ISSUING TECHNICAL REGULATIONS AND ECONOMIC-TECHNICAL STANDARDS FOR INVESTIGATING AND ASSESSING THE CURRENT STATE OF WASTEWATER DISCHARGE INTO WATER SOURCES
investigate and assess the current discharge of wastewater into water sources;
Pursuant to the Law on Water Resources No. 17/2012/QH13 dated June 21, 2012;
BASED ON THE GOVERNMENT DECREE NO. 36/2017/NĐ-CP OF APRIL 4, 2017 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT; stipulate the functions, tasks, authorities, and organizational structure of the Ministry of Natural Resources and Environment;
AT THE PROPOSAL OF THE DIRECTOR OF THE DEPARTMENT OF WATER RESOURCES MANAGEMENT, THE HEAD OF THE PLANNING AND FINANCE DEPARTMENT, THE HEAD OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, AND THE HEAD OF THE LEGAL AFFAIRS DEPARTMENT;
THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT ISSUES THIS CIRCULAR TO ESTABLISH TECHNICAL REGULATIONS AND ECONOMIC-TECHNICAL STANDARDS FOR INVESTIGATING AND ASSESSING THE CURRENT STATE OF WASTEWATER DISCHARGE INTO WATER SOURCES economic-technical investigation and assessment of the current discharge of wastewater into water sources.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE TECHNICAL REGULATIONS AND ECONOMIC-TECHNICAL STANDARDS FOR INVESTIGATING AND ASSESSING THE CURRENT STATE OF WASTEWATER DISCHARGE INTO WATER SOURCES.
Article 2. Effectiveness
1. THIS CIRCULAR SHALL TAKE EFFECT FROM NOVEMBER 21, 2017.
2. ABOLISH THE PROVISIONS IN PART II, CHAPTER I AND ANNEX 01 OF PART III OF CIRCULAR NO. 21/2009/TT-BTNMT OF NOVEMBER 5, 2009 OF THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT ON ECONOMIC-TECHNICAL STANDARDS FOR INVESTIGATING AND ASSESSING THE CURRENT STATE OF WASTEWATER DISCHARGE AND THE CAPACITY OF WATER SOURCES TO ACCEPT WASTEWATER.
Article 3. MINISTRIES, GOVERNMENT-AFFILIATED AGENCIES, PROVINCE PEOPLE'S COMMITTEES, CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL GOVERNMENT, HEADS OF UNITS UNDER THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT, AND RELEVANT ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
ANY DIFFICULTIES OR OBSTACLES ENCOUNTERED DURING THE IMPLEMENTATION OF THIS CIRCULAR SHALL BE REPORTED PROMPTLY TO THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT FOR REVIEW AND RESOLUTION./.
