ISSUING REGULATIONS ON INTEGRATED EDUCATION FOR CHILDREN IN DIFFICULT SITUATIONS

BASED ON THE EDUCATION LAW 2005, JUNE 14, 2004;
BASED ON THE LAW ON PROTECTION, CARE AND EDUCATION OF CHILDREN, JUNE 15, 2004;
BASED ON THE DECREE NO. 178/2007/NĐ-CP, DECEMBER 3, 2007, OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL AGENCIES AT THE MINISTRY LEVEL;
On the basis of Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
BASED ON THE DECREE NO. 75/2006/NĐ-CP, AUGUST 2, 2005, OF THE GOVERNMENT PROVIDING DETAILED REGULATIONS AND GUIDELINES FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE EDUCATION LAW;
BASED ON THE DECREE NO. 36/2005/NĐ-CP, MARCH 17, 2005, OF THE GOVERNMENT PROVIDING DETAILED REGULATIONS FOR IMPLEMENTATION OF CERTAIN PROVISIONS OF THE LAW ON PROTECTION, CARE AND EDUCATION OF CHILDREN;
PURSUANT TO THE PROPOSALS OF THE HEAD OF THE EARLY CHILDHOOD EDUCATION DEPARTMENT, THE HEAD OF THE PRIMARY EDUCATION DEPARTMENT, AND THE HEAD OF THE SECONDARY EDUCATION DEPARTMENT,
Article 1. ATTACHED HERETO ARE THE REGULATIONS ON INTEGRATED EDUCATION FOR CHILDREN IN DIFFICULT SITUATIONS.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 15, 2010. ALL PREVIOUS PROVISIONS CONTRADICTING THE PROVISIONS OF THIS CIRCULAR SHALL BE ABROGATED.
Article 3. THE DIRECTOR OF THE GENERAL OFFICE, THE HEADS OF THE PLANNING AND FINANCE DEPARTMENT, THE ORGANIZATION AND STAFF DEPARTMENT, THE EARLY CHILDHOOD EDUCATION DEPARTMENT, THE PRIMARY EDUCATION DEPARTMENT, THE SECONDARY EDUCATION DEPARTMENT, THE HEADS OF THE UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING, AND THE DIRECTORS OF THE DEPARTMENTS OF EDUCATION AND TRAINING AT THE PROVINCES ARE RESPONSIBLE FOR ENFORCING THIS CIRCULAR./.
