THE MINISTER OF CULTURE AND INFORMATION
- Pursuant to the Law on Publishing dated July 7, 1993;
- Pursuant to Decree 81/CP dated November 8, 1993 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information;
- On the proposal of the Director of the Publishing Department.

Article 1. These Regulations on the Distribution of Publishing Products are hereby promulgated together with this Decision.
Article 2. These Regulations shall take effect fifteen days from the date of signature and replace the "Regulations on the Organization and Operation of Publishing Product Distribution" issued pursuant to Decision 2501/QĐ-CXB dated August 15, 1997. All previous regulations of the Ministry of Culture and Information that conflict with these Regulations are hereby abolished.
Article 3. The Heads of the Ministry's Office, the Inspectorate General of the Ministry, the Director of the Publishing Department, the Directors of the Departments of Culture and Information of the provinces and centrally-administered cities, and relevant organizations and individuals are responsible for implementing this Decision.
