CIRCULAR
Amending and supplementing Circular No. 10/2002/TT-BTC dated January 30, 2002 of the Ministry of Finance guiding the allocation, use, and settlement of election expenses for the eleventh session of the National Assembly representatives
Based on feedback from localities, to align with current realities, the Ministry of Finance amends and supplements the provisions regarding the settlement of election expenses at Point 4, Section II of Circular No. 10/2002/TT-BTC dated January 30, 2002 of the Ministry of Finance guiding the allocation, use, and settlement of election expenses for the eleventh session of the National Assembly representatives as follows:
Settlement of expenses:
After the completion of the election, the Election Teams, Election Boards, Election Committees, and other relevant agencies allocated election expenses shall carry out the settlement of the election expenses they have used according to the prescribed forms under Decision No. 999/TC/QĐ/CĐKT dated November 2, 1996 of the Minister of Finance on the issuance of the accounting system for administrative and public service units; specifically as follows:
a/ The Election Teams are responsible for settling the allocated expenses and the expenses actually used with the District or County financial authorities.
In cases where the Election Team's mission ends after the Election Council announces the election results but the expense settlement process has not been completed, the head of the Election Team shall delegate responsibility and authorize a member representing the People's Committee to be responsible for settling the expenses with the financial authority.
b/ The Election Boards are responsible for settling the allocated expenses actually used with the financial authorities.
In cases where the Election Board's mission ends after the Election Council announces the election results but the expense settlement process has not been completed, the head of the Election Board shall delegate responsibility and authorize a member representing the People's Committee to be responsible for settling the expenses with the financial authority.
c/ Other agencies and units allocated election expenses shall carry out the settlement of the expenses they have used with the financial authority according to current regulations.
Local financial authorities are responsible for reviewing and approving the expense settlements of the units, compiling and reporting the expense settlement to the Ministry of Finance, and simultaneously sending it to the Central Election Council.
This Circular replaces Point 4, Section II of Circular No. 10/2002/TT-BTC dated January 30, 2002 of the Ministry of Finance; other provisions of Circular No. 10/2002/TT-BTC that are not amended or supplemented remain in effect.
