method of establishing thematic maps using satellite images according to
basic technological processes that have been applied by production facilities over the years.
Types of thematic maps created using satellite images are typically divided into two main groups as follows:
are divided into two main groups as follows:

Group of current status thematic maps: Current land use status, current forestry land status, current forest status, current vegetation cover status, current hydrographic system and coastline status, current wetland status, current mangrove forest status, current aquaculture land status, current industrial zones, urban areas...
The group of current status thematic maps uses satellite image data from a specific point in time or a certain period to extract information for establishing current status maps of that time. Current status maps at present in the establishment process include supplementary field investigation work. Current status maps from the past in the establishment process do not include supplementary field investigation work but only collect and refer to materials from that past time.

The level of work is determined through the level of labor based on Decision No. 07/2008/QĐ-BTNMT dated October 6, 2008, issued by the Minister of Natural Resources and Environment to establish technical standards for civil servants in the natural resources and environment sector to determine the technical level of work.
a) Working day (shift) calculated as 8 hours of work;
5.1.3. Staffing: Determines the quantity of labor and technical level of the work. The technical level of the work is determined based on the labor level according to Decision No. 07/2008/QĐ-BTNMT dated October 6, 2008, issued by the Minister of Natural Resources and Environment on the standards of professional qualifications for cadres in the natural resources and environment sector to determine the technical level of the work.
Fieldwork is calculated according to the coefficient in Table A.
5.1.4. Norms: Specify the direct working time to produce a product (to perform a work step); units of measurement are individual hours or group/unit product hours. Product units are measured in the size of topographic map sheets in the VN 2000 reference system.
a) Working day (shift) is calculated as 8 hours of work; b) Field work levels are expressed as fractions, where: Numerator is the technical labor level (calculated in group hours, individual hours). Denominator is the general labor level, calculated in individual hours. General labor is hired workers performing simple tasks such as transporting accompanying equipment, materials, aligning targets, communicating, guiding, and guarding.

5.2. Standard quantities of materials and equipment

5.2.1. Standard quantities of materials and equipment include material usage standards and tool (equipment) usage standards. Material usage standard: Is the quantity of materials required to produce a product (carry out a task). The same material level applies to all difficulties. Tool and equipment usage standard: Is the time (in hours) that workers directly use tools and equipment necessary to produce a unit of product (carry out a task). 5.2.2. Usage period of tools (depreciation period), equipment (amortization period) is the expected time of using tools and equipment in normal production activities, consistent with the economic and technical parameters of the tools and equipment. a) Usage period of tools: Unit of measurement is months; b) Amortization period of equipment: As stipulated in joint Circulars guiding budget preparation between the Ministry of Finance and the Ministry of Natural Resources and Environment. 5.2.3. Electricity consumption of electrical tools and equipment is calculated based on the power of the tools and equipment and their usage standards.

The electricity level in the standard tables is calculated using the following formula: Electricity level = (Equipment power/hour x 8 hours x number of usage periods) + 5% loss. 5.2.4. Standards for small tools and accessories are calculated at 5% of the tool level in the tool standard table. 5.2.5. Small material and loss levels are calculated at 8% of the material level in the material standard table. 6. Abbreviations

of construction areas, schematic tables...).
- Determine the theme of the map, scale, name the map, indicators to express
content, layout of content, format of the product map.
- Determine the sources of materials used to establish the map.

10 indicators) displayed on the map, the area representing specialized objects
occupies less than 20% of the map sheet area, low density of lines and annotations,
easy handling of relationships between line elements and text. The process of
editing map content rarely requires the use of specialized literature.

Type 2: These are maps with relatively complex content, moderate specialized
indicators (from 10 to 20 indicators) displayed on the map, the area representing
specialized objects occupies from 20% to 50% of the map sheet area, moderate
density of lines and annotations, sometimes difficult handling of relationships
between line elements and text. The process of editing map content requires the
use of specialized literature, needs to synthesize various factors, and some
supplementary tables.
Type 3: These are maps with complex content, complex specialized indicators
(from 20 to 30 indicators) displayed on the map, the area representing specialized
objects occupies from 50% to 70% of the map sheet area, high density of lines and
annotations, difficult handling of relationships between line elements. The process
of editing map content requires the use of specialized literature, needs to synthesize
various factors, and build supplementary tables.
Type 4: These are maps with very complex content, many complex specialized
indicators (more than 30 indicators) displayed on the map, the area representing
specialized objects occupies more than 70% of the map sheet area, very high
annotations, difficult handling of relationships between line elements. The process

a) Content of work
Type 1: These are simple content maps with basic specialized data, low density, easy to represent. Comprehensive processing is straightforward.
Type 2: These are relatively complex content maps with numerous specialized data, average representation density of thematic objects. Comprehensive processing encounters some difficulties.
b) Classification of difficulties
Type 3: These are complex content maps with numerous specialized data, high representation density of thematic objects, difficult to represent. Comprehensive data processing is complex and challenging.
Type 4: These are very complex content maps with numerous and diverse specialized data, dense representation density of thematic objects, difficult to represent. Comprehensive data processing is complex and challenging and must be addressed.
Type 2: These are maps with relatively complex content, specialized data.

2.7. Establishing original author's combined map
2.7.1. Labor standards
- Summarizing and digitizing specialized content elements.

- Aligning specialized elements to ensure geographic correlation with the base elements; representing specialized elements according to the author's concept using a system of symbols designed in the editing plan (shape, color, size of symbols...), establishing the original combined map.

- Checking, correcting, and perfecting the original combined map.
a) Tools: hour/section

b) Difficulty classification:

+ Input digital images: Input images; convert formats, log image information.

Type 1: These are simple content maps with few specialized indicators displayed on the map, sparse line density and annotations, easy to handle relationships between line elements and characters. The process of editing map content rarely requires specialized literature.

Materials

Type 2: These are maps with moderate content, average line density and annotations, sometimes difficult to handle relationships between line elements and characters. The process of editing map content requires specialized literature, needs to synthesize elements, and has some auxiliary tables.

Type 3: These are complex content maps with dense line density and annotations, difficult to handle relationships between line elements. The process of editing map content requires specialized literature, needs to synthesize elements, and construct auxiliary tables.
Type 4: These are highly complex content maps with very dense line density and annotations, many difficulties in handling relationships between line elements. The process of editing map content requires specialized literature, needs to synthesize elements, and construct multiple auxiliary tables.
a) Content of work
- Compilation, digitization of specialized content elements.
