Abolishing certain regulatory legal documents issued by the Minister of Finance in the fields of State Treasury and state budget

Pursuant to the Law on Legislative Regulatory Legal Documents dated June 22, 2015;

Pursuant to the Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures for implementing the Law on Legislative Regulatory Legal Documents;

Pursuant to the Decree No. 87/2017/NĐ-CP dated July 26, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Based on the proposal of the Director General of the State Treasury, the Director of the Department of State Budget, and the Director of the Department of Legal Affairs;

The Minister of Finance hereby issues this Circular abolishing certain regulatory legal documents issued by the Minister of Finance in the fields of State Treasury and state budget.

Article 1. Abolish entirely two regulatory legal documents in the field of State Treasury as follows:

1. Circular No. 34-TC/KBNN dated July 11, 1996 of the Ministry of Finance guiding the issuance of government bonds for the Yaly hydroelectric project.

2. Decision No. 93/2000/QĐ-BTC dated June 6, 2000 of the Ministry of Finance regarding the issuance of regulations on managing the centralized foreign currency fund of the State.

Article 2. Abolish entirely eight regulatory legal documents in the field of state budget as follows:

1. Decision No. 42/2004/QĐ-BTC dated April 22, 2004 of the Ministry of Finance concerning the issuance of regulations on central budget expenditure through cash payment orders.

2. Circular No. 51/2004/TT-BTC dated June 9, 2004 of the Ministry of Finance guiding the implementation of Decree No. 123/2004/NĐ-CP dated May 18, 2004 of the Government on some special financial and budgetary mechanisms for Hanoi.

3. Circular No. 37/2008/TT-BTC dated May 19, 2008 of the Ministry of Finance guiding policies to support kerosene lighting for households of ethnic minorities, policy-targeted households, and poor households in areas without power grid.

4. Circular No. 52/2008/TT-BTC dated June 16, 2008 of the Ministry of Finance amending and supplementing Circular No. 37/2008/TT-BTC dated May 19, 2008 of the Ministry of Finance guiding policies to support kerosene lighting for households of ethnic minorities, policy-targeted households, and poor households in areas without power grid.

5. Circular No. 63/2009/TT-BTC dated March 27, 2009 of the Ministry of Finance stipulating procedures for preparing budgets, organizing budget implementation, and finalizing accounts for districts, towns, and wards where People's Councils are not organized.

6. Circular No. 53/2010/TT-BTC dated April 14, 2010 of the Ministry of Finance stipulating financial systems for implementing disease prevention and control programs for rice yellow dwarf, rice stripe, and black streak diseases.

7. Circular No. 205/2012/TT-BTC dated November 23, 2012 of the Ministry of Finance guiding the implementation of policies to protect and develop rice cultivation land according to Decree No. 42/2012/NĐ-CP dated May 11, 2012 of the Government on management and use of rice cultivation land.

8. Circular No. 319/2016/TT-BTC dated December 13, 2016 of the Ministry of Finance stipulating the handling of state budget transfers from 2016 to 2017.

Article 3. Implementation.

This Circular takes effect from June 26, 2020. Heads of units under the Ministry and relevant agencies shall be responsible for implementing this Circular./.
