PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Considering the proposal of the People's Committee of Ninh Binh Province and the opinions of the Ministries of Planning and Investment, Finance, Labor - Invalids and Social Affairs, and Home Affairs.
DECISION:
Article 1. Approves the Overall Plan for the restructuring and modernization of state-owned enterprises directly under the People's Committee of Ninh Binh Province until 2005 as attached as an appendix.
Article 2. The Chairman of the People's Committee of Ninh Binh Province shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises directly under the committee according to the approved content and schedule. Any adjustment or supplementation to the Plan must be approved by the Prime Minister.
Article 3. The Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor - Invalids and Social Affairs, the Ministry of Agriculture and Rural Development, and related agencies shall be responsible for coordinating with the People's Committee of Ninh Binh Province in implementing the aforementioned Plan.
The Steering Committee for Enterprise Renewal and Development shall be responsible for supervising, guiding, and monitoring the implementation of this Plan, and at the same time making recommendations to
Article 4. This Decision takes effect from the date of signature.
