Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 129/2007/QD-TTg dated August 2, 2007 of the Prime Minister promulgating the Code of Conduct for Official Behavior at administrative state agencies;
Considering the proposal of the Director of the Ministry's Office,
DECISION:
Article 1. The attached to this Decision is the "Code of Conduct for Official Behavior of the Ministry of Agriculture and Rural Development".
Article 2. This Decision shall take effect from the date of signature and issuance; all previous regulations contrary to this Decision are hereby abolished.
Article 3. The Director of the Ministry's Office, Heads of units, agencies, organizations, and individuals under the Ministry of Agriculture and Rural Development are responsible for implementing this Decision./.

Chapter I.
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. Scope of Regulation: This Code regulates attire, communication, and conduct of officials, civil servants, and employees when performing their duties, and the arrangement of offices within the Ministry of Agriculture and Rural Development.
Article 2. Applicability: This Code applies to officials, civil servants, and employees working in the offices of the Ministry of Agriculture and Rural Development (at No. 2 Ngoc Ha and No. 10 Nguyen Cong Hoan - Hanoi, No. 135 Pasteur - Ho Chi Minh City, and other administrative state agencies under the Ministry with separate headquarters).
Article 3. Principles of Implementing Official Behavior
The implementation of official behavior must comply with the following principles:
Point 1. Consistent with national traditions, cultural identity, and economic-social conditions.
Point 2. Consistent with the orientation of building a modern professional cadre; meeting the requirements of administrative reform and modernizing the state administrative system.
Point 3. Consistent with relevant legal provisions and the Work Regulations of the Ministry.
3. To serve as a basis for evaluating and recognizing "Learning Communities" at the commune, district, and province levels.
The implementation of official behavior aims to achieve the following purposes:
Point 1. Ensuring the solemnity and effectiveness of activities of the Ministry of Agriculture and Rural Development.
Point 2. Building a standard communication and conduct style for officials, civil servants, and employees in performing public duties; aiming to build a cadre with good moral qualities and successfully completing assigned tasks.
Altering, forging, borrowing, renting, and exchanging Certificates of Eligibility for Environmental Monitoring Services.
Clause 1. Smoking cigarettes in office rooms or meeting rooms;
Clause 2. Consuming alcoholic beverages at the workplace, except with the approval of the Ministry's leadership during celebrations, festivals, or diplomatic receptions;
Clause 3. Commercial advertising forms at the workplace.
Chapter II.
ATTIRE, COMMUNICATION, AND CONDUCT OF OFFICIALS, CIVIL SERVANTS, AND EMPLOYEES
Section 1. ATTIRE OF OFFICIALS, CIVIL SERVANTS, AND EMPLOYEES
Article 5. Attire
Point 1. When performing duties, officials, civil servants, and employees of the Ministry must dress neatly and appropriately; they may not wear flip-flops, sandals, or sports shoes; men may not leave shirts unbuttoned outside pants; women may not wear sleeveless tops or miniskirts.
Point 2. Officials, civil servants, and employees who have specialized attire as prescribed by law and the Ministry must follow such regulations.
Article 6. Formal Attire
The formal attire of officials, civil servants, and employees is the official attire used on formal occasions, important meetings, foreign receptions, specifically:
Point 1. The formal attire of male officials, civil servants, and employees: suit, shirt, tie, leather shoes.
Point 2. The formal attire of female officials, civil servants, and employees: traditional Ao Dai, women's suit, shoes.
Point 3. For officials, civil servants, and employees from ethnic minorities, ethnic festival attire is also considered formal attire.
In certain specific cases, prior notice will be given regarding the use of formal attire.
Article 7. Identification Cards for Officials, Civil Servants, and Public Employees
1. Officials, civil servants, and public employees must wear their identification cards when performing duties.
2. The identification card for officials, civil servants, and public employees must include the name of the agency, photograph, full name, position, and identification number of the official, civil servant, or public employee as prescribed.
3. The model of the identification card and the method of wearing it for officials, civil servants, and public employees shall be guided uniformly by the Ministry of Home Affairs.
Section 2. COMMUNICATION AND CONDUCT OF OFFICIALS, CIVIL SERVANTS, AND PUBLIC EMPLOYEES
Article 8. Communication and Conduct
When performing duties, officials, civil servants, and public employees of the Ministry must comply with the regulations on actions that must be taken and those that must not be taken as stipulated by law.
In communication and conduct, officials, civil servants, and public employees of the Ministry must have courteous attitudes and respect for others. Communication language must be clear and coherent; no foul language, slang, or shouting.
Article 9. Communication and Conduct with Citizens
In communication and conduct with citizens, officials, civil servants, and public employees of the Ministry must be polite and courteous; listen to opinions and respect citizens; explain and guide clearly and specifically about relevant regulations related to handling matters.
Officials, civil servants, and public employees of the Ministry may not have arrogant, corrupt, or difficult and troublesome attitudes when performing tasks.
Article 10. Communication and Conduct with Colleagues
In communication and conduct with colleagues, officials, civil servants, and public employees of the Ministry must have honest, friendly, and cooperative attitudes;
Avoid superior attitudes, arrogance, or insincere enthusiasm; do not use abusive language, personal references, or sarcastic remarks that are not constructive.
Article 11. Telecommunication
When communicating over the telephone, officials, civil servants, and public employees of the Ministry must state their names, agencies, and units where they work; exchange information briefly, clearly, focusing on the content of the work, do not abruptly hang up; at the end of the conversation, say goodbye or thank you appropriately.
During conversations, identify the person being spoken to and their address; if they are the intended party, proceed directly to the content of the call; if not, find ways to relay the message or request a message to be left.
Chapter III.
OFFICE ARRANGEMENTS
Section 1. NATIONAL FLAG
Article 12. Hoisting the National Flag
1. The national flag hoisted must meet the size and color standards prescribed by the Constitution;
2. The national flag should be hoisted in a solemn place before the main office building or headquarters of the workplace. The hoisting time is from 06:00 to 18:00 during working days; on holidays and festivals, it is hoisted 24 hours a day.
3. The hoisting of the national flag during ceremonies, receptions of foreign guests, and funerals shall follow the State ceremonial regulations.
Section 2. OFFICE ENVIRONMENT ARRANGEMENT
Article 13. Agency Name Sign
1. The agency name sign must be placed at the main entrance of the agency's headquarters; it must clearly display the full name in Vietnamese and the address and phone number of the agency.
2. The unit name signs under the Ministry must be placed at the entrance of the headquarters or main building.
3. The presentation of the agency name sign must be implemented uniformly according to the regulations of the Ministry of Home Affairs.
Article 14. Office Arrangement
The arrangement and decoration of offices must ensure neatness, tidiness, scientific, and rationality.
1. Each office must have a name sign indicating the unit name; the full name, position of each official, civil servant, and public employee in the office must be clearly marked. The location of the name sign must be easily visible.
2. No altars or incense burning; no cooking in the office.
3. The desk of officials, civil servants, and public employees must have a sign indicating their full name and position; work materials and equipment must be neatly arranged.
Article 15. Meeting Room
The arrangement for hanging the National Flag, Party Flag, images and statues of President Ho Chi Minh; the background, font size, and position of slogans and banners; the placement of tables and chairs inside the meeting room must be reasonable and in accordance with general regulations.
Article 16. Areas outside the office workspace
The arrangement must be neat, clean, ensuring environmental hygiene for the Ministry's workplace; at the beginning of corridors and entrances to offices, there must be specific directional signs.
Article 17. Parking Areas
Heads of units are responsible for arranging parking areas for officials, civil servants, employees, and visitors transacting business or working with the agency.
No fees shall be charged for parking vehicles of visitors transacting business or working at the Ministry’s workplaces.
Chapter IV.
IMPLEMENTATION
Article 18. Units under the Ministry
Heads of units are responsible for disseminating this Regulation to all officials, civil servants, and employees of their unit; organizing its implementation, regularly checking, drawing lessons to promptly rectify actions inconsistent with the Regulation; monitoring and reporting to the Ministry Leadership on the situation of implementing office culture managed by the unit in monthly reports, mid-year reviews, and annual summaries.
Article 19. Ministry Office
The Ministry Office takes the lead and coordinates with the Trade Union of the Ministry to organize the dissemination, guidance, monitoring, and inspection of the implementation of this Regulation; compile and report on the implementation of office culture in quarterly work meetings, mid-year reviews, and annual summaries of the Ministry; absorb and compile suggestions for amendments and supplements and propose to the Minister to perfect this Regulation.
Article 20. Awards and Disciplinary Actions
Compliance with this Regulation is a basis for scoring competition points and considering awards according to the Ministry's award regulation. Units and individuals failing to comply with the Regulation must conduct self-criticism and clarify responsibilities; depending on the severity of the violation, they will be handled according to the law.
Article 21. Supplementing and Amending the Regulation
During the implementation of this Regulation, if there are difficulties or new issues arising, units must promptly notify and propose, report to the Ministry Leadership (through the Ministry Office) any unsuitable points for timely amendment and supplementation./.
