Decree No. 56/2022/NĐ-CP dated 24Article 1. This Circular stipulates regulations on receiving citizens, handling and resolving complaints, reports, petitions, and reflections of the Ministry of Information and Communication including: citizen reception work; receipt, handling, and resolution of complaints, reports, petitions, and reflections; ensuring conditions for citizen reception, complaint resolution, petition resolution, reflection resolution; management of complaint and report resolution work and reporting systems.8 Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on assigning tasks, procurement or tendering for the supply of products and services using state budget from regular operating expenses;22 1. For newly constructed ferry terminals, three months before their operation, the Vietnam Highway Administration must establish vehicle standards, economic-technical standards, and the framework for service charge collection, to be submitted to the Ministry of Transport for issuance as a basis for implementation.
2. Within six months from the date of receiving ferry terminals transferred to the Ministry of Transport management according to the decision of the Ministry of Finance, the Vietnam Highway Administration must establish vehicle standards, economic-technical standards, and the framework for service charge collection, to be submitted to the Ministry of Transport for issuance as a basis for implementation.;

Article 2. Supplementing some forms to the Appendix issued together with Circular No. 31/2020/TT-BGTVT dated December 8, 2020 of the Minister of Transport stipulating the framework for service charges for ferry services on national highway routes funded by state budget funds, managed by the central government
2. Amending and supplementing Article 7 as follows:
Supplementing Table 10 and Table 11 corresponding to Appendix I and Appendix II issued together with this Circular.
1. This Circular takes effect from March 1, 2023.
2. The Head of the Ministry’s Office, the Inspector General, the Heads of Departments, the Director of the Vietnam Highway Administration, and the Heads of related agencies and organizations are responsible for implementing this Circular./.
3. Amending and supplementing Article 7 as follows:
"Responsibilities of the Vietnam Highway Corporation
1. For newly constructed ferry terminals, three months prior to their operation, the Vietnam Highway Corporation must establish vehicle standards, economic-technical standards, and a framework for service fee collection for ferry usage to be submitted to the Ministry of Transport for issuance as a basis for implementation. 2. Within six months from the date of receiving local ferry terminals transferred to the Ministry of Transport's management according to the decision of the Ministry of Finance, the Vietnam Highway Corporation must establish vehicle standards, economic-technical standards, and a framework for service fee collection for ferry usage to be submitted to the Ministry of Transport for issuance as a basis for implementation."
4. Amend and supplement Clause 2 of Article 8 as follows:
"The Director of the Ministry’s Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Highway Corporation, and the Heads of related agencies and organizations shall be responsible for implementing this Circular.
Article 2. Supplement some forms to the Appendix issued together with Circular No. 31/2020/TT-BGTVT dated December 8, 2020, stipulating the framework for service fees for ferry usage on national highway routes funded by state budget capital and managed by the central government.
Supplement Form No. 10 and Form No. 11 corresponding to Appendix I and Appendix II issued together with this Circular.
Article 3. Implementation Provisions
1. This Circular takes effect from March 1, 2023.
2. The Director of the Ministry’s Office, the Inspector General of the Ministry, the Heads of Departments, the Director of the Vietnam Highway Corporation, and the Heads of related agencies and organizations shall be responsible for implementing this Circular./."
