DIRECTIVE
Regarding the implementation of the Regulation on Promoting Democracy in the Activities of Agencies

Implementing the Directive of the Politburo and the Resolution of the Standing Committee of the National Assembly on the construction and implementation of democratic regulations at the grassroots level, dated September 8, 1998, the Government issued Decree No. 71/1998/NĐ-CP promulgating the Regulation on Promoting Democracy in the Activities of Agencies.
To implement this Decree, the Prime Minister issues the following directive:
1. Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, and district People's Committees shall be responsible for directing administrative agencies within their management scope to organize the implementation of the Regulation. First, they must organize the study and dissemination of Directive No. 30-TC/TW dated February 18, 1998 of the Politburo, the Regulation on Promoting Democracy in the Activities of Agencies, the directive of the Prime Minister, and related guiding documents from relevant agencies. Heads of administrative agencies and civil servants in each agency must thoroughly understand the content of the Regulation, clearly recognize the purpose of implementing the Regulation, and their responsibilities in its implementation.
2. Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, and district People's Committees must develop plans to implement the Regulation. Implementation plans must be specific, clearly defining the timeframes and responsibilities of agencies in implementing the Regulation. The Personnel-Vice Director Departments of ministries and sectors, and the Organization-Civil Service Departments of provincial People's Committees shall assist the Ministers, Chairpersons of provincial People's Committees in organizing the implementation of the Regulation.
3. Ministers, heads of ministerial-level agencies, and heads of agencies under the Government, based on this Regulation, after consultation with the Minister of Finance and the Head of the Personnel-Vice Director Department of the Government, shall be responsible for issuing and guiding the implementation of the Regulation on Promoting Democracy in the Activities of Public Institutions within their respective sectors and fields of responsibility.
4. The Ministry of Finance shall prepare to submit to the Prime Minister for issuance of the Regulation on Financial Transparency and shall be responsible for guiding the provisions on financial transparency.
5. The Minister of Finance and the Head of the Personnel-Vice Director Department of the Government shall be responsible for guiding the annual periodic evaluation of civil servants; coordinating with the Vietnam General Confederation of Labor to guide the organization of Staff Meetings in agencies.
6. The State Auditor General shall coordinate with the Vietnam General Confederation of Labor to guide the improvement and consolidation of the structure and activities of the People's Inspection Committees in administrative and public institutions in accordance with the Inspection Ordinance.
7. Ministries, ministerial-level agencies, agencies under the Government, provincial People's Committees, and district People's Committees need to review, examine, amend, supplement, or abolish their own regulations that conflict with the Regulation on Promoting Democracy in the Activities of Agencies.
8. The Personnel-Vice Director Department of the Government shall be responsible for guiding and monitoring the implementation of this Regulation, regularly reporting to the Prime Minister on the implementation of the Regulation.
9. Ministers, heads of ministerial-level agencies, heads of agencies under the Government, Chairpersons of provincial People's Committees, and Chairpersons of district People's Committees shall be responsible for strictly implementing this Directive.
10. The Prime Minister requests the Vietnam Fatherland Front and central mass organizations to cooperate with the Government and direct their organizational units at the local level to cooperate with provincial and district People's Committees to effectively implement the Regulation issued by the Government./.
