CIRCULAR
Regulations on the importation of goods for the activities of printing and minting money of the State Bank of Vietnam
Pursuant to the proposal of the Director of the Issuance and Treasury Department;
Pursuant to the Law on the State Bank of Vietnam dated June 16, 2010;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;
Pursuant to Government Decree No. 16/2017/NĐ-CP dated February 17, 2017 on the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
The Governor of the State Bank of Vietnam issues this Circular regulating the importation of goods for the activities of printing and minting money of the State Bank of Vietnam.
This Circular regulates the importation of goods for the activities of printing and minting money of the State Bank of Vietnam (hereinafter referred to as the State Bank) according to the method of designating traders as provided for in Appendix II issued together with Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing some provisions of the Law on Foreign Trade Management.
Article 1. Scope of Regulation
Article 1. Trader is the printing and minting facility designated to carry out the printing and minting of money under the contract between the State Bank and the printing and minting facility.
Article 2. Applicability
Article 2. The State Bank; agencies, organizations, and individuals related to the importation of goods for the activities of printing and minting money of the State Bank.
Article 3. Form of Importation
Clause 1. The list of goods designated for the printing and minting facilities to import for the activities of printing and minting money of the State Bank is specified in the Appendix attached to this Circular.
Clause 2. The State Bank shall issue a document designating and permitting the printing and minting facility to import the goods specified in Clause 1 of this Article.
Article 4. Basis and Procedures for Importation
Clause 2. The Governor of the State Bank authorizes the Director of the Issuance and Treasury Department to issue a confirmation document regarding the printing and minting facility's importation of goods for the activities of printing and minting money of the State Bank under the goods purchase and sale contract or other forms of documents between the printing and minting facility and the supplier.
Clause 3. When processing the importation procedures, the printing and minting facility shall submit one original copy of the State Bank's confirmation document along with the importation dossier as prescribed by the Customs Authority.
Article 5. Responsibilities of the Issuance and Treasury Department
Clause 1. To inspect, monitor, and manage the use of imported goods for the activities of printing and minting money by the printing and minting facility.
Clause 2. To perform other responsibilities as stipulated in Article 4 of this Circular.
Article 6. Responsibilities of the Printing and Minting Facility
Clause 1. To carry out the importation in accordance with the quantity, quality, type of goods, and comply with the regulations on the importation of goods.
Clause 2. The printing and minting facility must use the imported goods for their intended purpose.
Clause 3. Quarterly (no later than the 18th day of the first month of each quarter), the printing and minting facility must report in writing to the State Bank (through the Issuance and Treasury Department) on the situation of importation and use of imported goods.
Article 7. Transitional Provisions
The Chief of the Office, the Director of the Issuance and Treasury Department, the Heads of units under the State Bank, the Chairmen of the Board of Directors, the Members of the Board of Management, and the General Managers (Directors) of the printing and minting facilities are responsible for organizing the implementation of this Circular.
Article 8. Responsibility for Implementation

This Circular replaces Circular No. 18/2014/TT-NHNN dated August 1, 2014 of the State Bank guiding the importation of goods under the specialized management of the State Bank of Vietnam and Circular No. 15/2017/TT-NHNN dated October 5, 2017 of the State Bank amending and supplementing certain articles of Circular No. 18/2014/TT-NHNN dated August 1, 2014 guiding the importation of goods under the specialized management of the State Bank of Vietnam./.
Article 9. Effective Date
1. This Circular takes effect from February 8, 2019.
This Circular replaces Circular No. 18/2014/TT-NHNN dated August 1, 2014, of the State Bank of Vietnam guiding the import of goods under the specialized management of the State Bank of Vietnam, and Circular No. 15/2017/TT-NHNN dated October 5, 2017, of the State Bank of Vietnam amending and supplementing certain Articles of Circular No. 18/2014/TT-NHNN dated August 1, 2014, guiding the import of goods under the specialized management of the State Bank of Vietnam./.
