CIRCULAR

Amending and supplementing certain provisions of the Examination Regulations for National Excellent Student Selection issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011 and amended and supplementedby Circular No. 41/2012/TT-BGDĐT dated November 19, 2012of the Minister of Education and Training

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain articles of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain articles of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government regarding the amendment of point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 amending and supplementing certain articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain articles of the Education Law;

At the proposal of the Director of the Testing and Quality Assurance Agency;

The Minister of Education and Training issues this Circular amending and supplementing certain provisions of the Examination Regulations for National Excellent Student Selection issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011 and amended and supplemented by Circular No. 41/2012/TT-BGDĐT dated November 19, 2012 of the Minister of Education and Training,

Article 1. Amending and supplementing certain provisions of the Examination Regulations for National Excellent Student Selection issued together with Circular No. 56/2011/TT-BGDĐT dated November 25, 2011 and amended and supplemented by Circular No. 41/2012/TT-BGDĐT dated November 19, 2012 of the Minister of Education and Training, as follows:

1. Article 34 is amended and supplemented as follows:

"Article 34. Selecting students for national teams for the Olympics
1. After completing the marking of examination papers in the selection examination for the Olympic team, unsealed examination papers will be ranked in descending order of scores to select candidates for the national teams participating in regional and international Olympic competitions (for subjects that do not organize participation in regional Olympic competitions), ensuring the number of selected candidates equals the number of members in each team.
2. Students in the national team participating in the International Olympic Competition for subjects that organize participation in regional Olympic competitions will be selected from among those who have participated in the regional Olympic competition in the same year, according to the following principle:

Rank students in descending order based on their total scores from the selection examination for the Olympic team and the regional Olympic competition (scores from both examinations converted to the same scale) to select candidates, ensuring the number of selected students equals the number of members in the national team participating in the International Olympic Competition. In cases where selection must be made between students with equal total scores from both examinations, the student with the higher score in the regional Olympic competition will be selected; if there are students with equal scores in the regional Olympic competition, the Ministry of Education and Training will organize an additional test to make the selection.

3. The Director of the Testing and Quality Assurance Department shall be responsible for submitting to the Minister of Education and Training for approval the list of students in the national teams participating in regional and international Olympic competitions."

2. Clause 3 of Article 36 is amended and supplemented as follows:

"3. Students in grade 12 who participate in the selection examination for the Olympic team are exempted from taking the high school graduation examination."

3. Clause 5 of Article 36 is abolished.

Article 2. This Circular takes effect from January 10, 2014.

Article 3. The Head of the Office, the Director of the Testing and Quality Assurance Department, the Heads of relevant units under the Ministry of Education and Training, the Chairpersons of People's Committees of provinces and centrally-administered cities; Directors of provincial Departments of Education and Training, Directors of Hanoi National University, Directors of Ho Chi Minh City National University, Principals of specialized high schools under universities, and Principals of boarding secondary schools for ethnic minorities under the Ministry of Education and Training are responsible for implementing this Circular./.
