Issuing the Vietnamese Economic Industry System

Pursuant to Law on Government Organization No. 63/2025/QH15;

Pursuant to the Law on Statistics No. 89/2015/QH13; the Law Amending and Supplementing Certain Provisions and the National Statistical Indicators Catalogue of the Law on Statistics No. 01/2021/QH15;

At the proposal of the Minister of Finance;

The Prime Minister issues this Decision on the Vietnamese Economic Industry System.

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

This Decision stipulates the purpose of issuance, criteria for determining economic industries, the list and content of Vietnamese economic industries.

Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.

This Decision applies to ministries, sectors, agencies, organizations, and individuals using the Vietnamese Economic Industry System.

Article 2. Purpose of Issuance and Criteria for Determining Economic Industries

1. Purpose of Issuance

The Vietnamese Economic Industry System is uniformly used in:

a) State statistical activities;

b) Construction of administrative registration systems, national databases, specialized databases;

c) Other state management activities related thereto.

2. Criteria for Determining Economic Industries

An economic industry is a collection of similar economic activities based on three criteria prioritized as follows:

a) Production process of economic activity;

b) Input materials used by economic activity to produce products;

c) Characteristics of output products of economic activity.

Article 3. Vietnamese Economic Industry System

1. The Vietnamese Economic Industry System ensures comprehensive reflection of economic activities occurring within the territory of Vietnam and international comparability. The Vietnamese Economic Industry System includes:

a) List of Vietnamese Economic Industries (Annex I attached);

b) Content of Vietnamese Economic Industries (Annex II attached).

2. Basic Structure and Coding Method in the Vietnamese Economic Industry System

The List of Vietnamese Economic Industries comprises five levels:

a) Level 1 Industries consist of 22 industries specified in alphabetical order from A to V;

b) Level 2 Industries consist of 87 industries formed according to each corresponding Level 1 industry and each industry is coded with two digits from 01 to 99;

c) Level 3 Industries consist of 259 industries formed according to each corresponding Level 2 industry and each industry is coded with three digits from 011 to 990;

d) Level 4 Industries consist of 495 industries formed according to each corresponding Level 3 industry and each industry is coded with four digits from 0111 to 9900;

đ) Level 5 Industries consist of 743 industries formed according to each corresponding Level 4 industry and each industry is coded with four digits from 01110 to 99000.

3. Content of Vietnamese Economic Industries explains clearly the economic activities comprising factors classified into each part, including:

a) Includes: Economic activities determined within the economic industry;

b) Excludes: Economic activities not determined within the economic industry but belonging to other economic industries.

Article 4. Effective date

1. This Decision takes effect from November 15, 2025.

2. Decision No. 27/2018/QĐ-TTg dated July 6, 2018 of the Prime Minister issuing the Vietnamese Economic Industry System ceases to be effective from the date this Decision takes effect.

Article 5. Responsibilities for Implementation

1. Ministry of Finance (General Statistics Office)

a) Develop guidance materials and handbooks facilitating the application of the Vietnamese Economic Industry System for ministries, sectors, and localities to implement;

b) Guide ministries, sectors, localities, agencies, organizations, and individuals to implement in accordance with the provisions of this Decision.

2. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under central cities, and Heads of relevant agencies are responsible for enforcing this Decision.
