Issuing the Price List for Services of Processing Paper-Based Vietnamese Archive Materials
THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/NĐ-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance.
Pursuant to Decree No. 111/2004/NĐ-CP dated April 8, 2004 of the Government detailing the implementation of certain provisions of the National Archives Law.
Pursuant to Decree No. 170/2003/NĐ-CP dated December 25, 2003 of the Government detailing the implementation of certain provisions of the Pricing Ordinance.
Pursuant to the proposal of the Ministry of Home Affairs at Circular No. 957/BNV - VP dated April 11, 2006 regarding the issuance of the cost levels for processing paper-based archive materials.

Article 1: Attached hereto is the Price List for Services of Processing Paper-Based Vietnamese Archive Materials.
The Price List for Services of Processing Paper-Based Vietnamese Archive Materials shall be applied to state archival agencies when outsourcing the processing of paper-based archive materials from the central budget without tendering or auctioning.
Other agencies and organizations may refer to this Price List when outsourcing the processing of archive materials from other sources of funds.
Article 2: The price level specified in Article 1 includes labor costs; material and office supply costs (including VAT on materials and office supplies) serving the processing of paper-based Vietnamese archive materials.
Based on workload, work norms, and actual conditions, agencies and organizations shall specify specific price levels consistent with general standards but not exceeding the maximum price level specified in Article 1. Any price level higher than that specified in Article 1 must be approved in writing by the Ministry of Finance.
Article 3: The economic-technical norms for processing paper-based materials shall be implemented according to Decision No. 630/QĐ-BNV dated April 5, 2006 of the Minister of Home Affairs on issuing economic-technical norms for processing paper-based materials; the procedures, contents of processing materials, and requirements for processed materials shall be carried out according to Decision No. 321/QĐ-VTLTNN dated August 22, 2005, Circular No. 283/VTLTNN-NVTW dated May 19, 2004 of the State Archives and Records Administration, and related legal documents.
During the implementation process, the State Archives and Records Administration needs to review economic-technical norms and factors related to the processing cost of paper-based Vietnamese archive materials, and report to the Ministry of Home Affairs for timely adjustment of economic-technical norms and propose to the Ministry of Finance for appropriate adjustment of prices based on actual circumstances.
Article 4This Decision shall take effect fifteen days after its publication in the Official Gazette.
The Director of the Price Management Department, the Head of the Financial Planning Department (Ministry of Home Affairs), the Director of the State Archives and Records Administration, and the Heads of relevant agencies and organizations are responsible for implementing this Decision./.
