/2013/QĐ-TTgNo. Approving the adjustment of the network planning for universities and colleges for the period 2006 - 2020 with the following main contents:"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."1. Planning viewpoint:i a) Reasonably expand the scale of higher education training to meet the requirements of industrialization and modernization; be consistent with the country's economic and social conditions; adjust the structure of the human resource training system, improve the quality and effectiveness of training, implement training according to social needs; link training activities with scientific research and practical activities. - 2020;

/2013/QĐ-TTgNo. b) Harmonize the positive aspects of market mechanisms with the enhancement of the effectiveness and efficiency of state management work; increase budget investment, teacher and educational management cadre training; create land funds for school construction; implement social equity; issue support policies for difficult areas, support students from priority groups, encourage learning; promote socialization in education to mobilize all social resources to participate in higher education development;-c) Implement unified state management over policy, planning, training quality, lecturer standards, financial management requirements, and international cooperation for universities and colleges. Strengthen decentralization management, enhance the autonomy and responsibility of universities and colleges; build some strong universities and colleges, form university clusters; overcome the fragmented and scattered status of the network; encourage cooperation between localities in establishing schools;June 2024;d) Develop the network of universities and colleges must be consistent with the strategy for development and economic and social conditions, scientific and technological potential of the country, linked to each region and locality; establish a reasonable structure of majors, levels of training, and layout by region; build some high-level human resource training centers, linked to key economic regions, economic driving regions; form some centralized human resource training centers by region, some university zones, meeting the relocation requirements of schools in the central urban areas of Hanoi and Ho Chi Minh City and new investment needs;1 đ) Ensure the criteria specified for quality and quantity of lecturers, land area scale, infrastructure, technical equipment, which are consistent with the national budget investment capacity and the mobilization of social resources;"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."e) Prioritize the establishment of new institutions with sufficient potential and conditions; limit upgrading existing institutions; encourage training in industries; balance the structure of training at different levels of higher education, college, vocational intermediate level, and vocational training, among different fields, between basic sciences and engineering technology; ensure the connectivity between different types and levels of training;âg) Focus on building international-class universities, key universities, universities in remote, difficult, and disadvantaged areas, and critical sectors; encourage the development of private universities to mobilize more social resources for higher education investment based on ensuring quality, social equity, and talent development;

Considering the proposal of the Minister of Education and Training;

The Prime Minister"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."h) Fully implement the spirit of the Resolution of the 11th National Party Congress on fundamental and comprehensive reform of education and training; the Conclusions of the 3rd and 6th Plenary Sessions of the Central Committee of the Communist Party of Vietnam, 11th term, on reforming the growth model, improving quality, efficiency, and competitiveness; deeply and strongly renew understanding and thinking about education and training; educational management work; financial investment mechanisms and policies for higher education; lưới i) Closely integrate education and training with the socio-economic development strategy, consolidate national defense and security, the demand for high-level human resources of the country, the trend of science and technology development, and the requirement for fundamental and comprehensive reform of higher education in Vietnam by 2020.,

Article 1. 2. Planning objectives

a) By 2020, achieve approximately 256 students per 10,000 people; about 70% - 80% of university students are trained under vocational and applied programs and about 30% - 20% of students are trained under research programs;

b) By 2020, achieve an average of 17 to 26 students per university and college lecturer; the number of lecturers with doctoral degrees in the total number of university lecturers is about 21%, and the number of lecturers with doctoral degrees in the total number of college lecturers is expected to reach about 4%;

c) After 2020, the land area and construction area of schools will meet the standard norms regarding the average area per student; form university zones for foreign universities investing in Vietnam;

d) In 2020, ensure sufficient textbooks for students according to regulations for subjects and majors;

đ) By 2015, have 10 universities where each has at least one department (major) or field of training that meets the quality criteria equivalent to reputable universities worldwide; by 2020, have 20 universities meeting the above criteria, and by 2020, have one university ranked among the top 200 universities globally.

d) Ensuring the achievement of quality and quantity criteria for the teaching staff team, land area scale, material and technical facilities, which are appropriate to the state budget investment capacity and the mobilization of social resources;

e) Prioritizing the establishment of new institutions with sufficient potential and conditions; limiting the upgrading of existing institutions; encouraging training in fields related to industry; reasonably balancing the structure of higher education, college, and vocational training between different levels, among various disciplines, and between basic sciences and engineering and technology; ensuring the connectivity between different types and levels of training;

g) Concentrating on building international-class schools, key schools, schools in remote and difficult areas, and critical fields; encouraging the development of private schools to mobilize more social resources for higher education, based on ensuring quality, social equity, and talent development;

h) Implementing the spirit of the Resolution of the 11th National Party Congress on fundamental and comprehensive educational reform; the Conclusions of the 3rd and 6th Plenary Sessions of the 11th Central Committee of the Communist Party of Vietnam on reforming the growth model, improving quality, efficiency, and competitiveness; deeply and thoroughly renewing perceptions and thinking about education and training; educational management work; financial investment mechanisms and policies for higher education;

i) Closely linking education and training with economic and social development strategies, national defense consolidation, security needs, high-level human resource requirements, scientific and technological development trends, and the fundamental and comprehensive reform requirements of Vietnamese higher education until 2020;

2. Planning Objectives

a) By 2020, reaching approximately 256 students per 10,000 people; around 70% to 80% of university students being trained under vocational and applied programs and approximately 30% to 20% of students being trained under research programs;

b) By 2020, achieving an average of 17 to 26 students per university and college faculty member; the proportion of university faculty members with doctoral degrees being approximately 21%, and the expected proportion of college faculty members with doctoral degrees being approximately 4%;

c) After 2020, the land area and construction area of universities meeting the standard norms regarding the average area per student; forming university zones for foreign universities investing in Vietnam;

d) By 2020, ensuring sufficient textbooks and materials for students according to regulations for each subject and field of study;

đ) By 2015, having 10 universities where each has at least one department (field) or area of training meeting quality criteria equivalent to reputable universities worldwide; by 2020, having 20 universities meeting these criteria and one university ranked among the top 200 universities globally by 2020;

e) Attracting at least 1% by 2015 and 3% by 2020 of the total number of students nationwide to study and research in Vietnam from foreign countries.

3. Content of the Master Plan

a) Total scale of university and college education:

- By 2020, the total scale of university and college education will reach approximately 2.2 million students (an increase of about 1.8% compared to the academic year 2010-2011), and the number of newly admitted full-time students will reach approximately 560,000 (an increase of about 8.2% compared to 2010).

- By 2020, there will be 460 universities and colleges nationwide, including 224 universities and 236 colleges.

b) Scale of education of universities

The scale of education of universities and colleges is determined based on ensuring conditions and factors affecting quality such as: the number and quality of lecturers, facilities serving education, classrooms, laboratories, practical training rooms, student dormitories, the ability to apply information technology in teaching and school management, etc., while being balanced with the characteristics of each institution, field of study, level of education, and management capacity to ensure that the quality of education continues to improve. The orientation for the scale of education (the number of students converted according to the form of regular education) of groups of universities and colleges is as follows:

- Hanoi National University and Ho Chi Minh City National University: approximately 42,000 students;

- Other key universities: approximately 35,000 students;

- Universities and academies training technical and technological fields, economics, law, teacher education, and other fields related to economy and technology: approximately 15,000 converted students;

- Universities and academies training medical, cultural and social fields: approximately 8,000 students;

- Universities and academies training artistic and sports fields: approximately 5,000 students;

- Multi-disciplinary and multi-level colleges: approximately 8,000 students;

- Colleges training in technology fields and community colleges: approximately 5,000 students;

- Colleges training artistic fields: approximately 3,000 students.

c) Fields of education:

- Priority fields: Some fields in natural sciences, social sciences and humanities; information technology; mechatronics and automation technology; biotechnology; new materials technology; some engineering and technology fields meeting industrialization and modernization requirements; teacher and high-level specialist training in service fields;

- By 2020, the proportion of students in the industry, transportation, and construction sector will be approximately 31%, the natural sciences, social sciences, and humanities sector approximately 14%, the education and educational administration sector approximately 10%, the economics, business management, accounting, finance, banking, law, and social assistance sector approximately 31%, the agriculture, forestry, and fisheries sector approximately 5%, the health and pharmaceutical sector approximately 6%, and the arts, physical education, and sports sector approximately 4% of the total number of students in training.

d) Educational level structure:

- The proportion of university students out of the total number of university and college students will be approximately 64% in 2015 and approximately 56% in 2020;

- Continue establishing new vocational secondary schools and expanding vocational secondary programs in colleges and community colleges;

- Study and develop a two-year college system.

đ) Types of higher education institutions include:

- Public schools;

- Private schools;

- Schools with foreign investment (100% foreign capital or joint ventures).

e) System of higher education institutions includes:

- National universities;

- Universities;

- Universities, academies, colleges, and community colleges.

g) Network of universities and colleges includes:

- Universities and academies oriented towards research;

- Universities and academies oriented towards application;

- Colleges oriented towards vocational training.

h) Distribution of the network of universities and colleges by region as follows:

- North Central Highlands and Northern Mountainous Region: By 2020, it is expected to have 57 schools, including 15 universities and 42 colleges;

- Red River Delta Region: By 2020, it is expected to have 157 schools, including 91 universities and 66 colleges;

- North Central Coast and Central Coast Region: By 2020, it is expected to have 88 schools, including 38 universities and 50 colleges;

- Central Highlands Region: By 2020, it is expected to have 15 schools, including 5 universities and 10 colleges; South East Region: By 2020, it is expected to have 93 schools, including 55 universities and 38 colleges;

- Mekong Delta Region: By 2020, it is expected to have 50 schools, including 20 universities and 30 colleges.

Depending on the economic and social development situation of each region, the demand for human resources for national defense and security, as well as the implementation of international commitments on education and training, the Ministry of Education and Training may report to the Prime Minister for permission to establish additional higher education institutions beyond those planned for 2020.

i) Distribution of students and the network of schools in three major economic regions:

- Northern Key Economic Region (linked to the Red River Delta Region): The proportion of students studying in the region in the total number of students nationwide will be approximately 40% in 2020. Attracting investment to establish some 100% foreign-funded universities or domestic and foreign joint ventures;

- Central Key Economic Region (linked to the Southern Central Coast Region): Establishing new universities and colleges to meet the human resource needs for industrialization and modernization of central provinces. The proportion of students studying in the region in the total number of students nationwide will be approximately 15% in 2020;

- Southern Key Economic Region (linked to the South East Region): The proportion of students studying in the region in the total number of students nationwide will be approximately 24% in 2020. Attracting investment to establish some 100% foreign-funded universities or domestic and foreign joint ventures.

4. IMPLEMENTATION MEASURES

a) Group of solutions on investment and capital mobilization:

- Gradually increase state budget investment in higher education, while strengthening management and improving the efficiency of state budget utilization;

- Promote socialization in education; - Attract ODA and FDI capital to invest in higher education;

- Strengthen scientific research, technology transfer, and provide high-quality services according to societal needs to increase income for universities;

b) Group of solutions regarding the development of teaching staff and educational management personnel in higher education:

- Supplement the number and improve the quality of university and college lecturers to meet the prescribed ratio of students to lecturers for universities and colleges and training groups;

- Support the training and upgrading of university and college lecturers (including public and private institutions). Implement a program to train 20,000 doctoral candidates to supplement and enhance the quality of university and college lecturers;

- Develop and promulgate regulations on the work of university and college lecturers;

- Develop and implement new salary policies suitable for university and college lecturers;

- Issue policies to attract and utilize scientists from domestic and foreign research institutes to participate in teaching at universities and colleges;

- Reform lecturer evaluation work through various forms and link it with students;

- Develop postgraduate training plans specifically for difficult regions;

c) Group of solutions to strengthen physical infrastructure:

- Support schools in land matters. The minimum land area for a college with approximately 3,000 students is 6 hectares; for about 5,000 students is 10 hectares, and for about 7,000 students is 15 hectares. The minimum land area for a university with approximately 5,000 students is 10 hectares; for about 15,000 students is 30 hectares, and for about 25,000 students is 40 hectares or more;

For public schools with excessively small areas (less than 2 hectares) located in the central urban areas of major cities, measures should be taken to convert the land and buildings to relocate to new suburban areas with at least 10 hectares;

- Issue mechanisms to create conditions for schools to proactively exploit investment resources to modernize technical infrastructure and equipment;

- Enhance the capacity and quality of library activities at schools; establish an electronic library system connecting schools within the same region, the same area, and nationwide;

- Establish a global information network and expand international exchanges for all domestic universities and colleges;

- Plan and rearrange textbook publishing, books, and reference materials;

- Increase investment in modernizing classroom and lecture hall facilities; improve the quality of student service activities;

- Invest in renovating, upgrading, and building new student dormitories, especially for schools in Hanoi and Ho Chi Minh City; encourage investment in constructing some university zones in the Northern, Southern, and Central regions;

- Strengthen cooperation between research institutes and centers and universities in training and research; build national key laboratories at key universities and leading universities; link basic research tasks with universities based on ensuring conditions and quality. Gradually support the formation and development of experimental bases in colleges;

d) Group of solutions for management:

- Implement stratification and ranking of universities and colleges;

- Develop and promulgate specific criteria for establishing universities and colleges, opening training majors. Study amendments and supplements to the charter and regulations on organization and operation of different types of universities to meet new requirements;

- Roll out comprehensive quality assessment and accreditation work for higher education;

- Establish a Center for Forecasting Human Resource Demand to provide complete and accurate statistical data, information, and forecasts to serve planning for industry and training institution development; closely follow human resource development planning until 2020;

- Implement multi-disciplinary and multi-field development for single-discipline universities and colleges;

- Consolidate and improve the training capacity and quality of teacher training schools and technical teacher training schools;

- Study the appropriate management hierarchy for universities and colleges in accordance with practical conditions;

- Grant autonomy to educational institutions in accordance with the Higher Education Law;

- Strengthen management of enrollment and training work of schools to meet quality assurance criteria stipulated by the Ministry of Education and Training;

- Develop and promulgate specific support policies to promote socialization in education, develop private universities, and universities with foreign investment;

- Review and perfect the legal framework for higher education, particularly legal documents regulating establishment, division, merger, dissolution of schools, and inter-regional cooperation in establishing universities and colleges; clearly define the responsibilities of the Ministry of Education and Training and other ministries, agencies, and localities in managing, advising on school establishment, and ensuring training quality at higher education institutions;

- Develop and promulgate standards and criteria for infrastructure, physical facilities, technical equipment serving teaching, learning, and scientific research, teaching staff, management personnel, administrative civil servants and employees, and organizational and management regulations for universities and colleges;

- Adjust admission quotas, training scale, and training levels of schools to fit actual conditions and ensure quality; stop admissions, merge, or dissolve schools that fail to meet prescribed standards and regulations without appropriate corrective measures as required by law.

||| Review the proposals for establishing schools that have been approved by the competent authority regarding the establishment policy; classify, evaluate, compare the proposals for establishing schools without principle agreement and notify investors to make appropriate adjustments or handling.

||| 5. Implementation stages

||| a) Stage 2011 - 2015:

||| Focus on consolidating and strengthening conditions to ensure educational quality; maintain stable scale of training and number of newly admitted regular students; reduce the scale of training and number of newly admitted regular students annually of schools that do not meet the conditions to ensure quality; reorganize and rearrange established schools; implement projects that have been licensed and meet the conditions for establishing schools; stop licensing new school establishment projects; revoke licenses for overdue projects; adjust the industry structure through allowing the opening of training programs.

||| b) Stage 2016 - 2020:

||| Increase the annual average scale of training by about 0.3% per year and increase the annual average number of newly admitted regular students by about 1.5% per year; consider establishing new multi-disciplinary or multi-field schools or schools focusing on research in basic science fields (natural sciences, social sciences and humanities) and high technology fields (biotechnology, new materials technology, automation technology and information technology) to replace merged, split or dissolved schools; prioritize establishing schools in key economic regions, strategic areas in northern mountainous and midland regions, North Central and coastal Central region, Western Highlands, Southeast region and Mekong Delta region; do not establish new schools in Hanoi and Ho Chi Minh City.

Article 2. ||| Allocation of organizational implementation

||| a) Ministry of Education and Training

||| - Coordinate with relevant ministries, sectors and provincial people's committees to build, issue or submit to the competent authority for issuance of legal documents stipulating standards and norms for universities and colleges; mechanisms and policies to strengthen material and technical infrastructure, develop programs and faculty staff as the basis for reviewing and adjusting the network planning;

||| - Take the lead, coordinate with relevant ministries and sectors to direct and guide ministries, sectors and localities in reviewing, adjusting, rearranging and organizing educational institutions under their management; mobilize investment capital to develop the school network; direct schools and training institutions to review, build training plans, and organize faculty staff training to meet the standards and norms of universities and colleges;

||| - Take the lead, coordinate with relevant ministries and sectors to direct and guide ministries, sectors and localities to review investment projects for establishing schools that have been permitted or not yet permitted, report and propose solutions to the Prime Minister; ||| - Take the lead, coordinate with relevant ministries and sectors, provincial people's committees to organize inspections, supervision, evaluation, and compile results of school restructuring and organization, regularly reporting to the Prime Minister;

||| - Take the lead, coordinate with relevant ministries and sectors, provincial people's committees to study policies and mechanisms to prioritize and allocate state budget funds annually from central and local levels; mobilize preferential loans, official development assistance (ODA) funding, attract foreign investment, and mobilize domestic and international financial support to meet the requirements of higher education development and review and adjust the network planning of schools;

b) Ministry of Planning and Investment

||| - Take the lead, coordinate with relevant ministries and sectors, provincial people's committees to build, issue or submit to the competent authority for issuance of mechanisms and policies on tendering, bidding, assignment of investment tasks, investment incentives, combining tendering methods with additional construction investment and attracting various economic components to invest in developing technical infrastructure and facilities for concentrated university zones to accommodate universities and colleges relocating from Hanoi and Ho Chi Minh City inner cities and construction works serving teaching and scientific research of schools undergoing restructuring and organization;

||| - Take the lead, coordinate with relevant ministries and sectors, provincial people's committees to build, issue or submit to the competent authority for issuance of financial, credit policies, mechanisms for mobilizing and creating sources of capital for ministries, sectors, localities and schools to invest in technical infrastructure and facilities for concentrated university zones and for universities and colleges undergoing restructuring, organization or dissolution;

c) Ministry of Finance

||| Take the lead, coordinate with relevant ministries, sectors, and localities to build, issue or submit to the competent authority for issuance of financial, credit policies, mechanisms for mobilizing and creating sources of capital for ministries, sectors, localities and schools to invest in technical infrastructure and facilities for concentrated university zones and for universities and colleges undergoing restructuring, organization or dissolution;

||| d) Ministry of Natural Resources and Environment

||| Take the lead, coordinate with relevant ministries, sectors, provincial people's committees to guide the preparation of land fund plans; guide or issue supplementary regulations on land policies, resource management and environmental protection related to building facilities for universities and colleges;

||| đ) Ministry of Construction

||| Guide localities to prepare construction planning and agree on general and detailed planning before the competent authority approves investment projects for constructing infrastructure and technical facilities for universities and colleges undergoing restructuring and organization and concentrated university zones;

||| e) Ministry of Home Affairs

||| Coordinate with the Ministry of Education and Training, relevant ministries, sectors, and provincial people's committees to guide the implementation of network restructuring and organization in accordance with the goals and content of reviewing and adjusting the network planning of universities and colleges during the period 2006-2020;

||| g) Ministries, sectors, and localities with universities and colleges

||| - Take the lead, coordinate with the Ministry of Education and Training and relevant ministries, provincial and municipal people's committees to carry out reviews and adjustments of the network of schools under their management;

||| Direct the schools under reorganization to carry out tasks related to financial settlement, assets, and personnel.

||| h) Relevant Ministries and Sectors

||| Other relevant Ministries and Sectors shall, within their functions, duties, and granted authorities, coordinate with the Ministry of Education and Training to guide the Ministries, Sectors, People's Committees of provinces and centrally governed cities with schools to review and adjust the network to avoid financial loss and asset waste.

||| i) Universities and Colleges

||| - Proactively conduct an assessment of the current conditions ensuring educational quality in accordance with standards and regulations; propose short-term, medium-term, and long-term development plans for the school, report to the Ministry of Education and Training, the competent authority, and relevant Ministries and Sectors;

||| - Comply with the Decision of the Ministry of Education and Training, the competent authority, relevant Ministries and Sectors, and the People's Committees of provinces and centrally governed cities regarding the reorganization and restructuring work related to the review and adjustment of the planning of the school network.

Article 3. ||| This Decision takes effect from September 1, 2013.

||| Tasks that have been carried out according to Decision No. 121/2007/QĐ-TTg dated July 27, 2007, approving the University and College Network Planning for the period 2006-2020, shall continue to be adjusted for implementation in accordance with this Decision.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
