On Education
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;
Pursuant to the Education Law;
Pursuant to the Law on the Supervision Activities of the National Assembly;
Based on the Report No. 1534/CP-KG dated October 14, 2004 of the Government on the situation of education; the Report No. 662BC/VH-GD-TTN dated October 20, 2004 of the Committee for Culture, Education, Youth, Adolescents, and Children of the National Assembly on the report of the Government and the opinions of the National Assembly deputies,
RESOLVES
The National Assembly basically agrees with the Government's Report and the Committee for Culture, Education, Youth, Adolescents, and Children of the National Assembly's Audit Report on education.
In recent years, the education sector has continued to develop in scale, meeting the increasingly high demand for learning of the people; the whole country completed primary education universalization in 2000, and by the 2004-2005 academic year, 20 provinces and centrally-administered cities had been recognized as having completed lower secondary education universalization; the quality of education has shown positive changes, the trained workforce has and continues to contribute effectively to the development of the national economy and society. However, the education system has not developed proportionally between vocational education and general secondary education and higher education. The scale of vocational education remains small, failing to meet the vocational training needs of society. The quality of education still has many weaknesses and inadequacies, the effectiveness of education remains low, failing to meet the requirements for human resource training to serve the development of the country, educational management work still has limitations. Negative phenomena in education such as lack of honesty in studying, excessive supplementary teaching and learning imposed on students, heavy and costly examinations causing public discontent.
The National Assembly acknowledges the achievements in education that have been attained and instructs the Government to continue directing educational reform, standardizing and modernizing education, expanding international cooperation, improving the quality of human resource training to meet the requirements of industrialization and modernization of the country and to approach advanced education levels in the region and the world. Study and adjust the education strategy until 2010 and build a long-term education strategy for subsequent years.
The National Assembly emphasizes the following issues:
1. Prepare all necessary conditions to implement the reform of content, programs, and methods of higher education, vocational education, and preschool education. Improve the implementation of Resolution No. 40/2000/QH10 and Resolution No. 41/2000/QH10 of the National Assembly. Study and adjust the secondary school track system to positively guide students' career orientation and be suitable to Vietnam's practical conditions.
2. Expand the scale of higher education reasonably and achieve fundamental changes in the quality of higher education. Vigorously develop vocational education, implement分流后的第一部分,请继续处理剩余的部分并将其合并为完整翻译。
3. Allocate state budget for education and training to ensure that it reaches 20% of total state budget expenditure before 2010 over 2 to 3 years. Ensure a reasonable ratio between salary expenses and expenses for educational activities of educational institutions to effectively improve the quality of education. At the same time, continue to issue comprehensive policies to promote socialization in education, mobilize social resources for the development of education. The State protects the rights and legitimate interests of organizations and individuals who invest in establishing private schools and create favorable conditions for the development of private schools.
4. Focus on building a teaching staff and educational management cadre sufficient in number, structurally coordinated, and qualified according to training standards; particularly emphasizing the enhancement of political resolve, moral character, conscience, and professional responsibility. Perfect mechanisms and policies on training, upgrading, utilization, and creating conditions for teachers and educational managers to continuously self-study to update knowledge, improve qualifications, and skills in their specialties and professions, meeting the requirements of educational reform.
5. Reform comprehensively the state management of education towards clear division of responsibilities and authorities among the Ministry of Education and Training, relevant ministries and sectors, provincial People's Committees, and educational institutions, prioritizing quality management; consolidate inspection organizations and intensify educational inspections, implementing annual quality assessments. Reform competitions in education, overcoming the tendency towards achievement at all costs.
Abolish the final examination for elementary school in the 2004-2005 academic year, continue to improve examination procedures towards simplicity, effectiveness, and practicality.
6. Vigorously establish discipline and order in teaching and learning. Implement comprehensive measures to eliminate and stop dishonesty in examinations, thesis writing, issuance of diplomas and certificates, excessive supplementary teaching and learning imposed on students, causing stress and fatigue, especially for elementary and junior high school students.
7. Better implement social equity in education, prioritizing the development of education in ethnic minority areas, economically disadvantaged regions, extremely disadvantaged regions, and education for children with disabilities.
The Government shall organize the implementation of this Resolution.
The Standing Committee of the National Assembly, the Committee for Culture, Education, Youth, Adolescents, and Children, the Ethnic Council, other Committees of the National Assembly, Delegations of the National Assembly, National Assembly deputies, and People's Councils at all levels shall supervise the implementation of this Resolution within their respective functions, tasks, and powers.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the eleventh session, sixth meeting, on December 3, 2004./.
