CONCERNING THE ISSUANCE OF THE EDUCATION AND TRAINING DIRECTORY FOR THE NATIONAL EDUCATION SYSTEM

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on the Statistics Law dated June 17, 2003;
Pursuant to the amended Education Law on June 14, 2005;
Pursuant to the Vocational Training Law dated November 29, 2006;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.

DECISION:

Article 1. The Education and Training Directory for the National Education System includes five levels:

- Level I: Educational and training qualifications;

- Level II: Fields of education and training;

- Level III: Groups of programs, groups of majors, groups of trades in education and training;

- Level IV: Programs, majors, trades in education and training;

- Level V: Specialties, special trades in education and training.

Article 2. Attached to this Decision is the Education and Training Directory for the National Education System at Levels I, II, and III:

- Level I: Educational and training qualifications;

- Level II: Fields of education and training;

- Level III: Groups of programs, groups of majors, groups of trades in education and training.

Detailed annex attached.

Article 3.

1. The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs to monitor and update the Education and Training Directory at Levels I, II, and III.

2. The Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Planning and Investment to issue and update the more detailed Education and Training Directory (Levels IV or IV and V) in accordance with educational management requirements.

Article 4. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.

Article 5. This Decision takes effect from May 1, 2009. It replaces Decision No. 25/2005/QD-TTg dated January 27, 2005 of the Government Chairman regarding the Education and Training Directory for the National Education System.
