Pursuant to the Law on Inland Waterway Traffic dated June 15, 2004;
BASED ON THE GOVERNMENT DECREE NO. 86/2002/NĐ-CP OF DECEMBER 5, 2002 DEFINING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES AT THE SAME LEVEL;
BASED ON THE GOVERNMENT DECREE NO. 34/2003/NĐ-CP OF APRIL 4, 2003 DEFINING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF TRANSPORTATION;

Article 1. ATTACHED HERETO IS THE "SUPPLEMENTARY TRAINING PROGRAM FOR SEAFARERS AND INLAND WATERWAY VESSEL OPERATORS", WHICH WILL BE INCORPORATED INTO THE "TRAINING PROGRAM FOR SEAFARERS AND INLAND WATERWAY VESSEL OPERATORS" ALREADY ISSUED WITH DECREE NO. 37/2004/QĐ-BGTVT OF DECEMBER 24, 2004 BY THE MINISTER OF TRANSPORTATION.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 3. THE HEAD OF THE HUMAN RESOURCES DEPARTMENT AND THE DIRECTOR OF VIETNAM INLAND WATERWAYS ADMINISTRATION SHALL IMPLEMENT AND MONITOR THE ENFORCEMENT OF THIS DECISION WITHIN THEIR SCOPE OF RESPONSIBILITY.
Article 4. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTORATE, THE HEADS OF RELEVANT DEPARTMENTS, THE DIRECTOR OF VIETNAM INLAND WATERWAYS ADMINISTRATION, THE DIRECTORS OF PROVINCE TRANSPORT DEPARTMENTS AND PROVINCE TRANSPORT AND PUBLIC WORKS DEPARTMENTS, AND THE HEADS OF ORGANIZATIONS AND INDIVIDUALS CONCERNED ARE RESPONSIBLE FOR ENFORCING THIS DECISION.
