CIRCULAR
ISSUING TECHNICAL STANDARDS AND REGULATIONS FOR UNMANNED AIRCRAFT AND OTHER AIRCRAFT
Pursuant to the Civil Aviation Law on November 27, 2024;
Pursuant to Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense; Decree No. 03/2025/NĐ-CP dated February 28, 2025 of the Government amending and supplementing certain articles of Decree No. 01/2022/NĐ-CP dated November 30, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;
At the proposal of the Chief of General Staff.
The Minister of National Defense issues this Circular on issuing Technical Standards and Regulations for Unmanned Aircraft and Other Aircraft.
Article 1. Issued along with this Circular is the list of technical standards and regulations for unmanned aircraft and other aircraft and their equipment, including:
1. List of technical standards and regulations for imported unmanned aircraft and other aircraft and their equipment for temporary importation and re-export at Sections 1, 2, 3, and 4 of Appendix I and Appendix II issued along with this Circular.
2. List of technical standards and regulations for research and development, testing, production, repair, and maintenance of unmanned aircraft and other aircraft and their equipment at Sections 2, 3, 4, and 5 of Appendix I and Appendix II issued along with this Circular.
Article 2. Applicability
1. This Circular applies to:
a) Unmanned aircraft and other aircraft; aircraft engines, propellers, and individual components forming part of the unmanned aircraft and other aircraft system (ground component, water component, air component, payload) imported for temporary importation and re-export for use in Vietnam.
b) Unmanned aircraft and other aircraft and their equipment in research and development, testing, production, repair, and maintenance.
2. This Circular does not apply to unmanned aircraft and other aircraft and their equipment used for defense and security purposes by the Ministry of National Defense and the Ministry of Public Security.
3. Organizations and individuals shall be responsible for copyright issues related to the applied standards.
Article 3. Implementation Organization
1. The General Staff Department directs the Standardization-Measurement-Quality Control Bureau:
a) To take the lead in coordinating with relevant agencies and units to periodically review and update the list of technical standards and regulations for unmanned aircraft and other aircraft as stipulated in Article 1 of this Circular in accordance with technological developments and state management policies.
b) To participate in providing opinions on the suitability of technical standards and regulations for unmanned aircraft and other aircraft and their individual components forming part of the unmanned aircraft and other aircraft system.
c) To guide the application of technical standards and regulations listed in Sections 1, 2, 3, and 4 of Appendix I and Appendix II issued along with this Circular.
2. The Directorate of Defense Industry has the responsibility to guide the application of technical standards and regulations listed in Sections 2, 3, 4, and 5 of Appendix I and Appendix II issued along with this Circular.
Article 4. Implementation provisions
1. This Circular takes effect from July 21, 2025.
2. The Chief of General Staff, Director of the Directorate of Defense Industry, and relevant organizations and individuals are responsible for implementing this Circular.
3. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should promptly report them to the General Staff Department for consideration and resolution.
