Pursuant to the proposal of the Director General of the Vietnam National Mapping Center, the Director of the National Remote Sensing Center, the Heads of the Planning Department and the Legal Affairs Department,
REGULATIONS
Article 1. These Economic and Technical Standards for Establishing Thematic Maps at Scales of 1:25,000, 1:50,000, 1:100,000, and 1:250,000 Using Satellite Image Data are hereby promulgated along with this Circular.
Article 2. This Circular shall take effect from November 30, 2011.
Article 3. The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of Provincial People's Committees under the Central Government, Director General of the Vietnam National Mapping Center, Director of the National Remote Sensing Center, Heads of Units under the Ministry, and relevant organizations and individuals are responsible for implementing this Circular.
Article 4. When applying these Economic and Technical Standards, if there are any difficulties or unreasonable aspects discovered, please report to the Ministry of Natural Resources and Environment for study and appropriate amendments and supplements.

GENERAL PROVISIONS
Article 1. Economic and technical standards for establishing thematic maps at scales of 1:25,000, 1:50,000, 1:100,000, and 1:250,000 using satellite image data are established to serve the method of creating various types of thematic maps using satellite images according to the basic technological process that has been applied by production units in recent years.

5.2. Standard quantities of materials and equipment
5.2.1. Standard quantities of materials and equipment include material usage standards and tool (equipment) usage standards. Material usage standard: Is the quantity of materials required to produce a product (carry out a task). The same material level applies to all difficulties. Tool and equipment usage standard: Is the time (in hours) that workers directly use tools and equipment necessary to produce a unit of product (carry out a task). 5.2.2. Usage period of tools (depreciation period), equipment (amortization period) is the expected time of using tools and equipment in normal production activities, consistent with the economic and technical parameters of the tools and equipment. a) Usage period of tools: Unit of measurement is months; b) Amortization period of equipment: As stipulated in joint Circulars guiding budget preparation between the Ministry of Finance and the Ministry of Natural Resources and Environment. 5.2.3. Electricity consumption of electrical tools and equipment is calculated based on the power of the tools and equipment and their usage standards.
The electricity level in the standard tables is calculated using the following formula: Electricity level = (Equipment power/hour x 8 hours x number of usage periods) + 5% loss. 5.2.4. Standards for small tools and accessories are calculated at 5% of the tool level in the tool standard table. 5.2.5. content, layout of content, format of the product map.
- Determine the sources of materials used to establish the map.
- Develop a detailed outline for establishing the map.
b) Classification of difficulties
Type 1: These are maps with simple content, few specialized indicators (less than
10 indicators) displayed on the map, the area representing specialized objects
occupies less than 20% of the map sheet area, low density of lines and annotations,
easy handling of relationships between line elements and text. The process of
editing map content rarely requires the use of specialized literature.
Type 2: These are maps with relatively complex content, moderate specialized
indicators (from 10 to 20 indicators) displayed on the map, the area representing
specialized objects occupies from 20% to 50% of the map sheet area, moderate
density of lines and annotations, sometimes difficult handling of relationships
between line elements and text. The process of editing map content requires the
use of specialized literature, needs to synthesize various factors, and some
supplementary tables.
Type 3: These are maps with complex content, complex specialized indicators
(from 20 to 30 indicators) displayed on the map, the area representing specialized
objects occupies from 50% to 70% of the map sheet area, high density of lines and
annotations, difficult handling of relationships between line elements. The process
of editing map content requires the use of specialized literature, needs to synthesize
various factors, and build supplementary tables.
Type 4: These are maps with very complex content, many complex specialized
indicators (more than 30 indicators) displayed on the map, the area representing
specialized objects occupies more than 70% of the map sheet area, very high
annotations, difficult handling of relationships between line elements. The process
