RESOLUTION OF THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
On the establishment of the Delegation Work Board

NATIONAL ASSEMBLY STANDING COMMITTEE OF THE SOCIALIST REPUBLIC OF VIET NAM YEAR
To serve the National Assembly Standing Committee in performing tasks and exercising powers related to delegation work and supervision, guiding the activities of the People's Council in accordance with the law;
Based on the Law on the Organization of the National Assembly;
Considering the proposal of the Chairman of the National Assembly Office at Document No. 1453/VPQH dated October 1, 2002 on the establishment of the Delegation Work Board;
RESOLUTION:
Article 1.
Establish the Delegation Work Board.
The Delegation Work Board is a specialized agency under the National Assembly Standing Committee, responsible for assisting the National Assembly Standing Committee in delegation work.
Article 2.
The Delegation Work Board shall have the following tasks and powers:
1. Serving the National Assembly Standing Committee in organizing elections for National Assembly deputies, examining the qualifications of National Assembly deputies, electing and approving high-level state leadership positions, submitting to the National Assembly for consideration the qualifications of National Assembly deputies, dismissing, relieving from duty, and considering and deciding issues related to the arrest, search, prosecution, removal from office, and forced resignation of National Assembly deputies, and handling complaints and reports related to National Assembly deputies; studying and advising on procedures for the National Assembly to vote on confidence, dismissal, and removal of individuals elected or approved by the National Assembly;
2. Serving the National Assembly Standing Committee in guiding the activities of National Assembly deputies; coordinating with the National Assembly Office in guiding the organization and operation of the National Assembly Delegation Office; assisting the National Assembly Chairperson in maintaining contact with National Assembly deputies;
3. Serving the National Assembly Standing Committee in proposing systems and policies and implementing such systems and policies for National Assembly deputies; managing files and documents related to National Assembly deputies according to personnel management levels;
4. Serving the National Assembly Standing Committee in supervising and guiding the activities of the People's Councils, coordinating with relevant agencies in organizing elections for People's Council deputies at all levels;
5. Performing other tasks assigned by the National Assembly Standing Committee.
Article 3.
The Delegation Work Board has a Director, Deputy Directors, and a Supporting Department which is the Delegation Work Department.
The organization and tasks of the Delegation Work Department shall be jointly defined by the Director of the Delegation Work Board and the Chairman of the National Assembly Office.
Article 4.
The Director and Deputy Directors of the Delegation Work Board are appointed, relieved, or dismissed by the National Assembly Standing Committee. The Director is responsible to the National Assembly Standing Committee for the work of the Board.
The Director of the Delegation Work Board shall have the following tasks and powers:
1. Organizing and directing the activities of the Board in accordance with its functions and tasks;
2. Being subject to the direction of the National Assembly Standing Committee and the National Assembly Chairperson; maintaining contact with the Standing Committee of the Ethnic Minority Council, the Standing Committees of the National Assembly, the National Assembly Office, the National Assembly Delegation, and other agencies in delegation work and supervision, guiding the activities of the People's Council;
3. Representing the Board in relations with relevant agencies and organizations;
4. Performing other tasks assigned by the National Assembly Standing Committee.
Deputy Directors assist the Director in performing tasks as assigned by the Director. When the Director is absent, a Deputy Director authorized by the Director shall perform the Director's duties and powers.
Article 5.
The Delegation Work Board shall have a seal as prescribed by the State.
The budget of the Board is part of the operational budget of the National Assembly; the material basis and operating conditions of the Board shall be guaranteed by the National Assembly Office.
Article 6.
The Director of the Delegation Work Board and the Chairman of the National Assembly Office are responsible for implementing this Resolution.
