Pursuant to Decree No. 01/2008/NĐ-CP, January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 131/2006/NĐ-CP, November 9, 2006, of the Government promulgating the Regulation on management and use of official development assistance;
Pursuant to Circular No. 82/2007/TT-BTC, July 12, 2007, of the Ministry of Finance guiding the financial management regime of the state for non-refundable foreign aid under state revenue;
Pursuant to the Decision of the Minister of Agriculture and Rural Development; Decision No. 779/QĐ-BNN-HTQT, March 23, 2007, approving the Project "Forestry towards the Poor in the Northern Central Agricultural Ecological Region" funded by the Forestry Trust Fund; Decision No. 1342/QĐ-BNN-HTQT, May 5, 2008, amending certain contents of Decision No. 779/QĐ-BNN-HTQT, March 22, 2007, of the Ministry of Agriculture and Rural Development on approving the Project "Forestry towards the Poor in the Northern Central Agricultural Ecological Region" and approving the overall plan of the Project;
Pursuant to the Financing Agreement No. TFF-GA020/07, April 18, 2007, signed between the Office of the Forest Sector Support Partnership Coordination with the Forest Inventory and Planning Institute, financed by the Project "Forestry towards the Poor in the Northern Central Agricultural Ecological Region" (referred to as PPFP);
Pursuant to Letter No. 09/TFF-CV, February 17, 2009, of the Forestry Trust Fund regarding comments on the detailed budget plan for 2009 of the Project TFF-GA020/07;
Considering the proposal of the Project Director PPFP at Letter No. 07/CV-BQLTƯ, February 18, 2009, requesting approval of the budget estimate and financial plan for 2009 for the Project PPFP,

DECISION:

Article 1. Approves the Financial Plan and Budget Estimate for State Budget Expenditures in 2009 for the Project "Forestry towards the Poor in the Northern Central Agricultural Ecological Region" (referred to as the Project PPFP). The total allocated funds are detailed as follows:

The total amount in words: Two million three hundred and five thousand two hundred and thirty-four euros (details attached in the appendices).

The allocation of counterpart funding: (i) of the Central Project Management Board by the Ministry of Agriculture and Rural Development balancing and allocating within the budget of the Forest Inventory and Planning Institute; (ii) of the Provincial Project Management Boards by the People's Committees of the provinces balancing and directly allocating according to the commitment documents in March 2008.

Article 2. Based on the approved financial plan and budget estimate, the Director of the Forest Inventory and Planning Institute directs the Central Project Management Board PPFP and the Provincial Project Management Boards PPFP to cooperate with designated consulting organizations to implement project activities within their management scope in accordance with current state regulations and ensure compliance with the provisions of the Financing Agreement. The Director of the Central Project Management Board is responsible for approving and allocating the detailed budget for the TFF-funded portion to the Provincial Project Management Boards and supervising each activity within the approved plan and budget.

As for the procedures for purchasing equipment, selecting experts, and hiring specialized services (outside the designated consulting organizations), the Project Manager shall follow the provisions of the Law on Bidding and related implementing regulations.

Article 3. This Decision takes effect from the date of signing. The Head of the Ministry's Office, Heads of Departments: Finance, Planning, International Cooperation, Director of the Forest Inventory and Planning Institute, Directors of all levels of the Project PPFP, and Heads of relevant units are responsible for implementing this Decision./.
