Decision No. 36/2005/QD-BGTVT on naming or numbering national roads

REGARDING THE NAMING OR NUMBERING OF ROADWAYS

THE MINISTER OF TRANSPORTATION

WHEREAS, the Road Traffic Law dated June 29, 2001;

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 186/2004/NĐ-CP dated November 5, 2004 of the Government on management and protection of road infrastructure;

At the proposal of the Director of the Vietnam Road Administration and the Head of the Legal Department,

DECISION:

Article 1. General Principles

1. Each existing or planned road within the current road network must be named or numbered according to the regulations.

2. New roads must be named or numbered according to this Decision from the project investment construction phase.

3. National highways, urban roads, and special-purpose roads that have been named or numbered shall retain their original names or numbers; if necessary, renaming or renumbering must follow the principle of not causing confusion for public recognition and road management.

4. Provincial roads that have been numbered and district or commune roads that have been named according to the Ministry of Transport's regulations shall retain their original names or numbers; provincial roads that have not been numbered according to the regulations must be renamed or renumbered according to this Decision.

5. In cases where urban roads coincide with national highways, both the name of the urban road and the name or number of the national highway shall be used.

6. For overlapping roads outside the provisions of Clause 5 of this Article and Clause 4 of Article 2 of this Decision, naming or numbering shall follow the following principles:

a) If they belong to the same road system, the name or number of the higher technical grade road shall be used;

b) If they belong to different road systems, the name or number of the road belonging to the higher administrative level road system shall be used.

Article 2. Naming or numbering of roadways

1. For the national highway system:

a) When naming, include the word "Road" followed by the name of a notable person, a person of merit, a place name, or a customary name.

b) When numbering, include the abbreviation of the national highway system (QL), a period (.), and a natural number; if multiple national highways share the same natural number, add a letter from B to Z sequentially, except for the first national highway.

2. For local road systems:

a) When naming, include the word "Road" followed by the name of a notable person, a person of merit, a historical site, a historical-cultural event, a place name, or a customary name.

b) When numbering provincial roads, include the abbreviation of the provincial road system (ĐT), a period (.), and a three-digit natural number as specified in this Decision (Annex); if provincial roads exhaust the specified numbers, use the provincial road number as specified and add a letter from B to Z sequentially to number them.

c) For provincial roads passing through multiple provinces, the number shall be based on the number assigned to the province at the starting point. The determination of the starting and ending points follows the direction from North to South or East to West, or from the provincial administrative center to a town or township, or from a national highway to the provincial administrative center, county administrative center, town, or township.

d) In cases where a province is divided and a provincial road passes through two new provinces, or when a province is merged and a provincial road runs through a new province, the name or number, starting and ending points of the provincial road shall remain unchanged before the division or merger of the province.

đ) When numbering urban roads and district roads, the method is similar to the regulation for numbering provincial roads; the natural number consists of two digits from 01 to 99; if urban roads or district roads exhaust the specified numbers, use the urban road or district road number as specified and add a letter from B to Z sequentially to number them, and the abbreviation of the system is as follows:

- The abbreviation for the urban road system is ĐĐT;

- The abbreviation for the district road system is ĐH.

e) When naming commune roads, include the word "Road" followed by a place name or customary name; do not name commune roads using numbers.

3. For expressways:

a) When naming, include the word "Road," the abbreviation for expressway (CT), and the name of a notable person, a person of merit, a historical site, a historical-cultural event, or a place name.

b) When numbering, include the abbreviation for expressway (CT), a period (.), and a two-digit natural number from 01 to 99; if multiple expressways share the same natural number, add a letter from B to Z sequentially, except for the first expressway.

4. For Vietnamese roads participating in the ASEAN road network, Trans-Asian road network, or other international road networks, both the name or number according to this Decision and the name or number according to the agreement between Vietnam and related countries shall be used simultaneously.

5. For special-purpose roads: when numbering special-purpose roads, the method is similar to the regulation for numbering provincial roads; the natural number consists of two digits from 01 to 99; the abbreviation for the special-purpose road system is ĐCD.

Article 3. Authority to name or number

1. The Ministry of Transport shall name or number national highways.

2. Provincial People's Councils shall name urban roads and provincial roads; Provincial People's Committees shall number urban roads and provincial roads, and name or number district roads.

3. District People's Committees shall name village roads.

4. Organizations or individuals with dedicated-use roads shall number dedicated-use roads according to the content agreed upon in the document they have negotiated with the competent state management agency when establishing the project.

5. State management agencies or organizations or individuals who name or number roads within their authority shall be responsible for widely publicizing such information through mass media.

Article 4. Effective date

This Decision takes effect fifteen days from the date of publication in the Official Gazette and replaces Decision No. 136/QLTC-GT dated February 18, 1985 of the Ministry of Transport on the regulation of numbering of roads.

Article 5. Responsibilities for Implementation

The Director of the Office, Chairpersons of the People's Committees of centrally governed cities and provinces, Heads of the Legal Department, Heads of the Planning-Investment Department, Directors of the Vietnam Highway Administration, Directors of the Inspection and Quality Control Department of Transport Works, Heads of relevant agencies, units, and individuals are responsible for implementing this Decision./.
