THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No. 328/VPCP-VX dated January 25, 1999 of the Government Office on the reorganization of sectoral hospitals;
BASED ON THE OFFICE OF THE GOVERNMENT'S LETTER 972 Pursuant to Decision No. 13/1999/QD-BYT dated February 13, 1999 of the Ministry of Health on the management of health services for the Ministry of Agriculture and Rural Development;
Upon consideration of the proposal by the General Director of the Vietnam Livestock Corporation, the Director of the Health Center, and the Head of the Personnel Department,
DECISION:
Article 1. The management of Moc Chau Agricultural Hospital shall be transferred from being directly under the Vietnam Livestock Corporation to being directly under the Labor Health Center of the Ministry of Agriculture and Rural Development.
Moc Chau Agricultural Hospital is a public health service unit with the mission of providing medical examination and treatment services for staff and employees in the agricultural sector and rural development, and the people in the area. The hospital shall use its own seal and open an account at the State Treasury in accordance with current regulations of the State.
The headquarters of the Hospital is located in Moc Chau, Son La Province (as it currently stands).
Article 2. The General Director of the Vietnam Livestock Corporation and the Director of the Labor Health Center of the Ministry of Agriculture and Rural Development are hereby instructed to proceed with the handover and acceptance of the management of Moc Chau Agricultural Hospital in its current state, including: tasks, physical assets, labor force, files and documents, other related assets, and land (based on the final accounts up to December 31, 1998, 1999 plan indicators, and any changes until the handover - acceptance of the Hospital).
The Departments under the Ministry are hereby instructed to guide the two units to carry out the handover and acceptance according to their respective functions, and must coordinate with the Director of the Health Center to manage the Hospital in accordance with current State regulations.
The Director of the Health Center is hereby instructed, after receiving comments from relevant agencies of the Ministry, to establish the tasks, scope of operations, organizational structure, work procedures, appointment of leadership positions, plan indicators, and specific budget of Moc Chau Agricultural Hospital in accordance with current regulations and the delegation of the Ministry.
The transfer and receipt must be completed before March 31, 1999.
Article 3. This Decision shall take effect fifteen days from the date of signature.
Article 4. The Chief of the Office, the Head of the Personnel Department, the Heads of relevant units under the Ministry, the General Director of the Vietnam Livestock Corporation, and the Director of the Health Center are responsible for implementing this Decision.
