DIRECTIVE
Regarding the urgent implementation of cadre planning work
Since 1999, the Ministry of Agriculture and Rural Development has conducted an assessment of the current status of the leadership and management cadre team and guided the construction of cadre planning. The cadre planning work in recent times has been effective, contributing to completing the political tasks of the sector. Currently, the cadre planning work continues to be emphasized in the Conclusion of the 6th Plenary Session of the Central Committee of the Communist Party of Vietnam's Ninth Term on organizational and cadre work. The Central Organization Department has issued Document No. 3472-CV/TW dated October 24, 2003, supplementing and guiding specific additional contents and procedures for implementing cadre planning for central ministries, departments, and mass organizations.
To implement the Resolution of the July 2004 Cadre Meeting regarding the cadre planning work of the Ministry of Agriculture and Rural Development for the period 2005-2010, the Minister of Agriculture and Rural Development requests the heads of agencies and units under the Ministry (hereinafter referred to as units) to urgently implement the following tasks:
1- Heads of units shall proactively coordinate with party committees to organize meetings with cadres and party members to thoroughly understand Document No. 52/HDKH-BCS dated August 17, 2004, of the Cadre Meeting Party regarding guidance on implementing cadre planning work. It is necessary to recognize that this is a key task of the unit in the last six months of 2004.
2- Based on the guidance of the Cadre Meeting, the head of the unit shall coordinate with the party committee to establish a plan for implementing the unit's cadre planning work, report to the Ministry before September 3, 2004, and proceed according to the prescribed procedures and deadlines to develop the unit's leadership cadre planning. Monthly, the unit shall quickly report progress on implementation to the Ministry (through the Personnel and Cadre Affairs Department).
3- Heads of units shall promptly direct, guide, and inspect subordinate units' implementation of cadre planning work according to the assigned categories.
4- Annually, units shall proactively supplement and adjust the planning to include new factors and remove those who do not meet the requirements of the new situation from the planning; report to the Ministry about changes in the list of planned cadres according to the cadre management hierarchy.
5- Based on the cadre planning, units shall develop training, development, and rotation plans for cadres.
6- Assign the Director of the Personnel and Cadre Affairs Department to assist the Minister in guiding, inspecting, and urging units, and to compile monthly reports on implementation progress to the Minister; propose solutions to address difficulties and obstacles.
Request the heads of units to strictly comply with this directive./.
