Pursuant to the Law on Foreign Trade Management year 2017;
Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;
At the proposal of the Director of the Department of Import-Export;
The Minister of Industry and Trade issues this Circular to stipulate the tariff quota for importation of raw tobacco day4.
Article 1. Quantity of the tariff quota for importation of raw tobacco in 2024
The quantity of the tariff quota for importation of raw tobacco (HS Code 2401) in 2024 is 71,835 tons.
Article 2. Method of managing the tariff quota for importation of raw tobacco
The tariff quota for importation of raw tobacco shall be allocated according to the method prescribed in Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management and Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Ministry of Industry and Trade detailing certain provisions of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management.
Article 3. Recipients of the allocation of the tariff quota for importation of raw tobacco
The tariff quota for importation of raw tobacco shall be allocated to traders holding production licenses for cigarettes issued by the Ministry of Industry and Trade and having a need to use imported raw tobacco for cigarette production.
Article 4. Effective date
This Circular takes effect from February 12, 2024 until December 31, 2024./
