DECREE

Regarding the policy to attract and utilize talent

for the Vietnam People's Army

Pursuant to the Law on Government Organization No. 63/2025/QH15;

Pursuant to the Law on National Defense No. 22/2018/QH14 amended and supplemented by Law No. 98/2025/QH15;

Pursuant to the Law on Officers of the Vietnam People's Army No. 16/1999/QH10 amended and supplemented by Laws No. 19/2008/QH12, No. 72/2014/QH13, No. 52/2024/QH15, and No. 98/2025/QH15;

Pursuant to the Law on Professional Military Personnel, Civil Servants, and State Employees No. 98/2015/QH13 amended and supplemented by Law No. 98/2025/QH15;

Pursuant to the Law on National Defense Industry, Security, and Industrial Mobilization No. 38/2024/QH15;

At the proposal of the Minister of National Defense;

The Government promulgates this Decree stipulating the policy to attract and utilize talent for the Vietnam People's Army.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Decree stipulates criteria, standards, conditions, and policies for attracting and utilizing talent within the Vietnam People's Army.

Article 2. Applicability

1. Objectives subject to the attraction policy

a) Individuals recruited into the establishment of the Vietnam People's Army, including: Cadres, civil servants, state employees; individuals who are Vietnamese citizens residing both inside and outside the country and not cadres, civil servants, or state employees;

b) Individuals recruited to sign labor contracts to perform important strategic tasks of the Vietnam People's Army, including: Individuals who are Vietnamese citizens residing both inside and outside the country and not cadres, civil servants, or state employees; overseas Vietnamese; foreigners.

2. Objectives subject to the utilization policy for talent

a) Officers, professional military personnel, defense civil servants, and defense state employees currently working in the Vietnam People's Army;

b) Graduates from domestic and foreign military schools and universities with outstanding grades who are conferred officer ranks or assigned pay grades and conferred professional military personnel ranks.

3. Individuals, agencies, and units authorized to implement the policy to attract and utilize talent for the Vietnam People's Army.

Article 3. Principles of Implementation

1. Strictly adhere to the Party's guidelines, the State's policies and laws, and international treaties to which the Socialist Republic of Vietnam is a party.

2. Ensure accurate targeting, authority, transparency, democracy, objectivity, consistency, and feasibility in implementing the policy; promote the role and responsibility of party committees, party organizations, leading cadres at all levels, sectors, agencies, and units in identifying, attracting, and utilizing talent.

3. The implementation of the policy to attract and utilize talent must be commensurate with individual contributions, assessed based on the quantity, quality, and progress of products and work. Annually or periodically according to specific tasks, projects, without waiting until the end of the year to consider and decide on continuing or discontinuing the policy to attract and utilize talent.

4. In cases where an individual meets the criteria and conditions for enjoying multiple policies and benefits under different regulations, they shall enjoy the highest policy and benefit. The additional allowance stipulated in this Decree shall not be used to calculate social insurance and health insurance contributions or benefits.

5. Military enterprises have the right to decide on applying the policies stipulated in this Decree appropriately but not lower than those specified in Chapter III of this Decree. Costs incurred by enterprises to implement the policy to attract and utilize military talent shall be included in product costs and excluded when evaluating enterprise classification according to regulations.

Chapter II

CRITERIA, STANDARDS, AND CONDITIONS

APPLYING THE POLICY TO ATTRACT AND UTILIZE TALENT

Article 4. Criteria, Standards, and Conditions for Applying the Policy for Individuals Recruited into the Establishment of the Vietnam People's Army

1. Cadres, Civil Servants, and State Employees

a) Meeting the criteria for selection as Chief Architects at the Ministry level and Project Chief Architects as prescribed in Articles 8 and 10 of Decision No. 231/2025/NĐ-CP dated August 26, 2025, of the Government on the selection and use of Chief Engineers, Chief Architects in science, technology, innovation, and digital transformation at the national level;

b) Meeting the criteria for selection as experts, leading scientists, chief engineers in the field of national defense industry as prescribed in Articles 3, 4, and 5 of Decision No. 12/2025/QĐ-TTg dated April 26, 2025, of the Prime Minister on criteria for the position of expert, leading scientist, and chief engineer in the field of national defense industry and security;

c) Meeting the criteria for applying the policy to attract and utilize talent as prescribed by the competent authority for outstanding graduates, young scientists, experts, leading scientists, managers, business administrators;

d) Meeting the criteria for selection as scientific, technological, innovative, and digital transformation experts as prescribed in Article 3 of Decision No. 249/2025/NĐ-CP dated September 19, 2025, of the Government on mechanisms and policies to attract scientific, technological, innovative, and digital transformation experts;

đ) Meeting the criteria for selection as talent as prescribed in Clause 1, Article 54 of the Science, Technology, and Innovation Law; young talented scientists as prescribed in Article 39 of Decision No. 263/2025/NĐ-CP dated October 14, 2025, of the Government detailing and guiding certain provisions of the Science, Technology, and Innovation Law on the mechanism of autonomy and self-responsibility of public scientific and technological organizations, human resources, talents, and awards in the field of science, technology, and innovation; young talented engineers as prescribed in Article 40 of Decision No. 263/2025/NĐ-CP;

e) Cadres, civil servants, and state employees not falling under the categories prescribed in points a, b, c, d, and đ of Clause 1 of this Article must meet one of the following criteria, standards, or conditions: Having won national or international research awards, contributing to the development of industries, fields, regions, and the country through scientific research works; or having exceptionally outstanding achievements in their positions; or having innovative solutions that create valuable products or results significantly contributing to the development of industries, fields, regions, and the country.

2. Vietnamese individuals residing both inside and outside the country who are not cadres, civil servants, or state employees, including: Chief Engineers, Chief Architects, Experts, Managers, Business Administrators, Leading Scientists, Outstanding Graduates, Talents, Young Scientists, Young Talented Engineers, individuals with high professional qualifications corresponding to each category of recruitment, the criteria, standards, and conditions for applying the policy shall be implemented as prescribed in Clause 1 of this Article; for Vietnamese individuals residing abroad, they must not be prohibited from entering the country.

Article 5. Criteria, standards, and conditions for attracting subjects to sign labor contracts to perform important and strategic tasks of the Vietnam People's Army

1. Individuals must meet the selection criteria for Chief Architects at the ministry level and Project Chief Architects implementing tasks under labor contracts as stipulated in Articles 8 and 10 of Decree No. 231/2025/NĐ-CP dated August 26, 2025 of the Government on the selection and utilization of Chief Engineers, Chief Architects in science, technology, innovation, and national digital transformation, while also meeting the criteria and standards specified in points a, b, and c of Clause 6 of this Article.

2. Individuals must meet the selection criteria for the position of expert, leading scientist, and chief engineer in the defense industry implementing tasks under labor contracts as stipulated in Articles 3, 4, and 5 of Decision No. 12/2025/QĐ-TTg dated April 26, 2025 of the Prime Minister on the criteria for the positions of expert, leading scientist, and chief engineer in the defense industry and security, while also meeting the criteria and standards specified in points a, b, and c of Clause 6 of this Article.

3. Individuals who are outstanding graduates, young scientists, experts, leading scientists, managers, and business administrators must meet the attraction and utilization policies for performing tasks under labor contracts, in addition to meeting the standards and conditions set by the competent authority, while also meeting the criteria and standards specified in points a, b, and c of Clause 6 of this Article.

4. Individuals must meet the selection criteria for scientific and technological experts, innovators, and digital transformation specialists implementing tasks under labor contracts as stipulated in Article 3 of Decree No. 249/2025/NĐ-CP dated September 19, 2025 of the Government on mechanisms and policies to attract scientific and technological experts, innovators, and digital transformation specialists, while also meeting the criteria and standards specified in points a, b, and c of Clause 6 of this Article.

5. Individuals must meet the talent selection criteria as stipulated in Clause 1 of Article 54 of the Law on Science, Technology, and Innovation; talented young scientists as stipulated in Article 39 of Decree No. 263/2025/NĐ-CP dated October 14, 2025 of the Government detailing and guiding certain provisions of the Law on Science, Technology, and Innovation regarding the autonomy and responsibility of public scientific and technological organizations, human resources, talents, and awards in the field of science, technology, and innovation; talented young engineers as stipulated in Article 40 of Decree No. 263/2025/NĐ-CP, while also meeting the criteria and standards specified in points a, b, and c of Clause 6 of this Article.

6. Individuals not falling within the categories specified in Clauses 1, 2, 3, 4, and 5 of this Article must meet the following criteria, standards, and conditions:

a) Not exhibiting any signs or behaviors that promote propaganda, distortion of Party guidelines, State laws, disruption of the unity of the entire people, causing political instability, or undermining the revolution of Vietnam;

b) Having a desire to contribute to the development of the economy, society, national defense, and security in Vietnam; having a clear background; being in good health to work; being passionate about their work;

c) Not violating Vietnamese laws; ensuring absolute confidentiality of military and state secrets;

d) Possessing superior professional qualifications and capabilities; having the ability to advise on management, operation, technology transfer, and high-level technical issues in relevant fields and industries suitable for cooperation. Holding professional certificates recognized by reputable international organizations;

đ) Having a reputation, experience, and exemplary performance in their field of expertise; having the ability to solve complex problems; having the capability to work, research, and collaborate with domestic and international organizations;

e) Having research works, inventions, and patents successfully applied in practice, having a positive impact, and creating changes in their field or industry recognized by both domestic and international organizations;

g) For overseas Vietnamese citizens and foreigners, in addition to the above requirements, they must also meet other conditions as prescribed by Vietnamese law.

Article 6. Criteria, standards, and conditions for applying policies to key talent utilization subjects

1. General criteria, standards, and conditions

a) Firm political conviction; love for the country, respect and close ties with the people; absolute loyalty to the Party, the nation, and the Vietnam People's Army; readiness to fight and sacrifice for the country; having a strong desire to contribute and serve the country and the people;

b) Firm belief in Marxism-Leninism, Ho Chi Minh Thought, the Party’s reform policy, and Vietnam’s defense policy; dynamic, creative, daring to think, speak, act, take responsibility, confront challenges, and act for the common good; possessing knowledge, skills, and capabilities to work in an international environment and actively participate in the process of international integration in defense;

c) Good moral character; diligence, thrift, honesty, integrity, impartiality; exemplary behavior, affection for comrades and colleagues; emphasizing the responsibility to combat and prevent signs of ideological, moral, and lifestyle degradation; strictly adhering to state laws and military discipline.

2. Specific criteria, standards, and conditions for command and management cadres

a) Having exceptional thinking and vision, capable of identifying contradictions, challenges, opportunities, advantages, new issues, particularly difficult and complex ones; excelling in accurately forecasting development trends within their field of work; outstanding leadership and directive capabilities in organizing and implementing tasks; high reputation, wide influence, serving as a nucleus for unity, consolidation, and gathering of teams;

b) The achievements of the team positively impact the development of the industry or field within the entire army; introducing innovative models, solutions, and methods that bring particularly useful effects; winning high awards in competitions at the ministry, sector, national, or international levels;

c) Leading the proposal and recommendation to the Party committees, commanders at all levels, the Central Military Commission, the Ministry of National Defense, the Party, and the State on breakthrough policies and solutions that yield high effectiveness, creating turning points in the implementation of military and defense tasks, protecting the country, and building the military; having scientific research projects at the ministry, sector, field, or national, international levels that are applied and produce high value and effectiveness, with breakthrough and turning point characteristics.

3. Specific criteria, standards, and conditions for professional staff members

a) Exceptional research, creativity, and task execution capabilities; being an outstanding specialist in advisory, proposal, and professional task execution; individual achievements positively impacting the development of the industry or field within the entire army, nationwide, or internationally;

b) Having scientific research projects, inventions, patents, and useful solutions with breakthrough, critical, and important characteristics, widely applied within the industry or field, throughout the army, or nationally, internationally, yielding high effectiveness and breakthrough development; winning high awards in competitions at the ministry, sector, national, or international levels.

4. Specific criteria, standards, and conditions for graduates from military schools, non-military schools, and foreign institutions

a) Graduating with excellence;

b) Achieving high rankings in reputable national or international competitions during the training period.

Chapter III

POLICIES FOR ATTRACTING AND UTILIZING TALENT IN THE VIETNAM PEOPLE'S ARMY

TALENT IN THE VIETNAM PEOPLE'S ARMY

Section 1

POLICIES FOR ATTRACTING INTO STAFF AND UTILIZING TALENT IN THE VIETNAM PEOPLE'S ARMY

WITHIN THE ARMED FORCES AND OBJECTS OF PRIORITY TALENT USE

Article 7. Material后勤物资政策标准

1. Entitled to receive military uniforms, special food allowances, and essential supplies beyond current regulations when performing duties.

2. Entitled to receive housing area and office space policies and minimum electricity usage quotas in agencies and units equivalent to those specified for Battalion Commanders and equivalents.

3. Guaranteed supplementary health supplements up to five times the highest level for military personnel; health magazines twice the highest level for pilots, divers, and frogmen.

Article 8. Housing policies

1. Entitled to rent official housing with higher standards and quotas than those stipulated in Decision No. 11/2024/QĐ-TTg dated July 24, 2024 of the Prime Minister regarding the standards and quotas for official housing equipment; specifically:

a) Minimum area and equipment quotas equivalent to those for Battalion Commanders, Battalion Political Commissars, and equivalents; maximum area and equipment quotas equivalent to those for Chief Officers, Political Commissars of General Departments, Commanders, Political Commissars of Military Regions, Corpses, Border Guards, Deputy Admirals, Rear Admirals, and equivalents;

b) The Minister of National Defense will base decisions on rank, salary coefficient, position, title, and achievements of each subject receiving attraction and utilization policies for talent, considering the official housing project.

2. In cases where there is no official housing available and renting is necessary, financial support for housing rental will be provided; based on actual circumstances, rank, position, title, and achievements, the Minister of National Defense will decide the appropriate support level for each subject.

3. Priority in purchasing social housing and land, and the highest priority among officials and civil servants eligible to purchase social housing according to the law.

4. Priority in obtaining preferential loans for purchasing social housing from the Social Policy Bank as stipulated by the Government.

Article 9. Policy on bonuses, personal income tax incentives, and protection

1. Bonuses

a) Shall be entitled to receive a bonus of at least six times the current salary from the results of scientific research projects, inventions, utility models, trademarks, industrial designs applied in military activities, yielding high efficiency but not for commercialization; the Minister of National Defense shall decide the bonus amount ensuring commensurability with the achieved effectiveness for military and defense tasks;

b) Bonuses obtained from leasing, selling, transferring, assigning rights to use, self-exploitation, and utilization of the results of scientific and technological tasks, innovation, and digital transformation; the results of scientific and technological tasks, innovation, and digital transformation when contributing capital, cooperating, joint ventures, joint operations, service provision, or establishing enterprises shall be implemented according to point a, Clause 3, Article 28 of the Law on Science and Technology and Innovation.

2. Shall enjoy preferential policies on personal income tax as prescribed by the law on personal income tax.

3. Shall be protected in cases where they lead the implementation of tasks, topics, programs with strategic significance in military and defense matters classified as state secrets of top secrecy level according to the regulations of the Ministry of National Defense.

Article 10. Policy on additional allowances for personnel recruited into the Vietnam People's Army

1. For outstanding graduates, they shall be entitled to receive an additional monthly allowance up to 250% of their current salary (including: salary based on rank, position, title, grade, and other allowances stipulated by law) for a period of five years from the date of recruitment decision by the Minister of National Defense.

2. Other personnel shall be entitled to receive an additional monthly allowance equal to 350% of their current salary (including: salary based on rank, position, title, grade, and other allowances stipulated by law) for a period of five years from the date of recruitment decision by the Minister of National Defense.

3. In cases where higher additional allowances are enjoyed, specifically:

a) For professors and associate professors who lead and propose policies, solutions, or have breakthrough scientific research works in strategic and key national or international fields applied in practice with high effectiveness; Chief Architects at the ministry level and Project Chief Architects shall receive an additional allowance of 500% of their current salary;

b) For those with doctoral degrees, second-level specialist doctors, second-level specialist pharmacists, experts, managers, business administrators who lead and propose policies, solutions, or have breakthrough scientific research works in strategic and key national or international fields applied in practice with high effectiveness shall receive an additional allowance of 450% of their current salary;

c) For those with master’s degrees, first-level specialist doctors, first-level specialist pharmacists who lead and propose policies, solutions, or have breakthrough scientific research works in strategic and key national or international fields applied in practice with high effectiveness shall receive an additional allowance of 400% of their current salary;

d) In special cases requiring recruitment into key areas of the Military that are not covered under points a, b, and c of this clause, an additional allowance of 400% of the current salary shall be granted.

4. In addition to the additional allowances stipulated in Clauses 1, 2, and 3 of this Article, the Minister of National Defense shall base decisions to increase additional allowances by 50% to 100% of the current salary for individuals with outstanding achievements, based on annual performance evaluations through the quantity, quality, and progress of products/work.

Article 11. Policy on additional allowances for key talent utilization

1. Graduates from military schools, non-military schools, and foreign universities who achieve excellent grades and are conferred officer ranks or placed in professional military positions and conferred military professional ranks shall receive an additional monthly allowance up to 250% of their current salary (including: salary based on rank, position, title, grade, and other allowances stipulated by law) for a period of five years from the date of the Minister of National Defense's decision to apply the key talent utilization policy.

2. Officers, military professionals, defense civil servants, workers, and defense officials shall receive an additional monthly allowance of 400% of their current salary (including: salary based on rank, position, title, grade, and other allowances stipulated by law) from the date of the Minister of National Defense's decision to apply the key talent utilization policy.

3. In cases where higher additional allowances are enjoyed, specifically:

a) For professors and associate professors who lead and propose policies, solutions, or have breakthrough scientific research works in strategic and key national or international fields applied in practice with high effectiveness; Chief Architects at the ministry level and Project Chief Architects shall receive an additional allowance of 550% of their current salary;

b) For those with doctoral degrees, second-level specialist doctors, second-level specialist pharmacists, experts, managers, business administrators who lead and propose policies, solutions, or have breakthrough scientific research works in strategic and key national or international fields applied in practice with high effectiveness shall receive an additional allowance of 500% of their current salary;

c) For those with master’s degrees, first-level specialist doctors, first-level specialist pharmacists who lead and propose policies, solutions, or have breakthrough scientific research works in strategic and key national or international fields applied in practice with high effectiveness shall receive an additional allowance of 450% of their current salary;

d) In special cases working in key areas of the Military that are not covered under points a, b, and c of this clause, an additional allowance of 450% of the current salary shall be granted.

4. In addition to the additional allowances stipulated in Clauses 1, 2, and 3 of this Article, the Minister of National Defense shall base decisions to increase additional allowances by 50% to 100% of the current salary for individuals with outstanding achievements, based on annual performance evaluations through the quantity, quality, and progress of products/work.

Article 12. Salary policy for experts, chief engineers, leading scientists working at core national defense industrial facilities

1. Implement according to the provisions of Government Decree No. 103/2025/NĐ-CP dated May 15, 2025, stipulating certain policies for core national defense industrial facilities and the treatment and policies for workers in core national defense industrial facilities.

2. In cases where the monthly salary is lower than the current salary and support allowance compared to the corresponding object specified in Articles 10 and 11 of this Decree, implement according to the provisions of Articles 10 and 11 of this Decree.

Article 13. Other policies

1. Enjoy policies on training and development; grading, promotion, and salary increase; planning, transfer, appointment, and rotation; work environment, equipment, means, and workforce; military rear services; health care and medical treatment; and honor and awards as prescribed by the Ministry of National Defense.

2. Annually, the individual and their father, mother, or legal guardian; the father, mother, or legal guardian of their spouse; spouse, biological children, or legally adopted children under 18 years old shall be supported with vacation expenses for a period of seven days at the Military Health Resort; the Minister of National Defense shall determine the level of support for each individual based on rank, position, title, and salary coefficient, with each person receiving a maximum amount equal to one month's food and allowance as prescribed by the Ministry of National Defense.

3. For recruited individuals

a) The individual and family (spouse or partner, biological children, or legally adopted children) returning from abroad to reside in Vietnam shall be supported with airfare costs from their home country to Vietnam; and introduced and provided opportunities for education and employment suitable for their spouse or partner and children.

b) Recruitment through examination or acceptance.

Section 2

POLICIES FOR RECRUITED INDIVIDUALS

TO ENTER INTO LABOR CONTRACTS TO PERFORM CERTAIN IMPORTANT AND STRATEGIC TASKS OF THE ARMED FORCES

Article 14. Salary and bonus policies

1. Salary policy

Monthly salary shall be received according to the labor contract based on the nature, requirements, field, effectiveness of work, and market wage levels to agree on specific salary levels in the contract.

2. Bonus policy

a) Annually, based on the assessment of the assigned tasks' results, the Minister of National Defense shall decide the maximum bonus amount equivalent to five months' salary recorded in the labor contract;

b) The Minister of National Defense shall decide specific bonuses for each individual ensuring parity with the nature, complexity, and effectiveness of the assigned tasks from the benefits of scientific projects, inventions, and special solutions in important and strategic fields.

Article 15. Housing support, personal income tax, and other policies

1. During the contract period for performing tasks, housing shall be arranged according to the regulations of the Ministry of National Defense; if housing cannot be arranged, rental support shall be provided. Based on the nature of each important and strategic task and the effectiveness of work, the Minister of National Defense shall decide the level of support for each individual appropriately.

3. Medical care and rest

2. Shall enjoy preferential policies on personal income tax as prescribed by the law on personal income tax.

a) Provided with a voluntary health care package not exceeding 1% of the total annual salary according to the labor contract;

b) Annually, the individual and their father, mother, or legal guardian; the father, mother, or legal guardian of their spouse; spouse, biological children, or legally adopted children under 18 years old shall be supported with vacation expenses for a period of seven days at the Military Health Resort. The Minister of National Defense shall determine the level of support for each individual based on the nature of the task, requirements, and work effectiveness, with a maximum amount equivalent to one month's salary recorded in the labor contract;

c) If the spouse, biological children, or legally adopted children under 18 years old live in Vietnam with the individual performing the task and do not have health insurance, they shall be provided with a voluntary health care package for the family annually not exceeding 1% of the total annual salary recorded in the labor contract;

d) Entitled to leave according to the law; if the family resides in Vietnam, transportation costs for round-trip travel once a year for themselves and family members (spouse or partner, biological children, or legally adopted children under 18 years old) from the workplace (new residence) to the previous residence shall be reimbursed; foreigners shall be reimbursed for round-trip airfare once a year for themselves and family members (spouse or partner, biological children, or legally adopted children under 18 years old) back to their home country.

4. Individuals who are Vietnamese citizens residing within or outside the country and wish to be considered for recruitment into the Armed Forces for work, if they meet the legal and Ministry of National Defense regulations' standards and conditions, may be considered for appropriate management and command positions without needing to meet previous position requirements, planning, and other conditions as prescribed if the agency or unit has such needs.

5. Initial support of one month's salary according to the labor contract to stabilize accommodation, relocation, and essential purchases.

6. Individuals who are Vietnamese citizens residing abroad and foreign nationals when entering into contracts to perform tasks shall be exempted or granted multiple-entry visas and temporary residence cards according to the law.

7. Family members (spouse or partner, biological children, or legally adopted children) who are Vietnamese citizens residing abroad and foreign nationals living in Vietnam with the individual performing the task:

a) Supported in finding schools for children and paying school fees for children under 18 years old in public educational and training institutions;

b) Introduced and provided opportunities for suitable employment according to the Labor Code and other relevant laws;

c) Exempted or granted multiple-entry visas and temporary residence cards according to the law, corresponding to the duration of the task performance contract (if applicable).

8. Individuals performing tasks may also be considered for policies on work equipment, materials, and workforce; honor and awards as prescribed by the Ministry of National Defense.

Chapter IV

IMPLEMENTATION

Article 16. Implementation Funding

1. The funding for implementing the policy to attract and utilize talent for the Vietnam People's Army shall be allocated from the State budget for regular defense spending annually; other lawful sources as prescribed by law.

2. The Ministry of National Defense may mobilize resources in accordance with the provisions of law to implement the policy to attract and utilize talent.

Article 17. Responsibilities for Implementation

1. The Ministry of National Defense

a) Organizes the implementation of the policy to attract and utilize talent as prescribed in this Decree;

b) Determines the sectors and fields that need priority recruitment into the military establishment or signing contracts to perform important and strategic tasks of the military;

c) Specifies other criteria, standards, and conditions as stipulated in Articles 4 and 5; provides detailed criteria, standards, and conditions as stipulated in Article 6 of this Decree to apply the policy to attract and utilize talent appropriately for each target group according to different fields;

d) Specifies the content, form, procedures, formalities, and files for applying the policy to attract and utilize talent and the cases where the policy will no longer be applied;

e) Annually compiles proposals for the budget to implement the policy to attract and utilize talent for the Vietnam People's Army, and submits them to the Ministry of Finance for consolidation and reporting as prescribed;

f) Inspects and supervises the implementation of the policy to attract and utilize talent as prescribed in this Decree.

2. The Ministry of Public Security, in collaboration with the Ministry of Foreign Affairs and relevant agencies, implements procedures for entry and exit visas, temporary residence, and permanent residence for overseas Vietnamese and foreigners and their families returning to work and reside in Vietnam as prescribed.

3. The Ministry of Home Affairs implements the issuance of work permits for overseas Vietnamese and foreigners returning to work in Vietnam as prescribed.

4. The Ministry of Finance collaborates with the Ministry of National Defense to propose and submit to the competent authority for decision-making on ensuring annual budgets for activities to attract and utilize talent for the Vietnam People's Army as prescribed.

5. Based on the proposal of the Ministry of National Defense, the Ministry of Foreign Affairs provides information to the Ministry of National Defense regarding the search and introduction of individuals specified in point b, Clause 1, Article 2 of this Decree for attracting them to sign contracts to perform certain important and strategic tasks.

Article 18. Effective Date

1. This Decree takes effect from December 31, 2025.

2. In case the referenced documents in this Decree are amended, supplemented, or replaced, they shall be implemented in accordance with the new documents.

Article 19. Responsibility for Enforcement

The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, and related agencies, organizations, and individuals are responsible for enforcing this Decree.
