BASED ON Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development.
BASED ON the need to strengthen state management over research topics and projects under the Ministry's jurisdiction and enhance the effectiveness of scientific and technological activities.
PURSUANT TO the proposal of the Director of the Department of Science and Technology.

Article 1. ATTACHED TO this Decision are the "Regulations on the Management of Scientific and Technological Research Topics and Projects of the Ministry of Agriculture and Rural Development."
Article 2. This Decision shall take effect 15 days from the date of publication in the Official Gazette, superseding Decision No. 41/2003/QĐ-BNN dated January 28, 2003 of the Minister of Agriculture and Rural Development on Issuing Regulations on the Management of National-Level Scientific and Technological Programs, Research Topics, and Projects.
Article 3. The Heads of the Ministry’s Office, the Director of the Department of Science and Technology, and the Heads of related units are responsible for implementing this Decision./.
