Pursuant to Law on Standards and Technical Regulations No. 68/2006/QH11 amended and supplemented by Law No. 35/2018/QH14 and Law No. 70/2025/QH15;

BASED ON THE LAW ON PRODUCT AND COMMODITY QUALITY No. 05/2007/QH12 amended and supplemented by Law No. 35/2018/QH14 and Law No. 78/2025/QH15;

Pursuant to Decree No. 40/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP;

Pursuant to Decree No. 22/2026/NĐ-CP of the Government detailing certain provisions and measures for organizing and guiding the implementation of the Law on Standards and Technical Regulations;

Pursuant to Decree No.37/2026/ND-CPof the Government detailing certain provisions and measures to organize and guide the implementation ofLaw on Product Quality;

At the proposal of the Director of the Chemicals Administration;

The Minister of Industry and Trade issues this Circular to amend "Amendment 01:2026 QCVN 03A:2020/MIC National Technical Regulation on Quality of Industrial Sodium Hydroxide"; "Amendment 01:2026 QCVN 06A:2020/MIC National Technical Regulation on Quality of Poly Aluminium Chloride (PAC)"; "Amendment 01:2026 QCVN 07A:2020/MIC National Technical Regulation on Quality of Industrial Ammonia".

Article 1. Amendment 01:2026 QCVN 03A:2020/MIC National Technical Regulation on Quality of Industrial Sodium Hydroxide  

Amend Amendment 01:2026 QCVN 03A:2020/MIC National Technical Regulation on Quality of Industrial Sodium Hydroxide issued together with Circular No. 46/2020/TT-MIC dated December 21, 2020 of the Minister of Industry and Trade at Appendix I attached to this Circular.

Article 2. Amendment 01:2026 QCVN 06A:2020/MIC National Technical Regulation on Quality of Poly Aluminium Chloride (PAC)

Amend Amendment 01:2026 QCVN 06A:2020/MIC National Technical Regulation on Quality of Poly Aluminium Chloride (PAC) issued together with Circular No. 49/2020/TT-MIC dated December 21, 2020 of the Minister of Industry and Trade at Appendix II attached to this Circular.

Article 3. Amendment 01:2026 QCVN 07A:2020/MIC National Technical Regulation on Quality of Industrial Ammonia

Amend Amendment 01:2026 QCVN 07A:2020/MIC National Technical Regulation on Quality of Industrial Ammonia issued together with Circular No. 50/2020/TT-MIC dated December 21, 2020 of the Minister of Industry and Trade at Appendix III attached to this Circular.

Article 4. Effective date

This Circular shall take effect from July 1, 2026.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.

2. Directors of the Chemical Control Agency, People's Committees of provinces and cities, Heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular.

3. During implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade (through the Chemicals Department) for guidance or research to amend and supplement appropriately.

Amendment 01:2026 QCVN 03A:2020/BCT amend certain provisions of QCVN 03A:2020/BCT.

Amendment 01:2026 QCVN 03A:2020/MIC was drafted by the Drafting Team of the Circular issued by the Minister of Industry and Trade to amend national technical regulations on quality of industrial sodium hydroxide, quality of Poly Aluminium Chloride (PAC), and quality of industrial ammonia, reviewed by the Chemicals Department, commented on by the Ministry of Science and Technology, and promulgated by the Minister of Industry and Trade together with Circular No. 38/2026/TT-MIC dated June 30, 2026.

National Technical Regulation on Quality of Industrial Sodium Hydroxide

 

Amendment 01:2026 QCVN 03A:2020/MIC amends the following contents of QCVN 03A:2020/MIC.

I. General Provisions

1. Amend Clause 1 as follows:

This standard specifies technical requirements, testing methods, and management regulations applicable to industrial sodium hydroxide (NaOH) produced, imported, traded, and transported within the territory of Vietnam.

Industrial sodium hydroxide The scope of application of this standard is defined in Circular No. 33/2026/TT-MIC dated June 30, 2026 of the Minister of Industry and Trade issuing the List of Products and Goods with Medium Risk and High Risk under the Management Responsibility of the Ministry of Industry and Trade.

This standard does not apply to pure sodium hydroxide and food-grade sodium hydroxide.

II. Technical Provisions

3. Amend Clause 2 as follows:

3.1. Labeling

Chemical labeling shall comply with the provisions of Decree No. 37/2026/NĐ-CP dated January 23, 2026 of the Government detailing certain articles and measures to organize and guide the implementation of the Law on Product and Goods Quality and current labeling regulations.

3.2. Transportation

Industrial sodium hydroxide transportation shall comply with the provisions of Decree No. 34/2024/NĐ-CP dated March 31, 2024 of the Government stipulating the List of Dangerous Goods and Transportation of Dangerous Goods by Road Motor Vehicles and Inland Waterway Vessels, amended and supplemented by Decree No. 161/2024/NĐ-CP dated December 18, 2024 of the Government regarding the List of Dangerous Goods and Transportation of Dangerous Goods and procedures and formalities for issuing permits and certificates of completion of training programs for drivers or escorts transporting dangerous goods on roads.

III. Management Provisions

1. Amend Point 1.2 Clause 1 as follows:

1.2. The declaration of conformity for industrial sodium hydroxide shall be carried out according to the provisions of Article 13 of Circular No. 14/2026/TT-BKHCN dated April 9, 2026 of the Minister of Science and Technology stipulating the declaration of conformity and conformity assessment methods with standards and technical regulations.

a) Implementing promotions in the forms prescribed in Clause 8 of Article 92 of the Law on Trade and Articles 8, 9, 10, 11, and 14 of this Decree;

2. Provisions on conformity assessment

2.1. Conformity assessment procedures

- Import activities of industrial sodium hydroxide: Implemented according to Method 1 stipulated in Appendix II of Circular No. 14/2026/TT-BKHCN dated April 9, 2026 of the Minister of Science and Technology stipulating the declaration of conformity and conformity assessment methods with standards and technical regulations.

- Domestic industrial sodium hydroxide production activities: Implement according to method 5 provided for in Appendix II of Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the announcement of conformity, declaration of compliance, and methods for assessing conformity with standards and technical regulations.

2.2. Organizations shall conduct conformity assessment in accordance with laws on standards, technical regulations, and product quality.

3. Amend Clause 3 as follows:

3. Provisions on the use of conformity marks

The use of the compliance mark must comply with the provisions of Clause 2, Article 4 of Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the announcement of conformity, declaration of compliance, and methods for assessing conformity with standards and technical regulations.

IV. Responsibilities of organizations and individuals

1. Amend Clause 2 as follows:

2. Organizations and individuals engaged in the production, import, and trade of industrial sodium hydroxide after declaring compliance must register their declaration of compliance through the National Database on Standards, Metrology, and Quality. In cases where the National Database on Standards, Metrology, and Quality does not meet technical infrastructure requirements or cannot be accessed due to technical failures, the registration of the declaration of compliance shall be carried out in person or through postal services as stipulated in Article 13 of Circular No. 14/2026/TT-BKHCN dated April 9, 2026, issued by the Minister of Science and Technology regarding the announcement of conformity, declaration of compliance, and methods for assessing conformity with standards and technical regulations.

V. Implementation

1. Amend Clauses 2, 3, and 4 as follows:

2. The Department of Domestic Market Management and Development is responsible for coordinating with relevant agencies and organizations to inspect, control, and handle violations related to the quality of industrial sodium hydroxide in the market in accordance with this Standard and current laws.

3. In cases where legal documents, materials, or standards cited in this QCVN are amended, supplemented, or replaced, they shall be implemented in accordance with new regulations.

VI. Repeal the Appendix List of Industrial Sodium Hydroxide Products.

National Technical Regulation on quality of Poly Aluminium Chloride (PAC)

Amendment 01:2026 QCVN 06A:2020/BCT amends the following contents of QCVN 06A:2020/BCT.

National Technical Regulations on quality of industrial Ammonia

Amendment 01:2026 QCVN 07A:2020/BCT amends the following contents of QCVN 07A:2020/BCT.

I. General Provisions

1. Amend Clause 1 as follows:

These standards specify technical requirements, testing methods, and management regulations for industrial liquid ammonia with a concentration from 10% to 35% (hereinafter referred to as industrial ammonia) produced, imported, traded, and transported within the territory of Vietnam.

These standards do not apply to pure ammonia and food-grade ammonia.

Industrial ammonia subject to these standards is defined in Circular No. 33/2026/TT-BCT dated June 30, 2026, issued by the Minister of Industry and Trade on the List of Products and Goods with Medium Risk and High Risk Levels under the Ministry of Industry and Trade's State Management Responsibilities.

II. Technical Provisions

V. Implementation
