DIRECTED BY THE MINISTRY OF HEALTH DECREE NO. 4/BYT/TT ON MARCH 23, 1985 GUIDING
THE APPLICATION OF LIST NUMBER 1 OF FULL TITLES OF STAFF IN THE HEALTH SECTOR AT MINISTRY-DIRECTLY SUBORDINATED UNITS, PROVINCE AND CITY DEPARTMENTS OF HEALTH, AND HEALTH SECTORS IN OTHER SECTORS

Pursuant to Decision No. 324-LD-QD dated December 19, 1984 of the subcommittee on lists and vocational standards under the Council of Ministers regarding the issuance of List Number 1 of full titles of staff in the health sector.

List Number 1 of full titles of staff in the health sector issued this time by the Minister of Labor兼任卫生部副主任的小组名单和业务标准小组组长，受政府部长会议主席委托，是适用于所有由卫生部门管理的机构和单位以及各行业卫生部门的法规文本。

To establish specific vocational standards for positions of staff in the health sector, and to improve the organizational structure of health sector institutions to be streamlined, efficient, and effective. At the same time, to provide a basis for planning training, upgrading, selecting, and assigning various types of cadres and staff in the health sector, as well as to reasonably determine staffing levels, salary systems, and allowances for staff throughout the sector.

List Number 1 of full titles of staff in the health sector includes 441 titles according to Decision No. 324-LD/QD of the subcommittee on lists and vocational standards for staff under the Council of Ministers, which is the complete list of titles for the health sector, including:

- Leaders of Group 9 and Group 8 consist of 252 full titles.

- Professionals of Group 5 consist of 187 full titles.

- Technical professionals of Group 0 consist of two full titles.

Based on that decision, the Ministry of Health provides detailed guidance on the application of approved full titles throughout the sector, and at the same time to unify job titles in accordance with the full titles.

1. Units such as the Training Bureau, Disease Control and Treatment Bureau, and Health Protection Bureau will now be referred to as Departments.

2. The Health Promotion House will now be referred to as the Health Promotion Center. The head of this organization will be called the Director of the Health Promotion Center.

3. The Rehabilitation Institute will now be referred to as the Rehabilitation House followed by a serial number or code. The head of this organization will be called the Director of the Rehabilitation House.

4. The Institute for Maternal and Child Health Protection will now be referred to as the Obstetrics Institute.

5. The International Hospital will now be referred to as the Multinational Hospital.

6. The title of Hospital Director will now be referred to as Hospital Director.

7. The first-level Pharmaceutical Company will now be referred to as the Central Pharmaceutical Company followed by a serial number.

8. The first-level Herbal Medicine Company will now be referred to as the Central Herbal Medicine Company followed by a serial number.

9. Pharmaceutical Companies directly under the Vietnam Pharmaceutical Enterprises Association will now be referred to as Central Pharmaceutical Factories followed by a serial number.

10. The second-level Herbal Medicine Company will now be referred to as the Provincial or City Herbal Medicine Company.

11. The second-level Herbal Medicine Company will now be referred to as the Provincial or City Herbal Medicine Company.

12. Local Pharmaceutical Factories not yet unified into joint pharmaceutical factories will now be referred to as Provincial or City Pharmaceutical Factories followed by a serial number.

13. The title of Head of the Central or Provincial/Territorial Leper Colony will now be referred to as Director of the Leprosy Colony.

14. The title of Department Head in Institutes with hospital beds and hospitals will now be referred to as Department Chief.

15. The title of Department Head in Universities, Colleges, and Secondary Medical Schools will now be referred to as Department Chief.

16. The Finance Office of medical facilities from central to local levels will now be referred to as the Financial Accounting Office.

17. The titles of Nurse, Midwife, and Medical Technician have been determined to have three levels of qualifications, therefore the names will now be unified as follows:

- Junior Nurse will now be referred to as Level 1 Nurse,

- Intermediate Nurse will now be referred to as Level 2 Nurse,

- University Nurse will now be referred to as Senior Nurse.

Similarly, Midwives and Medical Technicians will also be named accordingly.

18. Assistant Physicians have two levels of qualifications, therefore the names will now be unified as follows:

- Assistant Physician from secondary education will be referred to as Assistant Physician,

- Assistant Physician from college education will now be referred to as Senior Assistant Physician.

19. Physicians also have three levels of qualifications, therefore the names will now be unified as follows:

- Physician,

- Specialist Physician Level 1 in Internal Medicine, Surgery, Obstetrics, Pediatrics...

- Specialist Physician Level 2 in Internal Medicine, Surgery, Obstetrics, Pediatrics...

Similarly, Pharmacists who have graduated from university will also be named accordingly.

20. Associate Professor will now be referred to as Professor Level 1 (which can be abbreviated as GSI).

21. Professor will now be referred to as Professor Level 2 (which can be abbreviated as GSII).

22. The title of Attendant will now be referred to as Healthcare Service Staff.

23. The title of Morgue Worker will now be referred to as Morgue Staff.

24. The title "Deputy" is derived from the title "Head" and is applied based on necessary requirements and according to the organizational regulations of the agency or unit. However, under the chief executive system, the title "Deputy" is for the chief executive rather than for the unit itself, so from now on it will be unified by placing the word "Deputy" before the title of Head. For example: Deputy Department Head, Deputy Institute Director, Deputy Section Head, etc., except at the Ministry level where it remains Deputy Minister. Any level that has a deputy must have a First Deputy. Therefore, the titles of Acting Deputy previously used in units will now be referred to as First Deputy. The number of deputies depends on the number of assignments decided, so in List Number 1 of Full Titles of Staff in the Health Sector, the title of Deputy is not included.

When organizing training to apply full job titles for each head of unit, it is necessary to ensure that each staff member clearly understands the content of work and professional duties of their job title. After completing the training on applying full job titles, each staff member must be able to determine the functions, tasks, authorities, responsibilities, and products created by each job title. During this process, the head of the unit, together with the Party organization, reviews the functions, tasks, authorities, and organizational structure of the unit, examining whether there are any overlapping or conflicting functions and tasks among units (such as departments, offices, faculties, and divisions, etc.). If there are overlaps, they must eliminate redundant functions and tasks, report to the Ministry to request merging, integrating, or dissolving such organizations, and simultaneously supplement any missing tasks and identify necessary organizations. Subsequently, they must report in writing to the Ministry (the sub-committee on the list of professional standards for health sector officials at the Department of Personnel and Organization of the Ministry of Health).

Thus, changing the name of a position is not merely a superficial change but rather a shift from old management methods to scientific management, linking individuals with organizations, and aligning well-structured organizations with new working methods.

Each new job title encompasses a new content, which means clearly defining the functions, tasks, authorities, responsibilities, and products, as well as cooperative relationships within the organization. From this, each staff member can enhance their sense of responsibility, discipline, creativity, and thus receive appropriate spiritual and material rewards commensurate with their talent and contributions.

To achieve these requirements, a broad and long-term movement is necessary. Therefore, the heads of units, along with the Party organization, Trade Union, and Youth League, must organize democratic discussions to ensure that all staff members, both those whose positions have changed and those whose positions have not, correctly understand the content of the issue and demonstrate real changes through actions.

When organizing training and research to apply the full job titles of health sector officials, if any unit encounters difficulties or has unclear issues, they should report to the Ministry so that the Ministry can send personnel to assist or provide additional guidance.

All full job titles listed in Catalogue Number 1 for health sector officials must be officially used in the official documents and transaction papers of the units.

The Catalogue Number 1 of full job titles for health sector officials issued this time only includes job titles for officials in the medical and pharmaceutical fields. Some job titles of organizations such as Departments, Bureaus, Offices, and Faculties, which were not included in this issuance, need to review their functions and tasks, report specifically to the Ministry for the Ministry to examine and submit to the State for approval, and then issue these job titles in Catalogue Number 2.

While studying and applying Catalogue Number 1 of full job titles for health sector officials, if any unit finds any missing job titles, they should report in writing to the Ministry for the Ministry to examine and propose to the State to supplement when necessary. Units are not allowed to arbitrarily modify the content and names in this job title list.

To uphold state laws, from now on, the names of health sector agencies and the job titles of health sector officials must be consistent with Decision No. 324-LĐ/QĐ of the sub-committee on the list and professional standards for health sector officials under the Council of Ministers. Any place using incorrect names must promptly correct them and adhere to the regulations.

Units directly under the Ministry that need to change their organizational names in Catalogue Number 1 of full job titles for the health sector must send personnel to the Department of Personnel and Organization to handle the name change procedures and re-engrave seals. For healthcare facilities under localities, if any facility needs to change its organizational name, they must send personnel to handle the procedures with the competent authority at the locality.
