THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
At the proposal of the Director of the Cadre and Civil Servant Affairs Department and the Director of the Quality Management Department for Postal Services, Telecommunications, and Information Technology,
DECISION:
Article 1. The Postal, Telecommunications, and Information Technology Quality Management Bureau is an agency under the Ministry of Posts and Telecommunications responsible for performing specialized state management functions related to inspection, testing, evaluation, and certification of standards regarding the quality of postal, telecommunications, electronic, information technology, and Internet networks, works, products, and services throughout the country.
Article 2. The Postal, Telecommunications, and Information Technology Quality Management Bureau has the following tasks and powers:
1. Participate in researching, proposing the establishment, amendment, supplementation, and organizing the implementation of regulatory legal documents on standards and quality of postal, telecommunications, electronic, information technology, and Internet networks, works, products, and services.
2. Research, establish, and propose lists of services and telecommunications networks, postal services, and Internet services that must be registered and publicly announce their quality before providing to users; lists of postal and telecommunications works that must undergo quality testing before being put into operation; lists of postal, telecommunications, electronic, and information technology products that must be certified as meeting standards before being circulated in the market.
3. Research, establish, and propose regulations on conditions for domestic and foreign inspection agencies to serve the management of postal, telecommunications, electronic, information technology, and Internet quality; list of agencies authorized to inspect postal, telecommunications, electronic, information technology, and Internet quality.
4. Inspect, evaluate quality, issue, and revoke registration quality certificates for telecommunications services and networks, postal services, and Internet services listed as mandatory to register and announce quality or upon voluntary request from organizations and individuals.
5. Inspect, evaluate, issue, and revoke certificates of conformity with standards for domestically produced or imported postal, telecommunications, electronic, and information technology products listed as mandatory to certify conformity with standards or upon voluntary request from organizations and individuals.
6. Inspect and evaluate quality in the field of information technology. Participate in implementing Internet certification system management according to the classification by the Minister.
7. Test and issue quality test certificates for postal and telecommunications works listed as mandatory to undergo quality testing before being put into operation or upon voluntary request from organizations and individuals.
8. Inspect and evaluate compliance with connection standards for telecommunications networks according to the Minister's regulations.
9. Organize the construction of a national specialized postal, telecommunications, electronic, information technology, and Internet quality inspection system.
10. Collect, manage, and use fees and charges for postal, telecommunications, electronic, information technology, and Internet quality management according to legal provisions.
11. Conduct inspections and checks on the implementation of legal regulations on the management of postal, telecommunications, electronic, information technology, and Internet network, work, product, and service quality according to inspection rules and classification by the Minister.
12. Coordinate with departments and units under the Ministry to organize training and professional development in specialized postal, telecommunications, electronic, information technology, and Internet quality management according to the classification by the Minister.
13. Participate in international cooperation activities in the field of specialized postal, telecommunications, electronic, information technology, and Internet quality management according to the classification by the Minister.
14. Manage organization, civil servants, officials, assets, files, and documents of the Bureau according to legal provisions and classification by the Minister.
15. Receive funding and staffing quotas from the Ministry of Posts and Telecommunications to operate. Actively develop activities related to postal, telecommunications, electronic, information technology, and Internet network, work, product, and service quality management; create additional revenue sources to expand the scope and scale of operations consistent with the Bureau's functions according to state laws and the Ministry of Posts and Telecommunications; preserve and develop assigned resources.
16. Perform other tasks assigned by the Minister.
Article 3. The Postal, Telecommunications, and Information Technology Quality Management Bureau is headed by the Director, Deputy Directors, support staff, and subordinate units.
The Director of the Postal, Telecommunications, and Information Technology Quality Management Bureau is responsible to the Minister for the results of implementing the functions, tasks, and powers stipulated in Article 1 and Article 2 of this Decision.
Deputy Directors assist the Director and are responsible to the Director for the tasks delegated to them.
Article 4. The organizational structure of the Postal, Telecommunications, and Information Technology Quality Management Bureau includes:
1. Departments:
- Product Quality Department.
- Service Quality and Infrastructure Department.
- Information Technology Quality Department.
- Organization and Administration Department.
- Planning and Finance Department.
- Quality Inspection Office.
2. Subordinate Units:
- Regional Quality Management Sub-bureau 1
- Regional Quality Management Sub-bureau 2
- Regional Quality Management Sub-bureau 3
- Measurement Center.
The staffing of the Postal, Telecommunications, and Information Technology Quality Management Bureau is established by the Director and submitted to the Minister for decision.
The functions, tasks, and powers of the Regional Quality Management Sub-bureaus and Measurement Centers are established by the Director and submitted to the Minister for decision.
The functions, tasks, and powers of the Departments are defined by the Director.
The working relationship between the Departments and subordinate units of the Postal, Telecommunications, and Information Technology Quality Management Bureau is defined by the Director.
Article 5. The Postal, Telecommunications, and Information Technology Quality Management Bureau has legal personality, its own seal and account, and its main office is located in Hanoi City, with subordinate units in some localities.
Article 6. This Decision takes effect from the date of signature. All previous provisions contrary to this Decision are abolished.
Article 7. The Head of the General Office, the Director of the Personnel Department, the Director of the Postal, Telecommunications, and Information Technology Quality Management Bureau, and the Heads of other departments and units under the Ministry are responsible for implementing this decision./.
