Issuing National Technical Regulations on Electrical Safety

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations, and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 14/2014/NĐ-CP dated February 26, 2014 of the Government detailing the implementation of the Electricity Law on electrical safety, and Decree No. 51/2020/NĐ-CP dated April 21, 2020 of the Government amending and supplementing certain provisions of Decree No. 14/2014/NĐ-CP dated February 26, 2014 of the Government detailing the implementation of the Electricity Law on electrical safety;

At the proposal of the Director of the Department of Safety Technology and Industrial Environment;

The Minister of Industry and Trade issues this Circular on the issuance of National Technical Regulations on Electrical Safety.

Article 1. Issuing this Circular, the National Technical Regulation on Electrical Safety is hereby promulgated.

Article 2. Effective Date

1. This Circular shall take effect from June 1, 2021.

2. Decision No. 12/2008/QĐ-BCT dated June 17, 2008 of the Minister of Industry and Trade promulgating the National Technical Regulation on Electrical Safety QCVN 01:2008/BCT shall cease to be effective from the date this Circular takes effect.

Article 3. Implementation Organization

1. The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and organizations and individuals concerned are responsible for implementing this Circular.

2. During the implementation of this Circular, if difficulties or obstacles are discovered, organizations and individuals shall promptly report them to the Ministry of Industry and Trade for consideration and resolution.
