Pursuant to Decision No. 232-CT dated June 22, 1990 and Supplemental Decision No. 64-CT dated February 27, 1992 of the Chairman of the Council of Ministers (now Prime Minister) approving the feasibility study of the Thang Long - Noi Bai Road.
To ensure effective management, use, and protection of the Thang Long Road and to fully utilize its benefits.

Article 1: Now we issue the "Regulations on Management, Use and Protection of the Thang Long - Noi Bai Road" to be applied on the Thang Long - Noi Bai Road from March 10, 1994.
Article 2: All organizations and individuals using the Thang Long - Noi Bai Road must strictly comply with the provisions set forth in this regulation.
Article 3: The Heads of the Office of the Ministry of Transport, the Director of the Vietnam Highway Administration Bureau, the General Director of the Second Highway Management Zone, the Directors of the Transport Departments of Hanoi and Vinh Phu, the General Director of the Railway Joint Stock Company, the Head of the Thang Long Management Board, and the Heads of the Legal Affairs, Science and Technology, Planning and Investment, Finance and Accounting, Organization and Cadres, and other advisory departments under the Ministry shall be responsible for implementing and supervising the implementation of this decision according to their respective functions and duties.
REGULATIONS
MANAGEMENT, USE AND PROTECTION OF THE THANG LONG - NOI BAI MOTORWAY

I. General Provisions
Article 1: The motorway from the northern end of the Thang Long Bridge to the square at Noi Bai International Airport is 14.6 kilometers long and 23 meters wide, consisting of four lanes for motor vehicles and two lanes for non-motorized vehicles traveling in both directions. It was constructed to high technical standards equivalent to Class I (TCVN 4054-85) to effectively exploit Noi Bai International Airport in the context of national renewal.
Article 2: The road has been put into management and use since March 10, 1994, and direct fees will be collected from motor vehicles running on the road to cover the costs of management, maintenance, repair, and usage, as well as to recover part of the investment capital.
Article 3: The Thang Long - Noi Bai Road belongs to the national highway system and is managed by the Vietnam Highway Administration Bureau, which has the right to directly collect fees from motor vehicles running on the road according to the annual fee collection plan established by the Bureau and approved by the competent authority.
Article 4: The management, use, and protection of the Thang Long - Noi Bai Road must comply with general laws and these regulations to ensure that the Thang Long - Noi Bai Road is managed, used, and protected effectively for the economic, cultural, social interests of the country and international exchanges.
II. FEES FOR USING THE THANG LONG - NOI BAI ROAD
Article 5: The Thang Long - Noi Bai Road has higher technical characteristics than other existing roads connecting Hanoi to Noi Bai and vice versa. Motor vehicles using the Thang Long - Noi Bai Road will save time, fuel, have a convenient and safe journey, and enjoy other benefits.
When using the Thang Long - Noi Bai Road, all types of motor vehicles (except those exempted or granted reductions according to regulations) must pay the road usage fee.
Non-motorized vehicles and pedestrians are only allowed to use the designated portion of the road and do not need to pay the road usage fee.
Article 6: The collection of road usage fees for the Thang Long - Noi Bai Road will be organized concurrently with the collection of bridge tolls at the Thang Long Bridge as follows:
a. Any type of motor vehicle coming from any direction when passing through the toll station located at Km10 of the Thang Long - Noi Bai Road must purchase a combined ticket for both the road and the bridge.
b. Any type of motor vehicle coming from any direction when passing through the toll station located at km 0 of the Vinh Thanh Road connecting to National Highway 3 must purchase a ticket for the Thang Long Bridge.
Article 7: The objects subject to fees and the fee rates shall be implemented in accordance with the regulations issued by the Ministry of Finance and the Ministry of Transport.
Article 8: All revenue from road and bridge usage fees must be remitted entirely to the central budget through the State Treasury system, and the fee collection units may retain funds only for expenditures as approved by the competent authority.
Article 9: The collection of fees and the inspection of fee payments can only be carried out at fixed stations and must ensure convenience, speed, safety, without causing traffic congestion or loss of revenue. All organizations and individuals must comply with the State's fee collection policy, and must not evade or obstruct the fee collection and inspection activities of the stations.
Article 10: Fee collectors and inspectors must wear uniforms and name badges as prescribed and must strictly comply with the fee collection policy, adhere to work discipline and procedures, and must not create difficulties, overcharge, or engage in embezzlement, destruction, or fraud, or cause the loss of payment receipts.
Article 11:In cases where the payment of fees is violated, such as using tickets that do not conform to the prescribed price list or driving on the road or bridge without a ticket, the vehicle owner, in addition to purchasing the ticket at the original price, must also pay a fine four times the prescribed ticket price. If they deliberately make it difficult and refuse to pay the fine, the station has the right to detain the vehicle and report to the superior authority for handling.
Organizations and individuals using the road and bridge have the right to refuse to pay fees or fines and have the right to report to the authorities if there is no receipt issued by the Ministry of Finance.
III. Traffic Rules on the Thang Long - Noi Bai Road
Article 12: The Thang Long - Noi Bai Motorway is a two-way road clearly separated by a median strip. Each direction has two lanes for motor vehicles and a separate lane for non-motorized vehicles and pedestrians adjacent to the motor vehicle lanes, separated by a curb. All types of motor vehicles, non-motorized vehicles, and pedestrians using the Thang Long - Noi Bai Road must strictly travel on the designated lanes. If they violate this regulation and accidents occur, they will bear full responsibility.
Article 13: The Thang Long - Noi Bai motorway is a priority road. All other roads intersecting with the Thang Long - Noi Bai motorway are non-priority roads. When passing through intersections, vehicles running on the Thang Long - Noi Bai motorway have the right of way, and vehicles on other roads must yield, must stop before the "STOP" sign, and may only proceed in the direction permitted by the sign once it is certain that there is nothing obstructing the road.
Article 14: The maximum speed for all types of motor vehicles running on the Thang Long - Noi Bai motorway shall be in accordance with the regulations set out on the traffic signs placed along the road.
Article 15: Vehicles are only allowed to turn around at a single designated location at km8+200 where a sign permitting turning is installed. Turning around is prohibited at locations reserved for pedestrians to cross the road.
Article 16: Vehicles and animals drawn or ridden by individuals wishing to cross the Thang Long - Noi Bai motorway must follow their designated rough road section to the specified crossing area marked by white stripes and directional signs, and must observe both directions to ensure safety before crossing. Children must be accompanied by adults when crossing the road.
Article 17: Racing, brake testing, and driving practice are prohibited on the Thang Long - Noi Bai motorway. Special cases require permission from the competent authority and agreement from the Vietnam Highway Administration.
Article 18: Parking on the motor vehicle lane is forbidden. In case of sudden mechanical failure, the vehicle must be parked on the right side of the motor vehicle lane, and appropriate warning signals (red lights, red flags, etc.) must be displayed behind the vehicle. Immediate contact must be made with the road management unit to remove the vehicle, and the party must bear the fine and costs incurred. Therefore, all vehicles entering the road must undergo self-inspection to ensure safety conditions.
Article 19:
a. All users of the Thang Long - Noi Bai motorway (including those operating motorized and non-motorized vehicles, pedestrians, and those leading or riding animals) must strictly comply with the traffic signal regulations posted along the road.
b. Any person using the Thang Long - Noi Bai motorway who does not adhere to the traffic signal regulations commits a violation and will be subject to penalties and legal action.
c. Anyone who arbitrarily moves, appropriates, damages, or reduces the effectiveness and utility of traffic signals posted along the road will be penalized and required to compensate for losses according to the law.
Article 20: It is prohibited to place any signs, signals, or objects that in shape, color, or position could be mistaken for traffic signals or obscure such signals on the road.
Article 21: Without the consent of the Vietnam Highway Administration:
- It is forbidden to post unrelated traffic information signs on poles, posts, or tree trunks alongside the road.
- It is forbidden to place banners, posters, propaganda materials, advertisements, etc., within the roadbed, protective lanes, and directly opposite the direction of vehicular travel.
Article 22: Road management staff performing inspection and supervision duties have the authority to remove any signs, signals, or objects violating traffic signal regulations on the road as stipulated in Article 21 above.
IV. Management, Use, and Protection of the Thang Long - Noi Bai Motorway
Article 23: The Thang Long - Noi Bai motorway is a critical infrastructure project of the State in Hanoi City and Vinh Phu Province. All citizens and users of the road must strictly comply with national laws, regulations issued by the Ministry of Transport, the Ministry of Home Affairs, the People's Committee of Hanoi City, and Vinh Phu Province regarding the management, use, and protection of road traffic facilities and this regulation.
Article 24: The scope of management, use, and protection of the Thang Long - Noi Bai motorway includes the surface, underground, and airspace above the roadbed and protective lanes extending 20 meters from the edge of the roadbed on each side, as prescribed in Decree 203/HĐBT dated December 21, 1992, of the Council of Ministers (now the Government).
Article 25: The road management unit, together with the land management agencies of Hanoi City and local authorities, shall conduct boundary surveys and marker installations according to the provisions of Article 24 above to serve as a basis for management.
Article 26: Strictly prohibited is the construction of houses, tents, kiosks, warehouses, or storage of materials, waste, etc., within the boundary markers on both sides of the road. Existing structures that do not affect traffic safety, if permitted by the competent authority, may temporarily remain but are not allowed to be expanded or occupied further.
Article 27: New branch roads connecting to the Thang Long - Noi Bai motorway may not be constructed without a decision from the Government.
Article 28: The planting of greenery on both sides of the road is the responsibility of the road management unit and must be carried out in accordance with the planning scheme and technical planting regulations of the Ministry of Transport and Forestry.
Article 29: Unauthorized acts of encroachment on the road and its bridges, retaining walls, lighting systems, signposts, median strips, greenery, and other facilities are prohibited.
Article 30: Unauthorized obstruction of the road, such as drying straw, displaying goods for sale, storing materials, or any other obstacles on the motor vehicle lane and rough road sections, is prohibited.
Article 31: Acts causing unsanitary conditions on the road, such as dumping garbage, rotting substances, defecation, slaughtering livestock, allowing animals to roam freely, and transporting loose materials (earth, gravel, sand, stones) and waste without proper covering and securing to prevent spillage onto the road, are prohibited.
Article 32: The road management unit must organize regular cleaning of the road to ensure it remains clean and tidy.
Article 33: The road management unit is responsible for directly implementing road management tasks according to established laws, technical procedures, and maintenance practices to ensure the quality and proper use of the road.
Article 34: Any violations concerning the management, use, and protection of the Thang Long - Noi Bai motorway will be handled with warnings or fines under the Administrative Offense Penalty Ordinance within the jurisdiction of the Thang Long - Noi Bai motorway management unit and traffic police. Serious consequences will result in criminal liability being pursued.
