Pursuant to the Law on Technology Transfer dated November 29, 2006;

Pursuant to the Law on Science and Technology dated June 9, 2000;

Pursuant to Decree No. 81/2002/NĐ-CP of the Government dated October 17, 2002 detailing the implementation of certain provisions of the Law on Science and Technology;

Pursuant to Decree No. 77/2003/NĐ-CP of the Government dated July 1, 2003 stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Finance.

Implementing the directive of the Prime Minister in Circular No. 2319/VPCP-KG dated April 28, 2006 of the Government Office regarding the Regulation on the organization and operation of the Science and Technology Development Fund of organizations, individuals, and enterprises;

Article 1. The attached Decision promulgates the Regulation on the organization and operation of the Science and Technology Development Fund of enterprises.

Article 2. The Regulation on the organization and operation of the Science and Technology Development Fund of organizations and individuals shall be implemented in accordance with the provisions of Decree No. 177/1999/NĐ-CP dated December 22, 1999 of the Government on the issuance of the Regulation on the organization and operation of Social Funds and Charity Funds.

Article 3. This Decision takes effect from July 1, 2007.

Article 4. Provincial People's Committees, municipalities directly under the Central Government, Ministries, agencies at the ministerial level, government agencies, central agencies of mass organizations, and State-owned Joint Stock Companies 91 are responsible for implementing this Decision.

Departments of Finance of provinces and municipalities directly under the Central Government are responsible for guiding the implementation of this Decision.
