national plan index.
Upon receipt of this directive, the Ministries of Agriculture, Foreign Trade, Internal Trade, Home Affairs, and National Defense, together with People's Committees of provinces and centrally-administered cities, shall immediately organize its implementation at necessary locations and disseminate it to relevant units for enforcement.
