DECISION OF THE GOVERNOR OF THE STATE BANK

A Vietnamese citizen residing abroad for less than 12 months;

3. A Vietnamese citizen working in diplomatic agencies, consular agencies,military forces, and political organizations, political-social organizations,social organizations, occupational social organizations, social funds, charitablefunds of Vietnam operating abroad and individuals accompanying them.

Article 3. Interest rates, terms, and types of foreign currencies for savings deposits.

The General Director (Director) of permitted credit organizations has theauthority to determine interest rates on savings deposits, deposit terms, and typeof foreign currencies accepted for savings deposits, except where the State Bankhas different regulations.

Article 4. Rights of the Savings Depositor.

1. Based on this Decision and relevant legal documents, permitted creditorganizations may issue rules for foreign currency savings deposits;

2. Report to the State Bank statistical data related to the activities of raisingand paying out foreign currency savings deposits according to current reportingand statistical regulations.

Article 6. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

This Decision replaces the following regulatory legal documents of theGovernor of the State Bank: Decision No. 08/NH-QĐ dated January 14, 1991 onthe issuance of rules for foreign currency savings deposits with free convertibility;Circular No. 75/NH-TT dated March 16, 1991 guiding the implementation ofrules for foreign currency savings deposits with free convertibility; DecisionNo. 08/QĐ-NH7 dated January 25, 1992 on amending certain contents of therules for foreign currency savings deposits with free convertibility.

Article 7. The Head of the Office, the Inspector General, Heads of units under theState Bank, Directors of Provincial Branches of the State Bank under centralcities, General Directors (Directors) of permitted credit organizations areresponsible for implementing this Decision./.
