CIRCULAR

Issuing Amendment No. 01:2023 QCVN 109:2021/BGTVT National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled, and Imported

 

On the basis of Decree No. 86/2012/NĐ-CP dated October 19, 2012, issued by the Government detailing and guiding implementation of certain provisions of the Metrology Law;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

BASED ON THE DECREE NO. 56/2022/ND-CP dated August 24, 2022 of THE GOVERNMENT stipulating the functions, tasks, powers, and organizational structure of THE MINISTRY OF TRANSPORT;

Pursuant to Decision No. 49/2011/QĐ-TTg dated September 1, 2011 of the Prime Minister on the roadmap for applying exhaust emission standards for new cars and two-wheeled motorcycles produced, assembled, and imported

At the proposal of the Director of the Science, Technology, and Environment Department and the Director of the Vietnam Registration Agency;

The Minister of Transport hereby issues Circular Amending No. 01:2023 QCVN 109:2021/BGTVT National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled, and Imported.

Article 1. Attached herewith is Amended No. 01:2023 QCVN 109:2021/BGTVT National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled, and Imported.

Document Code: Amended No. 01:2023 QCVN 109:2021/BGTVT.

Article 2. Implementation clause

1. This Circular shall take effect from June 15, 2024.

2. Cases not required to retest emissions include:

a) Types of cars or car engines that have been issued an Exhaust Emission Test Report in compliance with QCVN 109:2021/BGTVT National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled, and Imported;

b) Cars manufactured in Vietnam from chassis vehicles (from bare chassis or complete vehicles) that have been issued a Quality Control Certificate upon Factory Exit (domestic production and assembly) or certified for vehicle technical safety and environmental protection quality (imported vehicles).

Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors of the Vietnam Vehicle Inspection Agency, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
