Article 2. Amending and supplementing certain provisions of the Regulations on standards for evaluating the quality of higher education institutions issued together with Decision No. 65/2007/QĐ-BGDĐT dated November 1, 2007 of the Minister of Education and Training:
1. Replacing the phrase "educational program" with the phrase "training program" throughout the text.
“1. The organizational structure of the university shall be implemented in accordance with the Charter of the University and other relevant laws, and concretized in the regulations on the organization and operation of the institution.”
“1. The training program of the university shall be developed in accordance with current regulations issued by the Ministry of Education and Training; it shall take into account the training programs of reputable universities in Vietnam or around the world; it shall involve subject experts, lecturers, managers, representatives of social-professional organizations, employers, and graduates.”
2. Clause 1 of Article 5 shall be amended and supplemented as follows:
“Article 15a. Responsibilities of quality assurance organizations Quality assurance organizations shall base their evaluations, reviews, and recognitions of universities meeting quality education standards for each period on these criteria./.”
3. Clause 1 of Article 6 is amended and supplemented as follows:
Article 3. Amending and supplementing Article 3 of Decision No. 66/2007/QĐ-BGDĐT dated November 1, 2007 of the Minister of Education and Training promulgating the Regulations on standards for evaluating the quality of college education as follows:
“Article 15a. Violations of regulations in the implementation of reservoir operation procedures
“Article 3. The Director of the Office, the Director of the Department of Testing and Quality Assurance, the Director of the Department of Higher Education, the Heads of relevant units under the Ministry of Education and Training; the Heads of management agencies of colleges; the Principals of colleges; the Directors of quality assurance organizations shall be responsible for implementing this Decision./.”
Article 3. Amend and supplement Article 3 of Decision No. 66/2007/QD-BGDĐT dated November 1, 2007 of the Minister of Education and Training on the standards for evaluating the quality of education in colleges as follows:
"Article 3. The Director of the Office, the Director of the Department of Examinations and Quality Assurance in Education, the Director of the Department of Higher Education under the Ministry of Education and Training; the Heads of management agencies of colleges; the Presidents of colleges; the Directors of quality assurance organizations shall be responsible for implementing this Decision./."
Article 4. Amend and supplement some articles of the Regulations on Quality Education Standards for Colleges issued together with Decision No. 66/2007/QD-BGDĐT dated November 1, 2007 of the Minister of Education and Training:
“1. The training program of the university shall be developed in accordance with current regulations issued by the Ministry of Education and Training; it shall take into account the training programs of reputable universities in Vietnam or around the world; it shall involve subject experts, lecturers, managers, representatives of social-professional organizations, employers, and graduates.”

"Article 3. The Director of the Office, the Director of the Department of Examinations and Quality Assurance, the Director of the Department of Vocational Education, the Heads of units related to the Ministry of Education and Training; the Heads of management agencies of vocational secondary schools, the Chairmen of People's Committees of provinces and centrally-run cities, the Principals of vocational secondary schools; the Directors of quality assurance organizations shall be responsible for implementing this Decision./."
Article 6. Amend and supplement some articles of the Regulations on Quality Education Standards for Vocational Secondary Schools issued together with Decision No. 67/2007/QD-BGDĐT dated November 1, 2007 of the Minister of Education and Training:
1. Clause 4 of Article 5 shall be amended and supplemented as follows:
"4. Develop and implement standards for the quality of training for each training field according to the school's plan; periodically review, assess, and adjust towards ensuring and improving quality for each academic year."
2. Clause 2 of Article 8 is amended and supplemented as follows:
"2. Ensure sufficient number of teachers, guaranteeing the industry structure; ensuring professional qualifications; vocational secondary school teachers must have the required professional and pedagogical training qualifications, corresponding foreign language and computer skills as assigned."
3. Clause 5 of Article 8 shall be amended and supplemented as follows:
"5. Annually, the school shall organize a teaching excellence competition at the school level; there shall be teachers participating and winning awards in provincial or sector-level teaching excellence competitions in the last five years."

Article 7. This Circular takes effect from January 1, 2013.
