Guidelines for Implementing the Allowance System for Leadership Positions in Inspection Units under Bureaus under the Ministry of Agriculture and Rural Development and Inspection Units under Bureaus under General Departments under the Ministry of Agriculture and Rural Development

Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

Pursuant to the unified opinion of the Ministry of Home Affairs (Circular No. 3731/BNV-TL dated September 11, 2014) and the Ministry of Finance (Circular No. 12509/BTC-HCSN dated September 6, 2014);

The phrase "or examination" is abolished pursuant to Clause 6, Article 8 of Circular No. 15/2025/TT-BVHTTDL dated November 25, 2025, of the Minister of Culture, Sports and Tourism amending and supplementing certain articles of Circulars prescribing job codes, qualification standards, and salary grades for civil servants in the heritage culture, library, grassroots cultural activities, sports, fine arts, art performance, film, and cultural propaganda sectors, which takes effect from January 15, 2026.

The Minister of Agriculture and Rural Development issues this Circular guiding the implementation of the allowance system for leadership positions in Inspection Units under Bureaus under the Ministry of Agriculture and Rural Development and Inspection Units under Bureaus under General Departments under the Ministry of Agriculture and Rural Development.

Article 1. Scope and Applicability

This Circular stipulates the level of allowances for leadership positions for civil servants appointed to leadership positions in Inspection Units and equivalent organizations under Bureaus under the Ministry of Agriculture and Rural Development (hereinafter referred to as Inspection Units under Bureaus under the Ministry) and Inspection Units and equivalent organizations under Bureaus under General Departments under the Ministry of Agriculture and Rural Development (hereinafter referred to as Inspection Units under Bureaus under General Departments).

Equivalent organizations to Inspection Units are organizations under Bureaus that perform state management functions in agriculture and rural development, have legal personality, separate bank accounts and seals, and operate with funding as prescribed by law.

Article 2. Levels of Allowances for Leadership Positions

3. The amount of position allowance for leadership mentioned in Clause 1, Clause 2 of this Article shall be calculated according to a coefficient compared to the minimum wage set by the State.

Article 3. Responsibility for Implementation

The levels of allowances for leadership positions specified in Clause 1 and Clause 2 of this Article shall be calculated based on a coefficient relative to the base salary set by the State.

Directors of General Departments, Directors of Bureaus directly under the Ministry of Agriculture and Rural Development are responsible for directing and reviewing organizational structures and leadership positions to uniformly implement the allowance system for leadership positions as prescribed in this Circular.

Article 4. Effective date

2. The Head of the Ministry's Office, Heads of the Department of Organization and Cadres, Heads of the Department of Finance, and Heads of other relevant agencies and units under the Ministry of Agriculture and Rural Development, based on the functions and tasks assigned by the Minister, are responsible for guiding and supervising the implementation of the provisions of this Circular.

This Circular takes effect from January 1, 2015.
