Pursuant to the Civil Aviation Law of Vietnam No. 66/2006/QH11 dated June 29, 2006;
Pursuant to Decree No. 170/2003/ND-CP dated December 25, 2003 of the Government detailing the implementation of certain provisions of the Price Ordinance; Decree No. 75/2008/ND-CP dated June 9, 2008 of the Government amending and supplementing certain provisions of Decree No. 170/2003/ND-CP dated December 25, 2003 of the Government detailing the implementation of certain provisions of the Price Ordinance;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Circular Joint Circular No. 103/2008/TTLT-BTC-BGTVT dated November 12, 2008 of the Ministry of Finance and the Ministry of Transport guiding the management of domestic air transport fares and airport service fees in Vietnam;
Based on the results of the review, the framework for domestic passenger airfare on economy class and the proposal of the Ministry of Transport at Document No. 584/BGTVT-VT dated January 28, 2010;
At the proposal of the Director of the Price Management Department,
DECISION:
Article 1. Issuing the maximum framework for domestic passenger airfare on economy class on domestic routes still operating under monopoly status, specifically as follows:

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentPursuant to current regulations on the management of air transport fares, the maximum framework for airfare set by the State, distance of transportation, and market conditions, airlines shall determine specific fares on each route and conditions of application through diverse pricing methods, creating favorable conditions for various social strata to use aircraft.
Airlines must publicly disclose all types of airfares and their application conditions; fully comply with current regulations on price declaration and public display of service fees.
Article 3. This Decision takes effect from March 1, 2010. The Decision No. 2960/QD-BTC dated December 31, 2008 of the Minister of Finance regarding the framework for domestic passenger airfare on economy class on domestic routes still operating under monopoly status is hereby repealed.
The Civil Aviation Administration of Vietnam shall guide units in implementing the maximum fare regulations stipulated in this Decision; the regulations in Circular Joint Circular No. 103/2008/TTLT-BTC-BGTVT dated November 12, 2008 guiding the management of domestic air transport fares and airport service fees in Vietnam and related legal documents.
