CIRCULAR
Regarding the issuance of Regulations on the production, business operation, and use of fertilizers

Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/NĐ-CP amending Article 3 of Decree No. 01/2008/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on the management of fertilizer production and business operations; Decree No. 191/2007/NĐ-CP dated December 31, 2007 of the Government amending and supplementing certain articles of Decree No. 113/2003/NĐ-CP dated October 7, 2003 of the Government on the management of fertilizer production and business operations; Decree No. 15/2010/NĐ-CP dated March 1, 2010 of the Government stipulating administrative penalties for violations in fertilizer production and business operations;
Pursuant to the Law on Quality and Product Standards dated November 21, 2007;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Quality and Product Standards;
The Ministry of Agriculture and Rural Development hereby issues the Regulations on the production, business operation, and use of fertilizers,
Article 1. These Regulations are promulgated together with this Circular.
Article 2. This Circular shall take effect forty-five days from the date of issuance and shall supersede Decision No. 100/2008/QĐ-BNN dated October 15, 2008 of the Minister of Agriculture and Rural Development stipulating the production, business operation, and use of fertilizers.
Article 3. The Director of the Ministry's Office, the Director of the Crop Production Department, the Head of the Legal Affairs Department, the Head of the Science, Technology, and Environment Department, the Directors of the Departments of Agriculture and Rural Development of the provinces and centrally-administered cities, the Heads of units, organizations, and individuals related to fertilizer production, business operation, and use in Vietnam are responsible for implementing this Circular./.
