Regarding the establishment of the National Committee for Youth of Vietnam

PRIME MINISTER

Pursuant to the Law on the Organization of the Government dated September 30, 1992;

Considering the proposal of the Minister, Head of the Organization-Cadre Department of the Government, and the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union;

DECISION:

Article 1.The National Committee for Youth of Vietnam shall be established.

The National Committee for Youth of Vietnam assists the Prime Minister in organizing and coordinating to address important inter-sectoral issues concerning youth.

Article 2. The National Committee for Youth of Vietnam has the tasks and powers:

1. To propose and make recommendations to state agencies in drafting legal normative documents and policies on youth.

2. To organize coordination with relevant agencies to guide, urge, and inspect ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees under central cities, social organizations, and economic organizations in implementing laws and policies related to youth.

3. Implementing state-level external activities in the field of youth in accordance with regulations.

Article 3. The organizational structure of the National Committee for Youth of Vietnam includes:

1. Chairperson: The First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.

2. Deputy Chairpersons:

Vice Minister of Education and Training.

Vice Minister of Labor, Invalids and Social Affairs.

3. Members of the Committee are representatives from the leadership of the Ministry of Planning and Investment, Ministry of Finance, Organization-Cadre Department of the Government, Ministry of Defense, Ministry of Public Security, Ministry of Science and Technology, Ministry of Culture, Sports and Tourism, Ministry of Health, Sports General Department, Cultural, Educational, Youth and Children Committee of the National Assembly, Vietnam Women's Union, Vietnam Farmers' Association, Vietnam General Confederation of Labor.

4. The National Committee for Youth of Vietnam uses the administrative apparatus and headquarters of the Central Committee of the Ho Chi Minh Communist Youth Union for its operations. The Committee does not have its own staffing quota and does not form a system.

5. The National Committee for Youth of Vietnam may use a seal bearing the national emblem; funding is provided through the Central Committee of the Ho Chi Minh Communist Youth Union.

Article 4. The National Committee for Youth of Vietnam fulfills its tasks and powers through the activities of the Committee as a whole and each member of the Committee.

The Chairperson of the Committee is responsible to the Prime Minister for all activities of the Committee.

Ministers of ministries, heads of ministerial-level agencies, heads of government-affiliated agencies, and leaders of mass organizations who are members of the Committee are responsible for assigning staff to participate and directing their respective sectors and organizations to effectively carry out tasks assigned by the Committee.

The National Committee for Youth of Vietnam shall develop regulations governing its operations and submit them to the Prime Minister for approval.

Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

The Chairperson of the National Committee for Youth of Vietnam, Ministers of ministries, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of People's Councils and People's Committees of provinces and centrally-administered cities, and related agencies and organizations are responsible for implementing this Decision./.
